Some 1989 Toronados, Trofeos, Ninety-Eights, and Touring Sedans may experience inoperative steering wheel controls. This condition may be caused by a resistor on the cancel cam assembly shorting to ground and damaging the turn signal switch. If this is the cause of the inoperative controls, the steering wheel backlighting will function normally but none of the buttons operate. If any button operates, diagnose per Section 3F-1 in the Service Information Manual.
The following vehicles may experience this condition:
---------- Verify that the steering wheel control backlighting works properly. All bulbs should light with headlamps on and dimming turned to full brightness. (If the steering wheel control backlighting is not operating, refer to diagnostics in Section 3F-1 or 8A of the Service Information Manual.) If backlighting is OK, disassemble the steering column down to the turn signal switch following procedures given in Section 3F of the Service Information Manual. Once the column is disassembled to provide access to the turn signal switch, examine the four slip ring contacts (brushes) on the turn signal switch. The contact ends of the brushes should all be at the same height. If one brush is lower than the rest, replace the turn signal switch and the cancel cam assembly with the parts listed below:

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
