THIS BULLETIN IS BEING REISSUED TO SUPERSEDE PRODUCT CAMPAIGN BULLETIN 86CO2 DATED FEBRUARY, 1986. UPON RECEIPT OF THE REISSUED BULLETIN 86C02(a), DESTROY 86C02.
General Motors has determined that some early 1986 Chevrolet Corvette models may experience a no-start condition or loss of fuel delivery on start up, and loss of anti-theft protection. This condition is the result of a malfunction in the vehicle anti-theft module.
To prevent this condition from occurring, a new module will be installed. In addition, new keys will likewise be furnished.
Involved are certain early 1986 Chevrolet Corvette Models equipped with the "Vehicle Anti Theft System (VATS)" within the following parameters:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Iden- tification Number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle regis- tration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin was not shipped any involved vehicles.
Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division (see copy of Owner Letter included with this bulletin).
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardleSs of mileage, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
Parts required to complete this modification are to be obtained from General Motors Warehousing and Distribution Division (GMWDD). To ensure that these parts will be obtained as soon as possible they should be ordered from GMWDD on a C.I.O. order with no special instruction code, but on an advise code (2).

* BEFORE MAKING AN APPOINTMENT WITH AN OWNER FOR THIS CAMPAIGN MODIFICATION, THE FOLLOWING ACTIONS SHOULD BE TAKEN:
1. Order a module (P/N 1227760) from GMWDD.
2. Upon receipt of the module determine the key code required as shown on the label attached to the module.
3. Order 3 key blanks using the P/N corresponding to the indicated code. A complete list of key codes and P/N's follows:

THIS PROCEDURE INVOLVES WORKTNG NEAR THE ELECTRONIC CLUSTER. ADEQUATE PRECAUTION SHOULD BE TAKEN TO AVOID ANY ELECTROSTATIC DISCHARGE, (EDS) WHICH MAY DAMAGE THE CLUSTER.
1. REMOVE THE I/P CLUSTER TRIM PLATE
- Pull off headlamp switch knob. - Move the steering wheel to it's lowest position and telescope it all the way out. - Remove the tilt lever from the column. - Unscrew the eight (8) screws holding the trim plate and remove it.
2. REMOVE THE I/P ACCESSORY TRIM PLATE
- Four (4) screws hold it on.
3. REMOVE THE I/P UPPER TRIM PAD. (Care must be taken when handling this pad to avoid damage to it.)
- Remove three (3) screws above the cluster. - Remove the two (2) screws above the center display. - Remove the fuse box cover and the right hand I/P trim plate. - Remove the I/P pad screw location above the fuse box. - Remove the two (2) screws from the defroster duct. - Pull the I/P pad rearward and up to remove it. (If the car has speakers mounted on the pad the wires must be removed first.)
WHEN REASSEMBLING THE I/P PAD BE SURE TO LINE UP ALL OF THE HOLES AND NUTS. FAILURE TO DO THIS COULD CAUSE A NOISE CONDITION TO EXIST.
4. REMOVE THE TOP TWO SCREWS FROM THE I/P CENTER TRIM PAD ASSEMBLY AND TILT IT FORWARD.
5. REMOVE THE VATS MODULE. (2 SCREWS)
6. INSTALL THE NEW VATS MODULE AND REVERSE THE ABOVE PROCEDURE TO REASSEMBLE THE VEHICLE.
7. REMOVE LABEL FROM MODULE INDTCATING KEY CODE.
8. CUT THE THREE KEYS SUPPLIED TO MATCH THE IGNITION KEY ORIGINALLY SUPPLIED WITH THE VEHICLE.
9. RAISE HOOD. INSTALL CAMPAIGN COMPLETION LABEL. CLOSE HOOD.
10. START THE VEHICLE TO INSURE THAT THE SYSTEM IS WORKING PROPERLY.
11. DISCARD ORIGINAL ICNITION KEY(S) TO AVOID FUTURE MIX-UP.

**The Parts Allowance should be the sum total of the current GMWDD Dealer Net price plus 30% of all parts required for the repair.
***The New Amount credit originally provided has been removed from this Reissue. The Labor Hours include time for cutting the 3 keys.
Dealers will automatically receive the correct labor and material allowance based on the labor operation performed.

Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label." Each label provides a space to include the five digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ballpoint pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.
Apply "Campaign Identification Label" only on a clean dry surface.
