The initial 1992 Labor Time Guide has been published and mailed. The major feature for 1992 is the addition of electrical diagnosis "add" times. Cadillac identified 318 Labor Operations which required electrical diagnosis and performed time studies. The diagnosis time will be listed as an "add" condition in a range format. The range for 315 electrical operations will be 0 to.3 hour. Three operations will have longer ranges. These are:

Please note that the range format allows the dealer to claim the amount of diagnosis time that was actually performed. Cadillac Warranty Administration will be monitoring performance in this area to ensure that reductions in come backs and no trouble found parts are attained. It is not expected that all repairs will require the maximum amount of time allowed. Additional time resulting from special cases that require electrical diagnosis beyond the maximum range time, should be requested as "Other Labor Hours".
Cadillac is initiating this new electrical diagnosis time allowance feature for the 1992 model year forward on all applicable Cadillac carlines. Electrical diagnosis payment will not be retroactive for prior model years.
The expected benefits of this new electrical diagnosis feature include:
o Reduction in customer come backs ("fix it right the first time").
o Reduction in the number of "No Trouble Found" (NTF) components because: - Should help ensure trouble trees and diagnostic charts are followed accurately. - Technicians have incentive to spend sufficient time on vehicles to diagnose customer concerns correctly.
o More accurate warranty reporting.
Based on the above, we believe Cadillac should incur reduced warranty costs and a corresponding increase in customer satisfaction and dealer CSI as customers' vehicles are diagnosed and repaired accurately the first time.
On another subject, in the Policy Codes foreword, the "S" indicator statement should read as "Other labor Hours" rather than "Regular Labor Hours".
