This campaign bulletin lifts the stop delivery notice (DCS 93-219, dated November 18, 1993) on all non-involved vehicles. Involved vehicles, as indicated by VIN (Vehicle Identification Number) computer listings, must be inspected or inspected and corrected before sale. If you do not receive a VIN computer listing with this bulletin, our records indicate you have no involved vehicles.
General Motors has determined that certain 1994 Oldsmobile Cutlass Ciera model vehicles were manufactured with a fuel pump which contains improperly machined parts. This condition could cause the fuel pump to bind and become inoperative, resulting in engine stalling.
To prevent this condition from occurring, retailers are to inspect the fuel pump for specific date codes and replace if necessary.

Involved vehicles have been identified by VIN (Vehicle Identification Number) computer listings. Owners will be notified of this recall on their vehicles by Oldsmobile Division (see copy of the owner letter included with this bulletin).
All unsold new vehicles in retailers' possession subject to this campaign MUST be held and inspected/repaired per the service procedure of this campaign bulletin at the retail facility and must be performed BEFORE owners take possession of these vehicles.
Retailers are to perform this campaign on all vehicles involved at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used car inventory, or if it is in your retail facility for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.
1. Raise and support the vehicle.
2. Locate fuel pump wiring harness part number label forward of fuel tank to determine vehicle involvement. Date code identification is located next to the bar code on the right hand side of the label.
0 If the label has a date code of 3003-## (see the following figure) the fuel pump requires replacement.
Follow procedures in Section 6C, Engine Fuel of the 1994 Oldsmobile Cutlass Ciera service manual.
0 If the fuel pump has a date different than 3003-##, the fuel pump does not require replacement.
3. Install campaign identification label.
Each label provides space to print the campaign number, and the five (5) digit retailer code of the retailer performing the campaign. Insert this information with a typewriter or ball-point pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner. Apply the "Campaign Identification Label" on a clean, dry surface.
IT IS ANTICIPATED THAT ONLY APPROXIMATELY 10 % OF THE INVOLVED VEHICLES HAVE A SUSP PUMP. THEREFORE, PLEASE PLACE PARTS ORDERS ACCORDINGLY.
To ensure that any additional parts your retail facility may require are obtained as soon as possible, order them from GM Service Parts Operations (GMSPO) on a C.I.O. order, with NO special instruction code, but order on an advise code (2).
