CAMPAIGN: HOOD HINGE PIVOT BOLT BREAKAGE

FMVSS NON-COMPLIANCE CAMPAIGN

SUBJECT: 97070 - HOOD HINGE PIVOT BOLT BREAKAGE

MODELS: 1998 CADILLAC DEVILLE

The Highway Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.

To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the divisional letter that is being sent to customers, the customers are being instructed to contact the Cadillac Customer Information Center if their dealer does not remedy the condition within five (5) days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed on how to contact the National Highway Traffic Safety Administration.

DEFECT INVOLVED

General Motors has decided that certain 1998 Cadillac DeVille model vehicles fail to conform to Federal Motor Vehicle Safety Standard (FMVSS) 219, "Windshield Zone Intrusion". These vehicles were built with hood hinge pivot bolts which may break due to an improper heat treat condition. A broken bolt could cause either corner of the hood near the windshield to raise, or one side of the hood to be unstable when opened. In the event of a vehicle crash, a hood exhibiting this condition could be pushed back through the windshield glass, increasing the risk of occupant injury.

To prevent the possibility of this condition occurring, and in order to comply with FMVSS 219, dealers are to replace both hood hinge pivot bolts on all involved vehicles.

VEHICLES INVOLVED

Involved are all 1998 Cadillac DeVille model vehicles built within the following VIN breakpoints:

Important: Dealers should confirm vehicle eligibility through VISS (Vehicle Information Service System).

Involved vehicles have been identified by Vehicle Identification Number. Computer listings containing the complete Vehicle Identification Number, customer name and address data have been prepared, and are being furnished to involved dealers with the campaign bulletin. The customer name and address data furnished will enable dealers to follow-up with customers involved in this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

These dealer listings may contain customer names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.

PARTS INFORMATION

An initial supply of hood hinge pivot bolts, equivalent to 50% of involved vehicles, will be pre-shipped to involved dealers of record. This pre-shipment will occur the week of February 2, 1998. Preshipped parts will be charged to the dealers' open parts account.

Additional parts, if required, are to be obtained from General Motors Service Parts Operations (GMSPO). Please refer to your 'involved vehicles listing' prior to ordering requirements. Normal orders should be placed on a DRO = Daily Replenishment Order. An emergency requirement should be ordered on a CSO Customer Special Order.

CUSTOMER NOTIFICATION

Customers will be notified of this campaign on their vehicles by Cadillac Motor Car Division (see copy of customer letter included with this bulletin).

COURTESY TRANSPORTATION

The availability of courtesy transportation to customers whose vehicles are involved in this campaign is of the utmost importance in maintaining customer satisfaction. Dealers are to take the steps necessary to ensure that these customers clearly understand that courtesy transportation is available and will be provided upon request at no charge. Dealers should submit such claims in the normal manner and appropriate credit will be issued. Dealers may wish to review Corporate Bulletin 68-05-02a released in October, 1996 for guidelines regarding loaner/rentals.

DEALER CAMPAIGN RESPONSIBILITY

All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before customers take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.

Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the appropriate divisional customer letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under 41 U.S.C. section 30112 of the Highway Safety Act as amended, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty up to $1,100 for each such sale.

SERVICE PROCEDURE

BOLT INSPECTION PROCEDURE

1. With the hood in the closed position, inspect the pivot bolt on both hood hinges (Figure 1) to determine if bolts are intact or if one or both are broken.

- Carefully attempt to loosen any bolt(s) found to be intact (not broken off) during inspection approximately one full turn. Do not remove the bolts at this time. If both bolts remain intact after loosening them, proceed to the "REPLACING UNBROKEN HINGE BOLT(S)" procedure on page 5.

- If either pivot bolt head is broken off, or breaks off when attempting to loosen it, proceed to the "REPLACING A BROKEN HINGE BOLT" procedure on page 5.

NOTICE: Do not attempt to open the hood if one or both hinge bolts are broken. Attempting to open the hood with one or both hinge bolts broken may result in damage to the vehicle's paint or windshield.

REPLACING UNBROKEN HINGE BOLT(S)

1 . Carefully open hood and disconnect both hood supports (gas struts) from the hood.

2. Lower both supports down to the inner fender rails and carefully close hood completely.

3. Remove the unbroken hinge bolt(s), install new bolt(s), align hood to fender height and tighten bolt(s) to 30 Nm (22 lb. ft.).

4. Carefully open hood and reconnect both hood supports to hood.

5. Paint both bolt heads to match vehicles exterior color. For additional information see GM Approved Refinish Materials" Booklet, P/N GM4901 M-D. The vehicle exterior paint color code (WA Number) can be obtained from the Service Parts Identification Label located on the spare tire cover.

IMPORTANT: To ensure the highest level of paint appearance and customer satisfaction, it is not recommended that the bolt heads be painted with "touch-up" type paint (brush or aerosol).

6. Install the GM Campaign Identification Label.

REPLACING A BROKEN HINGE BOLT

NOTICE: Do not attempt to open the hood if one or both hinge bolts are broken. Attempting to open the hood with one or both hinge bolts broken may result in damage to the vehicle's paint or windshield.

