Some 1991 Broughams may display a vehicle speed reading greater than zero with the vehicle stopped but the engine running. This is due to the Vehicle Speed Sensor (VSS) wires being routed too close to the spark plug wires at the left rear corner of the engine block. To repair this condition move the VSS wires rearward away from the spark plug wires. The VSS wires must be routed a minimum of one inch away from spark plug wires.
