GENERAL MOTORS HAS DETERMINED THAT SOME 1980 FULL SIZE CHEVROLET, CAMARO, EL CAMINO, MONTE CARLO AND MALIBU MODELS HAVE BEEN ASSEMBLED WITH CALIFORNIA RPO LG4 5.0 LITRE C-4 ENGINES WHICH HAVE 4-BARREL CARBURETORS THAT HAVE A PASSAGE MACHINED IN THE AIR HORN IN ERROR. THIS PASSAGE WILL ALLOW FUEL VAPORS TO VENT TO THE ATMOSPHERE, RESULTING IN THE CARBURETOR NOT FUNCTIONING IN CONFORMANCE TO THE APPLICABLE EMISSION REQUIREMENT.
TO CORRECT THIS CONDITION, DEALERS ARE TO INSPECT AND, IF REQUIRED, INSTALL A SPECIAL CUP PLUG IN THE OPEN PASSAGE OF THE CARBURETOR AIR HORN ACCORDING TO THE INSTRUCTIONS CONTAINED IN THIS CAMPAIGN BULLETIN.

DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THEI CAMPAIGN, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP FROM THIS TIME FORWARD.
WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO YOUR NEW OR USED VEHICLE INVENTORY OR IT IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, YOU SHOULD TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE.
SERVICE PROCEDURE
1. REMOVE KEY FROM IGNITION TO PREVENT ACCIDENTAL STARTING.
2. RAISE HOOD AND COVER FENDERS.
3. REMOVE WING NUT AND LID FROM AIR CLEARNER.
4. INSPECT FOR BRASS CUP PLUG IN AIR HORN. REFER TO FIGURE 1. IF PLUG IS NOT PRESENT, INSERT A PIECE OF WIRE TO DETERINE IF PASSAGE IS CAST SHUT (APPROXIMATELY L-L/4" DOWN FROM TOP OF RAISED BOSS ON CASTING). REFER TO FIGURE 2.
5. IF BRASS PLUG HAS BEEN INSTALLED OR PASSAGE IS CAST SHUT (STEP 4), NO FURTHER WORK IS REQUIRED. REPLACE AIR CLEANER LID, INSTALL AND TIGHTEN WING NUT AND INSTALL CAMPAIGN IDENTIFICATION LABEL, AND CLOSE HOOD.
6. IF BRASS CUP PLUS IS NOT PRESENT OR AIR PASSAGE IS NOT CAST SHUT (STEP 4), PERFORM THE FOLLOWING:
A. PLACE PLUG (SUPPLIED) SQUARELY OVER PASSAGE IN AIR HORN WITH LIP OF CUP PLUG FACING UP. REFER TO FIGURE 3.
B. USING A SUITABLE DRIFT (3/8" DIAMETER), DRIVE PLUG INTO CASTING UNTIL PLUG IS TIGHT (LIP OF PLUG FLUSH OR BELOW TOP OF RAISED BOSS ON CASTING.)
C. REPLACE AIR CLEANER LID, INSTALL AND TIGHTEN WING NUT. INSTALL CAMPAIGN IDENTIFICATION LABEL AND CLOSE HOOD.
PARTS INFORMATION
PARTS REQUIRED TO COMPLETE THE MODIFICATION, WHEN REQUIRED, ARE TO BE OBTAINED FROM THE CHEVROLET ZONE SERVICE DEPARTMENT. DEALERS ARE TO OBTAIN ONLY THE REQUIRED NUMBER OF THE SPECIAL CARBURETOR CUP PLUGS REQUIRING REPLACEMENT.

EACH LABEL PROVIDES A SPACE TO INCLUDE THE FIVE (5) DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR BALLPOINT PEN.
EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN FOR PERIODIC SERVICING BY THE OWNER.
APPLY "CAMPAIGN IDENTIFICATION LABEL" ONLY ON A CLEAN, DRY SURFACE.
