CAMPAIGN:NEUTRAL START SWITCH DAMAGE

SUBJECT: NEUTRAL START SWITCH DAMAGE

CONDITION

General Motors has determined that certain 1993 Achieva vehicles contain a Neutral Start Switch that was fractured at installation. Over time, this fracture could result in a no-start condition. A vehicle with this condition may also be started in gear which could cause a vehicle crash without prior warning.

To prevent this from happening retailers are to determine if replacement of just the Neutral Start Switch or both the Neutral Start Switch and manual shaft is required, as per the information in this Product Campaign Bulletin 93-C-06, and replace as necessary.

VEHICLES INVOLVED

A total of 102 1993 Oldsmobile Achieva vehicles with automatic transaxles are involved. They can be identified using one of the two vehicle identification number (VIN) lists, and the transaxle serial number list which follow.

Note: Only 1993 Oldsmobile Achieva vehicles with VIN's shown on the "Definite Recall Procedure Required for Achieva Vehicles with the Following VIN'S" list or the "Inspect Transaxle Serial Number on Achieva Vehicles with the Following VIN'S" list are involved.

Inspect Transaxle Serial Number on Achieva Vehicles with the following VIN's: (to Determine if Recall Procedure is Required)

For the following list of VIN'S, please inspect the transaxle I.D. nameplate for the transaxle serial number (see Figure 1). If the transaxle serial number is on the "Transaxle Serial Number List" the Neutral Start Switch or the Neutral Start Switch and manual shaft will need to be replaced. See "Service Procedure". If the transaxle serial number is not on the "Transaxle Serial Number List" install the campaign identification label on the vehicle and return the vehicle to the owner.

The following is a list of the transaxle serial numbers for which just the Neutral Start Switch or both the Neutral Start Switch and manual shaft will need to be replaced as per the "Service Procedure". If the Achieva vehicle's transaxle serial number is on the following list, the replacement of just the Neutral Start Switch or both the Neutral Start Switch and manual shaft is required. If the Achieva vehicle's transaxle serial number is not on the following list, install the campaign identification label (see "Campaign Identification Label") on the vehicle and return the vehicle to the owner, as replacement of the Neutral Start Switch or the Neutral Start Switch and manual shaft is not required.

Note: Only 115 transaxles on the following transaxle serial number list were installed in 1993 Oldsmobile Achieva vehicles. The remainder of the transaxles were installed in 1993 Buick and Pontiac N-cars.

All vehicles listed on the retailer printout will require inspection and/or correction. Also, vehicles may be checked for campaign involvement by utilizing the Vehicle Information Service System (V.I.S.S.).

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owners name and address data, and are furnished to involved retailers with the campaign bulletin. Owner name and address data furnished will enable retailers to follow-up with owners involved in this campaign.

These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any retailer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under Section 108 of the National Traffic and Motor Vehicle Safety Act, it is illegal for a retailer to sell a new motor vehicle which the retailer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your retail facility may be subject to a civil penalty up to $1000 for each such sale.

OWNER NOTIFICATION

Owners will be notified of this recall on their vehicles by Oldsmobile Division (see copy of the owner letter included with this bulletin).

RETAILER CAMPAIGN RESPONSIBILITY

All unsold new vehicles in retailers' possession subject to this campaign MUST be held at the retail facility and the campaign must be performed BEFORE owners take possession of these vehicles.

Retailers are to perform this campaign on all involved vehicles at no charge to owners, regardless of mileage, age of vehicle, or ownership from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used car inventory, or if it is in your retail facility for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.

Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the retailer listing, are to be contacted by the retailer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owners letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification lefter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your retail facility for service in the future, please take steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

SERVICE PROCEDURE

Inspection Procedure:

1. Ensure the vehicle has a HYDRA-MATIC 3T40 transaxle serial number which is on the "Transaxle Serial Number List".

2. Remove Shift Control Cable-Lever Assembly at transaxle and Neutral Start Switch.

Neutral Start Switch Replacement Procedure:

IMPORTANT: --------- Lower coolant tube bracket bolt needs to be loosened on 3.3L (RPO LG7) engine applications (only). This allows the coolant tube to be temporarily moved so sufficient clearance is available to vertically remove the Neutral Start Switch . Failure to remove Neutral Start Switch vertically may cause internal alignment concerns in the Neutral Start Switch, and cause difficulty in adjusting the Neutral Start Switch during reassembly.

