YEAR: 1994
General Motors has determined that certain 1994 Achieva, Cutlass Ciera, Cutlass Supreme, Eighty Eight, Ninety Eight, Silhouette, and Bravada models listed below, may have improperly heat treated pinion stop collars. This condition may result in part failure causing slow engine crank speeds or an engine no start condition.
To prevent this failure from occurring, retailers are to inspect and repair certain starter motors from the vehicles identified below. Starter motors with date codes of N093, N103, N113, N123, N133, N153, and N163 are to be repaired by replacing the pinion stop collar and retaining ring. No repairs are necessary on motors that fall outside of these date codes.
Involved are certain 1994 Oldsmobile vehicles built within the following VIN breakpoints:

Owners will be notified of this recall on their vehicles by Oldsmobile Division (see copy of the owner letter included with this bulletin).
Retailers are to service all vehicles involved in this campaign, at no charge to owners, regardless of mileage, age of vehicle, or ownership.
Whenever a vehicle subject to this campaign is taken into your new or used car inventory, or if it is in your retail facility for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.
Retailers are to contact owners of vehicles recently sold from your new or used vehicle inventory and arrange for the campaign correction to be performed. Retailers with vehicles to correct will also receive one printout of Vehicle Identification Numbers, owner names and addresses in VIN sequence (in California, VIN's only, no names or addresses). This data will enable you to follow-Up with involved owners.
We urge you to limit the use of these lists to the follow-up needed for this campaign. Names and addresses from State Vehicle Registration files may be included; it is illegal in many states to use such data outside of campaigns. Your cooperation in completing this campaign as soon as possible will be greatly appreciated.
1. All vehicles within the breakpoints should be inspected to determine the starter motor date codes. The date codes are imprinted on a tag located on the motor end of the starter. The tag information is read upside down as viewed from the bottom of the vehicle (see figure 1).
2. a. Most vehicles can be inspected by utilizing a mirror, flashlight and/or use of a pliable material such as modeling clay or similar material to make an impression of the date code. After making an impression, read the code in a mirror.
b. Some vehicles such as the Cutlass Ciera and Cutlass Supreme with L82 (VIN M) engines may require removal of an oil filter drip pan to gain access to read the date codes.
c. Some vehicles equipped with oil coolers and Bravada vehicles will require starter motor removal to read the date codes per Section 6D2 of the service manual.
3. Remove all starter's per instructions in the 1994 Oldsmobile Carline Service Manual Section 6D2 with date codes of N093, N103, N113, N123, N133, N153, & N163 and perform service procedure.
4. Reinstall starter motors per instructions in service manual, Section 6D2.
5. Install campaign identification label on all vehicles inspected and/or serviced.
1. Raise and support the hood.
2. Write down (for reference later when resetting the memory functions) the owner's preset memory functions which will be lost when the battery is disconnected. If a memory retention device is plugged into the cigarette lighter socket (such as "Memor-Eze", Snap-On Tool YA960, or Kent Moore Tools KS295A or BT 9027), this step can be omitted. Then, with the ignition in the "off" position, disconnect the negative battery cable.
If vehicle is equipped with Inflatable Restraint System (SIR), refer to SUPPLEMENTAL INFLATABLE RESTRAINT Section 9J of the 1994 Oldsmobile Carline Service Manual. Further, if a memory retention device is used, disconnect the SIR inflator module circuit by disconnecting the YELLOW connector at the base of the steering column. Failure to disconnect the yellow connector may result in air bag deployment with personal injury.
3. With starter motor removed, remove field lead attaching screw from solenoid terminal.
4. Loosen but do not remove through bolts in the starter motor assembly. Do not separate the commutator end frame.
5. Separate the frame with the armature inside from the drive end housing.
6. Remove the thrust collar from the end of the shaft if it is not stuck in the drive end housing.
7. Remove the pinion stop retaining ring by first prying the pinion stop collar off the ring. Pry the pinion stop ring off the armature with a small screwdriver. Discard the ring.
8. Remove the pinion stop collar from the armature shaft. Discard the collar.
9. Install the new pinion stop collar on the armature shaft. The flat side goes toward the pinion.
10. Install the new retaining ring onto the armature shaft and seat it into the shaft groove. Use care not to damage the armature shaft.
11. Install the thrust collar onto the armature shaft with the small flange toward the retaining ring. Use two pliers to squeeze the pinion stop collar and the thrust collar to seat the stop collar on the retaining ring.
12. Assemble the frame, armature, and drive assembly into the housing. Ensure the shift lever is engaged with the drive assembly. Ensure the armature shaft is engaged with the housing bearing. Tighten the through bolts to 8.5 N-m (75 lb-in).
13. Install starter field lead to solenoid.
14. Reinstall starter motor per instructions in service manual, Section 6D2
15. Reconnect the negative battery cable. If a memory retention device was not used, please reset (to the extent possible) all devices that lost their memory after the battery was disconnected. If vehicle has SIR, re-enable the system.
16. Install a Campaign Identification Label.
Each label provides space to print the campaign number and the five (5) digit retailer code of the retailer performing the campaign. Insert this information with a typewriter or ball-point pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner. Apply the "Campaign Identification Label" on a clean, dry surface.
To ensure that any parts your retail facility may require are obtained as soon as possible, order them from (GMSPO) GM Service Parts Operations on a C.I.O. order, with NO special instruction code, but order on an advise code (2).
