General Motors has determined that certain 1987 Cutlass Ciera models may not conform to the requirements of Federal Motor Vehicle Safety Standard (FMVSS) 212, "Windshield Mounting."
These vehicles may exhibit poor bond adhesion between the windshield glass and mounting. This could allow the windshield to separate from the vehicle during a 30 mph frontal barrier test required by FMVSS 212. Should windshield separation occur during an accident, an unbelted occupant may be ejected from the vehicle and personal injury could occur.
To correct this condition, dealers are to remove and reinstall the windshields on all involved vehicles as outlined in this bulletin.
A total of 24 Oldsmobile Cutlass Ciera models are involved in this campaign. Vehicle identification numbers of the involved vehicles are listed below.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Windshield removal and reinstallation can be accomplished by following the procedures listed in Section 2 of the 1987 General Motors Body Service Manual. The "extended method" must be followed as complete replacement of the urethane adhesive is necessary.
THE POLY-URETHANE SYSTEM IN KIT PART NUMBER 9636067 IS THE ONLY SYSTEM RECOMMENDED FOR THIS PARTICULAR REPAIR.
Each vehicle modified in accordance with the instructions outlined in this procedure will require a Campaign Identification label. Each label provides a space to include the campaign number, the (5) digit dealer code of the dealer performing the campaign service, and the date the vehicle was campaigned. This information may be inserted with a typewriter or ballpoint pen. When installing label, clean the surface of the radiator upper mounting support and apply the campaign label where it is readily visible.
Parts required to complete this modification are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a C.I.O. order with NO special instruction code, but on an advise code (2).