REMOVE or DISCONNECT:

2-1. Place gear selector in Neutral. 2-2. Negative battery cable. 2-3. Raise vehicle (3.3L application only). 2-4. Lower coolant tube bracket bolt, (3.3L application only). 2-5. Unclip vacuum hose retainer and move vacuum hose aside. 2-6. Lower vehicle, (3.3L application only). 2-7. Shift linkage. 2-8. Mounting bolts. 2-9. Neutral Start Switch electrical connector. 2-10. Neutral Start Switch assembly, (move coolant tube aside for clearance, (3.3L application only)).

3. IMPORTANT - Replace Neutral Start Switch with a new Neutral Start Switch. If new Neutral Start Switch requires excessive force to install, replace manual shaft assembly and Neutral Start Switch. If switch installs with no force, manual shaft does not need to be replaced

MANUAL SHAFT REPAIR PROCEDURE:

1. Refer to section 7A "Automatic Transaxle On-Vehicle Service" for proper K7542 "Manual Shaft, Lever and Hub Assembly" disassembly, repair and assembly procedure.

INSTALL or CONNECT

1. Place shift shaft in "Neutral".

2. Align flats of shift shaft to flats in Neutral Start Switch and install Neutral Start Switch assembly.

3. Mounting bolts,

4. Electrical connector.

5. Shift linkage.

6. Raise vehicle.

7. Coolant tube bolt bracket.

8. Place vacuum hose in retainer, snap fit.

9. Lower bolt to heater pipe bracket.

10. Lower vehicle.

IMPORTANT: --------- After switch adjustment, verify that engine will only start in "Park" or "Neutral". If engine will start in any other position re-adjust switch.

TIGHTEN

1. Bolts to 24 N. m (1 8 lbs. ft.)

2. If bolt holes do not align with mountings boss on transaxle, verify shift shaft is in "Neutral" position, do not rotate Neutral Start Switch. Neutral Start Switch is pinned in "Neutral" position.

3. If switch has been rotated and pin broken, Neutral Start Switch can be adjusted by using the "Replacement - Using Old Switch procedure". (Refer to Service Manual Section 7A "Automatic Transaxle On-Vehicle Service" for "Replacement - Using Old Switch " procedure.)

ADJUST

1. Place transaxle control shifter assembly in the "Neutral" notch in detent plate.

2. Loosen Neutral Start switch attaching bolts.

3. Rotate switch on shifter assembly to align service adjustment hole with carrier tang hole.

4. Insert 2.34 mm (3/32") max. diameter gage pin to a depth of 9.0 mm (9/64 in).

TIGHTEN

1. Bolt to 24 N. m (18 lbs. ft.).

2. Remove gage pin.

CAMPAIGN IDENTIFICATION LABEL

Each label provides space to print the campaign number, and the five (5) digit retailer code of the retailer performing the campaign. Insert this information with a typewriter or ball-point pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is bought in for periodic servicing by the owner. Apply the "Campaign Identification Label" on a clean, dry surface.

PARTS INFORMATION

100% of the anticipated Neutral Start Switches will be pre-shipped to retailers on or about the week of October 4, 1993. The parts will be charged to the retailer's open account.

To ensure that any additional parts your retail facility may require (see table below) are obtained as soon as possible, order them from GM Service Parts Operations (GMSPO) on a C.I.O. order, with NO special instruction code, but order on an advise code (2).

Dear 1993 Oldsmobile Achieva Owner:

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

REASON FOR RECALL

General Motors has determined that certain 1993 Achieva vehicles contain a Neutral Start Switch that was fractured at installation. Over time, this fracture could result in a no-start condition. A vehicle with this condition may also be started in gear which could cause a vehicle crash without prior warning.

WHAT WE WILL DO

To correct this condition, your retailer will inspect the manual shaft and replace the Neutral Start Switch. The manual shaft will be replaced if an oversized condition exists. This service will be performed for you at no charge.

WHAT YOU SHOULD DO

Please contact your Oldsmobile retailer as soon as possible to arrange a service date and so the retailer may order the necessary parts for the repair. Instructions for making this correction have been sent to your retailer and parts are available. The labor time necessary to inspect the manual shaft is approximately 30 minutes . The labor time necessary to remove and replace the manual shaft is approximately 7 hours. Please ask your retailer if you wish to know how much additional time will be needed to schedule and process your vehicle.

Your Oldsmobile retailer is best equipped to obtain parts and provide service to ensure that your vehicle is corrected as promptly as possible. If, however, you take your vehicle to your retailer on the agreed service date, and they do not remedy this condition on that date or within five (5) days, we recommend you contact the Oldsmobile Customer Assistance Center by calling 1-800-442-6537
