General Motors has determined that some 1991 Park Avenue/Ultra models with Remote Keyless Entry System Option (RPO AU0) may experience a power door lock actuator failure when using their power door locks. If an actuator fails, the door with the failure cannot be electrically locked or unlocked. However, the remaining door locks will function as intended.
Involved are certain 1991 Park Avenue/Ultra model vehicles with Remote Keyless Entry System Option (RPO AU0) within the following VIN breakpoints:

This Special Policy covers any FAILED power door lock actuator replacement for seven (7) years and/or 100,000 miles (whichever occurs first) from the date the vehicle was originally placed into service regardless of ownership.
In addition, if one power door lock actuator requires replacement within the first three (3) years and/or 36,000 miles (whichever occurs first) then all four (4) actuators are to be replaced. Correction will be at no charge to the customer.
This "Special Policy Adjustment Bulletin" should be filed in your "Special Policy Adjustment Bulletins" binder, furnished to dealers by General Motors.
Customer claims for reimbursement on previously paid repairs requiring power door lock actuator replacement are to be submitted by August 31, 1993, according to the instructions included in this bulletin (the time limitation for presenting the original paid receipt may be longer depending on the law in your state). Owners (and/or prior owners) must submit original documentation which reasonably confirms the amount of unreimbursed repair expense(s), a description of the repair, date of the repair, and the person or entity performing the repair. Customers from the states of Connecticut, Virginia and Wisconsin must submit requests for reimbursement directly to Buick per instructions in the owner letter.
Parts for this special policy adjustment are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a "C.I.O." order with no special instruction code, but on an advise code (2).

Refer to 1991 Buick Park Avenue/Ultra Service Manual, Section 6-4-3 for front actuator and 7-4-1 for rear actuator replacement.
1. With the ignition switch in the off position, remove front pull handle covers and handle.
2. Remove switch plate and disconnect connectors.
3. Remove inside handle and lock switch trim.
4. Remove arm rest and reflector/lamp assembly and disconnect connector.
5. Remove trim pad.
6. Carefully peel back water deflector.
7. Remove rear run channel.
8. Remove door glass and seal strip.
9. Disconnect lock rods from outside handle and lock.
10. Disconnect connector and remove lock assembly.
11. Install new door lock actuator.
12. Reverse steps 1 through 10 to reassemble, making sure to properly align door glass and linkages. Carefully reinstall the water deflector to the door. If necessary, use waterproof tape to properly secure the water deflector in position. Remove top trim pad retainer from the door and install to trim pad before reinstalling pad to door.
13. Check for proper operation of power window, door lock, power mirror and power seat, if applicable.

3. Remove inside handle bezel.
4. Remove warning lamp and disconnect connector.
5. Remove trim panel.
6. Carefully peel back water deflector.
7. Disconnect linkage from outside handle lock.
8. Remove inside door handle linkage.
9. Remove lock assembly.
10. Install new door lock actuator.
11. Reverse steps 1 through 9 to reassemble. Carefully reinstall the water deflector to the door. If necessary, use waterproof tape to properly secure the water deflector in position.
12. Check for proper operation of power window and door lock.
Replaced parts must be held for disposition by Buick Zone/Branch contact personnel. Parts must have a claim tag attached showing the repair order and the VIN of the vehicle from which they were removed.

REQUEST FOR REIMBURSEMENT INSTRUCTIONS EXCEPT CONNECTICUT, VIRGINIA AND WISCONSIN RESIDENTS* ----------------------------------------------------- 1. Customer presents dealer with original receipts verifying the repair, the vehicle, the amount charged and the payment to replace door lock actuator(s).
2. Dealer complete a repair order (R.O.) showing:
- Repair order date - Vehicle Identification Number - Current Mileage - Owner's address - Attach original owner's or dealer's paid invoices/receipts covering repair within the Special Coverage guidelines - Labor Operation Number T5309 and Failure Code 95. - Total amount of reimbursement based on 100% of OWNER'S EXPENSE related to covered door lock actuator replacement. - May submit 0.2 hour in 'Other Labor Hours' field for reimbursement administrative allowance.
3. Owner (or prior owner seeking reimbursement) signs the repair order as acknowledgement of requested reimbursement amount.
4. Customer is given a copy of repair order.
5. Dealer issues the owner a reimbursement check for the approved amount. The check number must be entered on the repair order and a copy of the check must be attached to original paid invoices/receipts.
6. The dealer submits a claim to Buick for processing.
7. All supporting documentation must be available for review by Buick personnel as needed.
In the event the Dealer Service Manager and the owner cannot reach agreement on amount eligible for reimbursement after review of invoices/receipts, the zone/branch should be contacted for determination of covered expense. In such cases, an explanation should be included on the R.O.

We, at Buick Motor Division, are very proud of the 1991 Park Avenue/Ultra and sincerely hope that you are happy with your vehicle. We are also proud of the warranty coverage that we provide you. Sometimes, however, we need to make some special arrangements so that things which might happen to our customers are handled properly.
Some 1991 Park Avenue/Ultra owners with keyless entry option may experience a power door lock "actuator" failure when using their power door locks. The actuator is the unit inside each door that electrically locks or unlocks the door. If an actuator fails, the door with the failure cannot be electrically locked or unlocked. However, the remaining door locks will function as intended.
Buick Motor Division is therefore taking the following action for 1991 Park Avenue/Ultra owners with the keyless entry system:
- We are providing owners with special coverage for this actuator condition. If a door lock actuator requires replacement, it will be installed at no charge to the owner. This coverage will be in effect for seven (7) years from the date the vehicle was originally placed in service or 100,000 miles, whichever comes first regardless of ownership. This is not a recall. Do not take your vehicle to your Buick dealership as a result of the letter unless you believe you have a power door lock actuator failure.
