1. Disconnect the steering column connector C201.
2. Connect a DMM from terminal E4 to terminal E5 at connector C201.
3. Measure the resistance as the wiper switch is turned to each of the delay positions.

Is the resistance for each position approximately equal to the resistance shown on the schematic?

Replace the washer/wiper switch. Refer to Multifunction Turn Signal Lever Replacement - On Vehicle in Steering Wheel and Column - Tilt.

Replace the Windshield Wiper Pulse Control Module on the RH side of the steering column support.
