The steering column is misaligned.

Adujst the alignment as necessary.

Adjust, repair and/or replace the following components as necessary:

The steering gear joints are loose.

Inspect for the correct torque. Tighten the joints as necessary. Replace the components as needed

The upper or lower steering shaft bearings are loose.

Replace the bearings as necessary.
