Paint repairs on 1982-84 model Celebrity polycarbonate instrument panels should be performed using the following procedure:
1. Remove all loose paint from the affected and surrounding area using a soft wire brush. Either a hand brush or a brush attached to a drill motor may be used.
2. Clean the wire brushed area with a clean cloth saturated with isopropyl alcohol or naptha to remove any finger oil or other contamination.
Do not substitute other solvents or paint thinner for this cleaning. Stronger solvents will attack and weaken the polycarbonate plastic.
3. Allow the cleaner to dry from the surface and then spray paint the area with Red Spot Paint and Varnish Co., Inc. AE261C series lacquer that has been reduced with Red Spot Paint and Varnish Co., Inc. SV3744 Reducing Solvent (thinner). Typical reduction is one part AE261C lacquer mixed with one part SV3744 thinner.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
