CAMPAIGN: TIRE PLACARD TIRE RIM SIZE OMITTED

THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, AS AMENDED, PROVIDES THAT EACH VEHICLE WHICH IS SUBJECT TO A RECALL CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REPAIRED WITHIN A REASONABLE TIME AFTER THE OWNER HAS RENDERED IT FOR REPAIR. A FAILURE TO ADEQUATELY REPAIR WITHIN 60 DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME. IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE OWNER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE, OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.

IN ORDER TO AVOID HAVING TO PROVIDE THESE BURDENSOME SOLUTIONS, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH OWNER AND TO REPAIR HIS VEHICLE AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE ATTACHED COPY OF THE LETTER WHICH IS BEING SENT TO OWNERS, THE OWNER IS BEING INSTRUCTED TO CONTACT THE NEAREST CHEVROLET ZONE OFFICE IF HIS DEALER DOES NOT REMEDY THE CONDITION WITHIN 5 DAYS OF THE MUTUALLY AGREED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME, HE IS INSTRUCTED ON HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.

CONDITION INVOLVED

GENERAL MOTORS HAS DETERMINED THAT SOME 1980 FULL SIZE CHEVROLET VEHICLES FAIL TO CONFORM TO FEDERAL MOTOR VEHICLE SAFETY STANDARD NO.110, "TIRE SELECTION AND RIMS." A REQUIREMENT OF THIS STANDARD IS THAT A PLACARD WHICH PROVIDES TIRE SIZE, TIRE INFLATION PRESSURE AND LOADING DATA SHALL BE PERMANENTLY AFFIXED TO PASSENGER CARS. A PLACARD LOCATED ON THE REAR EDGE OF THE LEFT FRONT DOOR PROVIDES THIS INFORMATION: HOWEVER, SOME OF THESE VEHICLES WERE PRODUCED WITH PLACARDS FROM WHICH THE TIRE RIM SIZE WAS OMITTED. THE CORRECT TIRE RIM SIZE IS 15.

TO CORRECT THIS CONDITION, THE PROPER TIRE PLACARD MUST BE INSTALLED ON THE INVOLVED VEHICLES AS OUTLINED IN THE SERVICE PROCEDURE SECTION OF THIS BULLETIN.

VEHICLES INVOLVED

INVOLVED ARE CERTAIN EARLY PRODUCTION 1980 FULL SIZE CHEVROLETS ASSEMBLED AT GMAD ST. LOUIS, SOUTHGATE, JANESVILLE AND OSHAWA.

INVOLVED VEHICLES HAVE BEEN IDENTIFIED BY VEHICLE IDENTIFICATION NUMBER COMPUTER LISTINGS. COMPUTER LISTINGS CONTAIN THE COMPLETE VEHICLE IDENTIFICATION NUMBER, OWNER NAME AND ADDRESS DATA, AND ARE FURNISHED TO THE INVOLVED DEALERS WITH THE CAMPAIGN BULLETIN. OWNER NAME AND ADDRESS DATA FURNISHED WILL ENABLE DEALERS TO FOLLOW-UP WITH OWNERS INVOLVED IN THIS CAMPAIGN.

THESE LISTINGS MAY CONTAIN OWNER NAMES AND ADDRESSES OBTAINED FROM STATE MOTOR VEHICLE REGISTRATION RECORDS. THE USE OF SUCH MOTOR VEHICLE REGISTRATION DATA FOR ANY OTHER PURPOSE IS A VIOLATION OF LAW IN SEVERAL STATES. ACCORDINGLY, YOU ARE URGED TO LIMIT THE USE OF THIS LISTING FOR THE FOLLOW-UP NECESSARY TO COMPLETE THIS CAMPAIGN.

ANY DEALER NOT RECEIVING A COMPUTER LISTING WITH THE CAMPAIGN BULLETIN WAS NOT SHIPPED ANY INVOLVED VEHICLES.