1. With hood closed completely, open the front door on the side of vehicle with the broken bolt (if both bolts are broken only replace one bolt at a time. Do not remove both bolts simultaneously.)

IMPORTANT: It is not necessary to completely remove the auxiliary weather-strip in the next step. Only remove the weather-strip far enough to allow for the removal of the weather-strip retainer from the windshield pillar.

2. Carefully remove the windshield pillar auxiliary weather-strip from the weather-strip retainer. See Figure 2, page 6.

3. Remove the three (3) weather-strip retainer screws and remove the retainer.

4. Access the remaining threaded portion of the bolt through the front door to fender opening (Figure 2, page 6) and using clamping type pliers (vise-grips or equivalent) rotate (turn) the remaining threaded portion of the bolt as necessary to allow for removal in the direction as shown in Figure 2, page 6.

5. Reinstall weather-strip retainer and auxiliary weather-strip to windshield pillar.

6. Install new bolt, align hood to fender height and tighten bolt to 30 Nm (22 lb. ft.).

7. Replace remaining hood hinge pivot bolt (opposite side of vehicle).

- If the remaining bolt was not found to be broken in the bolt inspection step (page 5) perform steps 1-4 for "REPLACING UNBROKEN HINGE BOLT(S)" on page 5 for that bolt.

- If the opposite side bolt was found to be broken in the bolt inspection step, or breaks while attempting to loosen it, repeat steps 1-6 for " REPLACING A BROKEN HINGE BOLT" on pages 5-7.

8. Carefully open hood.

9. Paint both bolt heads to match vehicle's exterior color. For additional information see 'GM Approved Refinish Materials" Booklet, P/N GM4901 M-D. The vehicle exterior paint color code (WA Number) can be obtained from the Service Parts Identification Label located on the spare tire cover.

10. Install the GM Campaign Identification Label.

CAMPAIGN IDENTIFICATION LABEL

Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in by the customer for periodic servicing. When installing the Campaign Identification Label, be sure to pull the tab to allow adhesion of the clear protective covering. Additional Campaign Identification Labels can be obtained from VISPAC Incorporated by calling 1-800-269-5100 (Monday- Friday, 8:00 a.m. to 4:30 p.m. EST). Ask for Item Number S- 1015 when ordering.

Apply the "Campaign Identification Label" only on a clean, dry surface-

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

Reason For This Recall: General Motors has decided that certain 1998 Cadillac DeVille model vehicles fail to conform to Federal Motor Vehicle Safety Standard (FMVSS) 219, "Windshield Zone Intrusion." These vehicles were built with hood hinge pivot bolts which may break due to an improper heat treat condition. A broken bolt could cause either corner of the hood near the windshield to raise, or one side of the hood to be unstable when opened. What Will Be Done: To prevent the possibility of this condition occurring, and in order to comply with FMVSS 219, your dealer will replace the hood hinge pivot bolts on your vehicle. This service will be performed for you at no charge.

How Long Will The Repair Take? The length of time required to perform this repair is approximately 1 to 2 hours depending on whether any broken bolts must be removed. Additional time may be required to schedule and process your vehicle. If your dealer has a large number of vehicles awaiting service, this additional time may be significant. Please ask your dealer if you wish to know how much additional time will be needed.

Contacting Your Dealer: Please contact your dealer as soon as possible to arrange a service date. Parts are available and instructions for making this correction have been sent to your dealer. Your Cadillac dealer is best equipped to obtain parts and provide services to correct your vehicle as promptly as possible. 6. Install Campaign Identification Label.

REPLACING A BROKEN HINGE BOLT

NOTICE: Do not attempt to open the hood if one or both hinge bolts are broken. Attempting to open the hood with one or both hinge bolts broken may result in damage to the vehicle's paint or windshield.

1. With hood closed completely, open the front door on the side of vehicle with the broken bolt. (If both bolts are broken only replace one bolt at a time. Do not remove both bolts simultaneously.)

IMPORTANT: It is not necessary to completely remove the auxiliary weather-strip in the next step. Only remove the weather-strip far enough to allow for the removal of the weather-strip retainer from the windshield pillar.

2. Carefully remove the windshield pillar auxiliary weather-strip from the weather-strip retainer. See Figure 2, Page 5.

3. Remove the three (3) weather-strip retainer screws and remove the retainer.

4. Access the remaining threaded portion of the bolt through the front door to fender opening (Figure 2, Page 5) and using clamping type pliers (vise-grips or equivalent) rotate (tum) the remaining threaded portion of the bolt as necessary to allow for removal in the direction as shown in Figure 2, Page 5.

5. Reinstall weather-strip retainer and auxiliary weather-strip to windshield pillar.

6. Install new bolt, align hood to fender height and tighten bolt to 30 N-m (22 lb. ft.).

7. Replace remaining hood hinge pivot bolt (opposite side of vehicle).

- If the remaining bolt was not found to be broken in the bolt inspection procedure (page 3), perform steps 1-4 for "REPLACING UNBROKEN HINGE BOLT(S)" on page 4 for that bolt.

- If the opposite side bolt was not found to be broken in the bolt inspection procedure, perform steps 1-6 for " REPLACING A BROKEN HINGE BOLT" on page 4-6.

8. Carefully open hood.
