This bulletin cancels and replaces Bulletin 99027(A) issued September, 1999. The labor times have been revised and an additional part number for the 3/4 ton pickup has been added to the parts section. All copies of Bulletin 99027(A) should be destroyed.


Customers who are operating a leased vehicle will have the auxiliary transmission oil cooler installed on their vehicles. Customers who own their vehicles (non-leased) will be offered the option of a $175.00 refund or having the cooler installed on their vehicle.

General Motors has decided that some 1999 Chevrolet Silverados equipped with 4.8L (LR4) or 5.3L (LM7) engines and 4L60-E (M30) automatic transmissions, and 1999 Suburbans and Tahoes equipped with 3.73 (GT4) rear axles and ordered with the heavy-duty trailering package (Z82) may not have included the merchandising-intent auxiliary transmission oil cooler (KNP). However, the oil cooler was shown on the window price label and included in the vehicle invoice price to the dealer. These vehicles are designed to tow within their published towing capacity without the use of the auxiliary transmission-oil cooler (KNP). Chevrolet's merchandising intent was to include the auxiliary transmission-oil cooler whenever the heavy-duty trailering package was ordered to provide even greater cooling performance for their trailering customers.

To correct this condition, dealers are to install an auxiliary transmission oil cooler on all leased vehicles. Customers who own their vehicle (non-leased) are to be offered the option of a $175.00 refund or the installation of an auxiliary transmission oil cooler at no charge. These options will be available until September 30, 2000.

Vehicles Involved

Involved are certain 1999 Chevrolet Silverados equipped with 4.8L (LR4) or 5.3L (LM7) engines and 4L60-E (M30) automatic transmissions, and Suburbans and Tahoes equipped with 3.73 (GT4) rear axles; all equipped with the heavy-duty trailering package (Z82) and built within the following VIN breakpoints:

Important: Dealers were sent new price labels and invoices for unsold units in dealer's possession prior to April 1, 1999. These vehicles are not subject to this campaign.

Involved vehicles have been identified by Vehicle Identification Number. Computer listings containing the complete Vehicle Identification Number, customer name and address data have been prepared, and are being furnished to involved dealers with the campaign bulletin. The customer name and address data furnished will enable dealers to follow-up with customers involved in this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

These dealer listings may contain customer names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.

Parts Information

Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). Please refer to your "involved vehicles listing" prior to ordering requirements. Normal orders should be placed on a DRO = Daily Replenishment Order. An emergency requirement should be ordered on a CSO = Customer Special Order.

Dealers are encourage NOT to order campaign parts for use as shelf stock. Parts should only be ordered when the customer selects the installation option.

Customers of leased vehicles will have the transmission oil cooler installed on the vehicle.

Customer Notification

Customers will be notified, in phases, of this campaign on their vehicles by General Motors (see copy of typical customer letter included with this bulletin - actual divisional letter may vary slightly).

Dealer Campaign Responsibility

Dealers were sent new price labels and invoices for unsold units in dealer's possession prior to April 1, 1999. These vehicles are not subject to this campaign.

Dealers are to service all vehicles subject to this campaign at no charge to customers until September 30, 2000.

Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the customer letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

Service Procedure

Important: Customers who own their vehicle (non-leased) are to be offered $175.00 refund OR the installation of the auxiliary transmission oil cooler kit.

   • If the customer selects the $175.00 refund, refund the money to the customer and submit the claim for the customer refund only (refer to the Claims Section for details).
   • If the customer selects the installation of the auxiliary transmission oil cooler kit, or the vehicle is a leased vehicle, follow the procedure listed below.

  1. Install seat and fender covers. Place the transmission range selector in Park. Open the hood.
  2. Remove the upper radiator-to-grille panel.
  3. Remove the grille assembly.
  4. Assemble the transmission oil cooler. Install the cooler assembly to the radiator support using the attachments included in the kit.
  5. Tighten
    Tighten to 10 N·m (89 lb in).

  6. Disconnect the upper transmission cooler line from the radiator.
  7. Raise and suitably support the vehicle.
  8. Remove the front skid plate or the lower bumper-to-radiator filler, if equipped.
  9. Remove the transmission heat shield.
  10. Disconnect the upper transmission cooler line from the transmission. Disconnect from the clips retaining the cooler line to the engine assembly.
  11. Remove the cooler line out through the front of the vehicle.
  12. Install tape over the open ends of the new cooler lines in order to keep the dirt out while you are positioning them in the vehicle.
  13. Install the new transmission cooler line to the vehicle. The placement is between the frame and the core support in front and through the retainer clips from which the old line was removed.
  14. Install the cooler line to the transmission.
  15. Install the transmission heat shield.
  16. Tighten
    Tighten to 17 N·m (13 lb ft).

  17. Install the short auxiliary transmission cooler line between the radiator core support and the frame. Route it up to the radiator.
  18. Install the cooler lines to the cooler.
  19. Important: When reinstalling the lower radiator-to-bumper filler, the original holes on the filler must be used to hold the filler to the core support.

  20. Modify the lower radiator-to-bumper filler by positioning it on the vehicle. Note the location where the cooler lines contact the filler. Cut a 88.9 mm by 88.9 mm (3-1/2 inch by 3-1/2 inch) square notch in the filler at the location of the cooler line contact, as noted above. The notch should be centered between the two retainer holes.
  21. Lower the vehicle.
  22. Install the cooler line retainer to the core support and around the cooler lines.
  23. Install the cooler line to the radiator.
  24. Reinstall the grille and the upper radiator filler panel.
  25. Road test the vehicle in order to bring the transmission up to operating temperature and ensure that there are no leaks.
  26. Verify the transmission fluid level. Add transmission fluid as necessary.
  27. Install the GM Campaign Identification Label.

Campaign Identification label

Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in by the customer for periodic servicing. When installing the Campaign Identification Label, be sure to pull the tab to allow the adhesion of the clear protective covering. Additional Campaign Identification Labels can be obtained from Dealer Support Materials by calling 1-888-414-6322 (Monday-Friday, 8:00 am to 5:00 pm EST). Ask for Item Number S-1015 when ordering.

Apply the "Campaign Identification Label" only on a clean, dry surface.
