CAMPAIGN: TRANS. SELECTOR WILL NOT SHIFT OUT OF PARK

SUBJECT: TRANSMISSION SELECTOR WILL NOT SHIFT OUT OF PARK

MODELS AFFECTED: CERTAIN 1993 LESABRES AND PARK AVENUES

General Motors has determined. that certain 1993 Buick LeSabre and Park Avenue model vehicles may exhibit a condition where the Brake Transmission Shift Interlock (BTSI) solenoid becomes stuck in the engaged position and does not allow the transmission to shift out of park (on vehicles with column mounted shift lever).

To prevent this condition from occurring, dealers will inspect the BTSI solenoid for suspect build date codes, and if required, replace the BTSI solenoid.

VEHICLES INVOLVED

Involved are certain 1993 LeSabre and Park Avenue vehicles with column shift built within the following VIN breakpoints:

NOTICE: Vehicles which records indicate have already been repaired have been deleted from this campaign. Please check your dealer campaign listing on VISS to determine campaign status on vehicles.

DEALER MATERIAL

If your dealership has vehicles involved in this campaign, you will receive the following items:

o List of all vehicles involved that were assigned to your dealership.

o One (1) Campaign Identification Label per vehicle involved.

Involved vehicles have been identified by Vehicle Identification Number computer listings. Computer listings may contain the complete vehicle identification number, owner name and address data, and are furnished to the involved dealer with the campaign bulletin. Owner name and address data will enable dealers to follow-up with owners involved in this campaign.

These computer listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.

DEALER CAMPAIGN RESPONSIBILITY

All unsold new vehicles in dealers' possession and subject to the campaign MUST be held and inspected/repaired per the service procedure of this campaign bulletin BEFORE owners take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

OWNER NOTIFICATION

Owners will be notified of this campaign on their vehicles by Buick Motor Division (see copy of owner letter included with this bulletin).

CHANGE OF OWNER INFORMATION

Dealers are to use the Dealer Communication System (D.C.S.) to provide Buick Motor Division with subsequent Buick owner information. By reporting a change of owner name or address of a vehicle in campaign status over the D.C.S., the need to send a C.V.A.R. form for that vehicle is eliminated. Terminal input instructions are covered in the D.C.S. Manual under Section 9, Page 9-J01A and B.

PARTS INFORMATION

If you have vehicle(s) involved in this campaign on your listing, you will be preshipped the week of March 8, 1993 one (1) solenoid. This part will be charged on your dealer's open account. Additional parts required to complete this modification are to be obtained from General Motors Service Parts Operation (GMSPO). To ensure that these parts will be obtained as soon as possible, they should be ordered from GMSPO on a C.I.O. order with no special instruction code, but on an advise code (2).

NOTICE: It is estimated that one (1) in four (4) cars inspected will require part replacement. Please order parts accordingly.

SERVICE PROCEDURE

Inspection

1. Raise hood.

2. Remove left hand sound insulator to expose lower steering column area.

3. Inspect BTSI Solenoid date code stamped on bottom of solenoid (see illustration).

o If date code is 2286, 2287, 2288, 2289, 2290, 2293 proceed to replacement, step 4.

o If date code is other than above, proceed to step 5.

Replacement

4. Follow steps in Service Manual for "Solenoid Replacement with Steering Column Installed in Vehicle" pages 3F5A-20 to 22. Be sure to disable and enable the Supplemental Inflatable Restraint (SIR) system.

5. Reinstall left hand sound insulator.

6. Install Campaign Identification Label and close hood.

CAMPAIGN IDENTIFICATION LABEL:

Each vehicle corrected in accordance with the instructions outlined in this campaign will require a "Campaign Identification Label." Each label provides a space to include the campaign number and the five digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ball point pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.

Apply "Campaign Identification Label" only on a clean, dry surface.

Use one appropriate labor operation.
