General Motors has decided that certain 1999 Chevrolet Cavalier and Pontiac Sunfire model vehicles, equipped with 2.2 L (RPO LN2 -- VIN Code 4) engine and 3T40 automatic transmission may have been built with a throttle valve cable (T.V. cable) having a mismatched ramp angle on the ratchet teeth of the tension adjuster. This will cause the cable to lose tension and may cause low transmission fluid line pressure, which may result in transmission slippage, excessive heat and failure of the transmission.

To prevent the possibility of this condition occurring, dealers are to inspect the T.V. cable for certain production date codes and replace the T.V. cable on vehicles with these involved date codes.

Involved vehicles have been identified by Vehicle Identification Number. Computer listings containing the complete Vehicle Identification Number, customer name and address data have been prepared, and are being furnished to involved dealers with the campaign bulletin. The customer name and address data furnished will enable dealers to follow-up with customers involved in this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

These dealer listings may contain customer names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.

Parts Information

Important: An initial supply of T.V. Cables, equivalent to 65% of involved vehicles, required to complete this campaign will be pre-shipped to involved dealers of record. This pre-shipment will occur the week of June 28, 1999. Pre-shipped parts will be charged to dealer's open parts account.

Additional parts, if required, are to be obtained from General Motors Service Parts Operations (GMSPO). Please refer to your "involved vehicles listing" prior to ordering requirements. Normal orders should be placed on a DRO = Daily Replenishment Order. An emergency requirement should be ordered on a CSO = Customer Special Order.

Important: Due to the small number of vehicles involved, dealers are encouraged NOT to order campaign parts for use as shelf stock. Parts should only be ordered when inspection determines that it is necessary to replace the T.V. cable.

Customer Notification

Customers will be notified of this campaign on their vehicles by General Motors (see copy of typical customer letter included with this bulletin - actual divisional letter may vary slightly).

Dealer Campaign Responsibility

All unsold new vehicles in dealers' possession and subject to this campaign MUST be held and inspected/repaired per the service procedure of this campaign bulletin BEFORE customers take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.

Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the customer letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

Service Procedure

Prep the vehicle.

Open the hood and inspect the T.V. cable date code.

The production date code is stamped in white numbers along the cable toward the throttle body end of the cable at the spot indicated by the X's. Date codes 9145 and 9146 (Julian date codes for May 25 and 26, 1999) are the two affected date code numbers.

•	Continue to step 3 and replace the T.V. cable if either of these two affected date codes appear.

•	Go to step 28 if the vehicle T.V. cable does not have the affected date code and does not need to be replaced.

Install fender covers and remove the air outlet duct.

Removal Procedure

Important: Observe the T.V. cable routing when you remove the cable. Duplicate the cable routing when installing the cable.

Remove the T.V. cable end from the accelerator control lever assembly slot.
Remove the T.V. cable conduit from the throttle bracket by compressing the locking tangs.
Remove the T.V. cable routing clips or straps.
Remove the bolt that is securing the T.V. cable to the transmission. Pull up on the cable cover at the transmission until the cable is visible.
Remove the T.V. cable from the transmission link.
Remove the transmission case seal.

Installation Procedure

Reuse the transmission case seal after inspecting for removal damage and no seal replacement is necessary.
Install the transmission end of the replacement T.V. cable to the T.V. link through the transmission seal and secure the seal.
Install the T.V. cable bolt and washer assembly to the transmission.

Tighten
Tighten bolt to 9 N·m (80 lb in).

Install the T.V. cable routing clips or straps.
Install the T.V. cable conduit end to the throttle bracket.

Important: Do not damage or kink the wire cable.

Install the T.V. cable into the accelerator control lever assembly slot.
Pull on the upper end of the cable. The cable should travel a short distance with light resistance caused by the small return spring on the T.V. lever. When releasing the upper end of the T.V. cable, the cable should return to the zero T.V. position.

T.V. Cable Adjustment

Depress and hold the readjustment tab.
Pull the cable conduit out until the slider mechanism hits the stop.
Release the button.
Position a 17 mm socket and torque wrench onto the throttle body pulley cam assembly.

Important: Audible clicks will be heard during this step.

Rotate the torque wrench to the full wide open throttle position and apply 7-10 N·m (62-69 lb in) of torque.
Release the applied pressure on the torque wrench.
Remove the torque wrench and socket.
Check that the T.V. cable moves freely. The T.V. cable may appear to function properly with the engine stopped and cold. Inspect the T.V. cable after the engine is hot.
Install the air outlet duct.
Remove the fender covers and close the hood.
Road test the vehicle and adjust the T.V. cable as necessary.
Install the GM Campaign Identification Label.

Campaign Identification label

Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in by the customer for periodic servicing. When installing the Campaign Identification Label, be sure to pull the tab to allow adhesion of the clear protective covering. Additional Campaign Identification Labels can be obtained from Dealer Support Materials by calling 1-888-414-6322 (Monday-Friday, 8:00 a.m. to 5:00 p.m. EST). Ask for Item Number S-1015 when ordering.

Apply the "Campaign Identification Label" only on a clean, dry surface.

Reason For This Recall

General Motors has decided that certain 1999 Chevrolet Cavalier and Pontiac Sunfire model vehicles, equipped with 2.2 L engine and 3T40 automatic transmission, may have been equipped with a throttle valve cable (T.V. cable) having a misbuilt tension adjuster. This will cause the cable to lose tension and can lead to poor performance and failure of the transmission.

To prevent the possibility of this condition occurring, your dealer will inspect the T.V. cable for certain production date codes and replace the T.V. cable on vehicles with these involved date codes. This service will be performed for you at no charge .
