The pivot pins are bound up.

1. Clean the pivot pins.
2. Inspect the components.
3. Replace the components as needed. Refer to Steering Shaft, Lower Bearing, and Jacket - Disassemble - Off Vehicle or Steering Shaft, Lower Bearing, and Jacket - Assemble - Off Vehicle .

The multifunction turn signal switch wires are too tight.

1. Inspect the multifunction turn signal switch and the wires for correct installation. Refer to Multifunction Turn Signal Lever Replacement - On Vehicle .
2. Replace the multifunction turn signal switch.Refer to Multifunction Turn Signal Lever Replacement - On Vehicle .

The tilt spring is broken or weak.

1. Inspect the tilt spring.
2. Replace the tilt spring as needed. Refer to Tilt Spring - Disassemble - Off Vehicle or Tilt Spring - Assemble - Off Vehicle .