OWNER NOTIFICATION

OWNERS WILL BE NOTIFIED OF THIS CAMPAIGN ON THEIR VEHICLES BY CHEVROLET MOTOR DIVISION (SEE COPY OF OWNER LETTER INCLUDED WITH THIS BULLETIN.)

DEALER CAMPAIGN RESPONSIBILITY

THIS RECALL CAMPAIGN IS TO BE PERFORMED AT NO CHARGE TO OWNERS ON ALL AFFECTED VEHICLES REGARDLESS OF TIME, MILEAGE, OR OWNERSHIP. DEALERS ARE TO INSPECT AND CORRECT ALL AFFECTED VEHICLES IN NEW AND USED CAR STOCK PRIOR TO THEIR SALES.

WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO YOUR NEW OR USED VEHICLE INVENTORY, OR IT IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, YOU SHOULD TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE.

THIS BULLETIN IS NOTICE TO YOU THAT THE NEW MOTOR VEHICLES INCLUDED IN THIS CAMPAIGN MAY NOT COMPLY WITH THE STANDARD IDENTIFIED ABOVE. UNDER SECTION 108 OF THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, IT IS ILLEGAL FOR A DEALER TO SELL A NEW MOTOR VEHICLE WHICH THE DEALER KNOWS DOES NOT COMPLY WITH AN APPLICABLE FEDERAL MOTOR VEHICLE SAFETY STANDARD AS A CONSEQUENCE, IF YOU SELL ANY OF THESE MOTOR VEHICLES WITHOUT FIRST PERFORMING THE CAMPAIGN CORRECTION, YOUR DEALERSHIP MAY BE SUBJECT TO A CIVIL PENALTY UP TO $1,000 FOR EACH SUCH SALE.

REPLACEMENT TIRE PLACARD INFORMATION

REPLACEMENT PLACARDS HAVE BEEN MAILED TO OWNERS. OWNERS MAY ELECT TO AFFIX THE PLACARD THEMSELVES USING THE PROCEDURE OUTLINED IN THE OWNER'S LETTER. IF AN OWNER ELECTS FOR THE DEALER TO AFFIX THE PLACARD, THE FOLLOWING SERVICE PROCEDURE IS TO BE USED.

IF A CUSTOMER HAS MISPLACED HIS PLACARD, A REPLACEMENT MAY BE ORDERED FROM THE ZONE SERVICE DEPARTMENT. TO ORDER THE PLACARD, INDICATE THE P/N 472954, AND WHATEVER TIRE CODE IS SPECIFIED AT THIS LOCATION ON THE ORIGINAL PLACARD.

IF INQUIRIES TO CRIS INDICATE THAT THIS CAMPAIGN IS "OPEN" ON A PARTICULAR VIN BUT INSPECTION DISCLOSES THE VEHICLE HAS A CORRECT PLACARD, NOTIFY YOUR ZONE OFFICE THAT THE VEHICLE HAS IN FACT BEEN CORRECTED.

SERVICE PROCEDURE

EACH VEHICLE INVOLVED MUST BE INSPECTED AND CORRECTED AS FOLLOWS: (SOME CUSTOMERS MAY AFFIX THE PLACARD TO THEIR OWN VEHICLES PER INSTRUCTIONS IN THE OWNER LETTER).

- PRIOR TO MAKING THE CORRECTION, BE CERTAIN THAT THE VEHICLE DATA (TIRE PLACARD) CORRESPONDS TO THE INVOLVED VEHICLE BEING CORRECTED AS THE DATA ON THE PLACARD IS SPECIFIC FOR EACH VEHICLE.

- TIRE PLACARDS ARE LOCATED ON THE REAR EDGE OF THE LEFT FRONT DOOR.

- TIRE PLACARDS WITH THE INCORRECT RIM SIZE INFORMATION ARE TO BE REMOVED FROM EACH INVOLVED VEHICLE.

- TIRE PLACARDS WITH THE CORRECT INFORMATION MUST THEN BE AFFIXED TO THE INVOLVED VEHICLE IN THE SAME LOCATION.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
