THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, AS AMENDED, PROVIDES THAT EACH VEHICLE WHICH IS SUBJECT TO A RECALL CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REPAIRED WITHIN A REASONABLE TIME AFTER THE OWNER HAS TENDERED IT FOR REPAIR. A FAILURE TO ADEQUATELY REPAIR WITHIN 60 DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME. IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE OWNER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE, OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.
IN ORDER TO AVOID HAVING TO PROVIDE THESE BURDENSOME SOLUTIONS, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH OWNER AND TO REPAIR HIS VEHICLE AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE ATTACHED COPY OF THE LETTER WHICH IS BEING SENT TO OWNERS, THE OWNER IS BEING INSTRUCTED TO CONTACT THE NEAREST CHEVROLET ZONE OFFICE IF HIS DEALER DOES NOT REMEDY THE CONDITION WITHIN FIVE DAYS OF THE MUTUALLY AGREED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME HE IS INSTRUCTED ON HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFICE SAFETY ADMINISTRATION.
DEFECT INVOLVED
SOME EARLY 1980 FULL SIZE CHEVROLETS EQUIPPED WITH LC3 229 CID, 3.8 LITRE V-6 ENGINES MAY HAVE INSUFFICIENT CLEARANCE BETWEEN THE FRONT BRAKE PIPE AND THE ENGINE OIL PAN. THIS CONDITION COULD CAUSE THE BRAKE PIPE TO COME IN CONTACT WITH THE LEFT HAND FRONT EDGE OF THE OIL PAN, RESULTING IN WEAR OF THE BRAKE PIPE AT THE POINT OF CONTACT.
PROLONGED CONTACT COULD CAUSE THE BRAKE PIPE TO WEAR THROUGH, RESULTING IN A LOSS OF BRAKE FLUID AND SUBSEQUENT LOSS OF FRONT BRAKES. THE DRIVER WOULD BE ALERTED TO BRAKE FLUID LOSS BY THE ILLUMINATION OF THE BRAKE WARNING LIGHT ON THE DASH PANEL AND BY AN INCREASE IN BRAKE PEDAL TRAVEL DURING BRAKE APPLICATION. THE REAR BRAKE SYSTEM WOULD REMAIN FUNCTIONAL. LOSS OF FRONT BRAKING AT A TIME WHEN MINIMUM STOPPING DISTANCE IS REQUIRED COULD RESULT IN VEHICLE CRASH WITHOUT PRIOR WARNING.

14031600 1 PER VEHICLE FRONT BRAKE PIPE
PARTS ARE NOT TO BE ORDERED OR RETURNED TO GENERAL MOTORS PARTS DIVISION.
SERVICE PROCEDURE
1. INSPECT THE BRAKE PIPE FOR CLEARANCE TO THE ENGINE OIL PAN. THERE SHOULD BE A MINIMUM OF 3/8" CLEARANCE AND IF THIS CLEARANCE IS PRESENT NO CORRECTIVE ACTION IS NEEDED.
2. IF THERE IS LESS THAN 3/8" CLEARANCE BETWEEN THE BRAKE PIPE AND THE ENGINE OIL PAN, BUT THE PIPE IS NOT IN CONTACT WITH THE PAN (AND THERE IS NO EVIDENCE THAT THERE HAS BEEN CONTACT) THEN REPOSITION THE PIPE FORWARD AND DOWNWARD TO OBTAIN THE PROPER CLEARANCES (3/8" TO ENGINE OIL PAN AND L/2" TO CROSSOVER PIPE). FINGER PRESSURE IS SUFFICIENT TO BEND THE PIPE - AVOID TOOLS THAT MAY DISTORT THE ROUNDNESS OF THE TUBE. CHECK TO SEE IF 3/8" CLEARANCE IS STILL PRESENT BETWEEN THE BRAKE PIPE AND BOTH RIGHT HAND AND LEFT HAND CORNERS OF THE ENGINE OIL PAN AFTER REPOSITION- ING PIPE.
3. IF THERE IS CONTACT BETWEEN THE BRAKE PIPE AND THE ENGINE OIL PAN, REPLACE THE BRAKE PIPE WITH BRAKE PIPE P/N 14031600 (1981 PRODUCTION PIPE). AFTER INSTALLING THE NEW PIPE, VERIFY THAT THE 3/8" CLEARANCE TO THE OIL PAN HAS BEEN MAINTAINED. FILL THE MASTER CYLINDER RESERVIOR WITH BRAKE FLUID, BLEED THE FRONT PIPE (RIGHT FRONT WHEEL) AND RE-CHECK THE FLUID LEVEL IN THE MASTER CYLINDER.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
