CAMPAIGN:4T60E SECOND GEAR CLUTCH REACTION PLATES

SUBJECT: TRANSAXLE IMPROPERLY STAMPED SECOND CLUTCH REACTION (STEEL) PLATES

MODELS AFFECTED: CERTAIN 1995 SKYLARKS, CENTURYS, REGALS, LESABRES, PARK AVENUE/ULTRAS AND RIVIERAS

IMPORTANT: THIS CAMPAIGN BULLETIN LIFTS THE STOP DELIVERY NOTICE (DCS 95-02, DATED OCTOBER 49 1994) ON ALL VEHICLES. INVOLVED VEHICLES, AS INDICATED ON DEALER LISTINGS, MUST BE INSPECTED AND/OR CORRECTED BEFORE SALE. OUR RECORDS INDICATE YOU HAVE NO INVOLVED VEHICLES IF YOU DO NOT RECEIVE A LISTING WITH THIS BULLETIN.

CONDITION:

--------- General Motors has determined that certain 1995 Buick, Skylark, Century, Regal, LeSabre, Park Avenue/Ultra and Riviera model vehicles with the Hydra-matic 4T60-E transaxle may contain up to five improperly manufactured second clutch reaction (steel) plates that may cause second clutch distress at low mileage. This condition could cause the transaxle to lose second gear and eventually become inoperative.

To correct this condition, dealers are to replace the suspect transaxle with a new transaxle.

VEHICLES INVOLVED:

Involved are certain 1995 Buick Skylark, Centurys Regal, LeSabre, Park Avenue/Ultra, and Riviera model vehicles with 4T60-E transaxles. Julian dates of transaxles are 258, 259, 262 (may be stamped 292), 263 and 264 (September 15, 1994, through September 21, 1994). Vehicles are within the following breakpoints:

NOTICE: ONLY CERTAIN VEHICLES WITH THESE TRANSAXLE MODELS AND JULIAN DATES ARE AFFECTED. PLEASE CHECK YOUR DEALER CAMPAIGN LISTING OR THE VEHICLE INFORMATION SERVICE SYSTEM (VISS) FOR CAMPAIGN INVOLVEMENT OF SUSPECT VEHICLES.

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.

These listing may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are arged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

PARTS INFORMATION:

Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). Parts should be ordered from GMSPO on a C.I.O. order with NO special instruction code, but on an advise code 2. The parts may also be ordered on a V.I.P. order for sold vehicles. V.I.P. charges can be reimbursed using parts expediting guidelines. The original transaxle assembly must be placed in the replacement transaxle container and returned through normal channels to GMSPO.

IMPORTANT: IT IS ESTIMATED THAT MOST VEHICLES (98%) WILL REQUIRE TRANSAXLE REPLACEMENT.

IMPORTANT: TRANSAXLE CORES MUST BE RETURNED TO GMSPO AS SOON AS POSSIBLE TO ENSURE TIMELY CORE CHARGE REIMBURSEMENT.

OWNER NOTIFICATION:

Owners will be notified of this campaign on their vehicles by Buick Motor Division (see copy of owner letter included with this bulletin).

DEALER CAMPAIGN RESPONSIBILITY:

All unsold new vehicles in dealer's possession and subject to this campaign must be held and repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owners letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

SERVICE PROCEDURE: (Figure 1)

1. Raise vehicle on a hoist and inspect transaxle identification nameplate.

- If the transaxle Julian Date information indicates 258, 259; 262, 263, 264 or 292, the transaxle MUST BE REPLACED; go to step 2.

- If the transaxle Julian Date information is other than listed above, DO NOT REPLACE the transaxle; go to step 4.

2. Verify the replacement transaxle assembly is the same model number as the original transaxle in the vehicle. Replace the transaxle assembly. See the appropriate 1995 Service Manual, Section 7A, for transaxle replacement procedure.

IMPORTANT: TRANSAXLE COOLER AND LINES MUST BE FLUSHED WHEN REPLACING TRANSAXLE.

3. The removed transaxle assembly must be crated in the original shipping container and returned in the usual manner with the appropriate information included.

IMPORTANT: TRANSAXLE CORES MOST HAVE A COMPLETED PRODUCT FEEDBACK FORM ATTACHED. THE PRODUCT FEEDBACK FORM MUST INCLUDE THE VIN, MILEAGE AND CAMPAIGN NUMBER. THIS INFORMATION WILL AID IN THE TIMELY PROCESSING OF TRANSAXLE CORES.

4. Install the campaign identification label.

CAMPAIGN IDENTIFICATION LABEL:

Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.

Apply "Campaign Identification Label" on a clean, dry surface.

COURTESY TRANSPORTATION CLAIM:

Courtesy transportation supplied to customers within the program guidelines should be entered on the same repair order as the campaign repair using the Z79XX operations as appropriate.

In addition to the normal courtesy transportation labor operations, the following improvements have been made for this Buick campaign:

New "Z" operations:

Z3075 Same-day usage of a loaner vehicle. Limit of $30. No overnight requirement.

Z3076* Pick-up and delivery of vehicle at customer residence or business. Limit of $50.

Modified "Z" operation:

Z7910 Expanded to cover two-way shuttle, taxi, or ride.

*Note that Z3076 may be used in conjunction with Z7901 through Z7906 or Z3075 to provide customer with a loaner vehicle.

## The "Parts Allowance" should be $1125.00 (allowance for the transaxle for this campaign ONLY) plus the sum total of the Dexron III GMSPO Dealer Net Price plus 40%.

* This labor time includes transaxle replacement, cooler flush, and toe-in check and adjustment. Add 0.1 hour for locking wheel covers/nuts.

Instructions for performing this service have been sent to your dealer and parts are available. To minimize your inconvenience, Buick and Buick dealers offer various courtesy transportation options, including for this campaign, two-way shuttle service or a loaner. If these do not fit your needs, pick up and delivery of your vehicle is also being offered. Your dealer can advise you of the various options available to you when you schedule your appointment and courtesy transportation requirements.
