General Motors has determined that some 1991 Oldsmobile Ninety Eight models with Remote Accessory Control Package (RPO AU0) may experience a power door lock actuator failure when using their power door locks. If an actuator fails, the door with the failure cannot be electrically locked or unlocked. However, the remaining door locks will function as intended.
Involved are certain 1991 Oldsmobile Ninety Eight model vehicles with Remote Accessory Control Package (RPO AU0) within the following breakpoints (built from Start-of-Production to End-of-Production):

This special policy covers any FAILED power door lock actuator replacement for seven (7) years and/or 100,000 miles (whichever occurs first) from the date the vehicle was originally placed into service regardless of ownership.
In addition, if one power door lock actuator requires replacement within the first three (3) years and/or 36,000 miles (whichever occurs first) then all four (4) actuators are to be replaced. Correction will be at no charge to the customer.
This policy is limited to vehicles with the Remote Accessory Control Package as use of the remote keyless entry feature cycles the power door lock actuators more often than on vehicles with power door locks only.
Owners will be notified of this special policy on their vehicles by Oldsmobile Division (see copy of the owner letter included with this bulletin).
Claims by current or prior owners for reimbursement on previously paid repairs requiring power door lock actuator replacement are to be submitted by August 31, 1993 (the time limitation for presenting the original paid receipt may be longer depending on the law in your state, such as in Connecticut, Virginia, and Wisconsin which allow requests for reimbursement to be made up to two years after the repair expense was paid). Repairs must have occurred within seven (7) years of the date the vehicle was originally placed in service, or 100,000 miles, whichever occurred first. Owners must submit original documentation that reasonably confirms the amount of unreimbursed repair expense, a description of the repair, the date of the repair, and the person or entity who performed the repair.
Claims for customer reimbursement on previously paid repairs are to be submitted according to the Warranty Claim Information instructions. Use the "Owner Reimbursement" labor operation and list all owner expenses concerning previous repairs in the net items column of the warranty claim.
Refer to the 1991 Oldsmobile Ninety Eight Regency Elite and Touring Sedan service manual, Section 10-6.
1. With the ignition switch in the off position, remove the armrest switch plate and disconnect connectors.
2. Remove the door lock switch plate. Remove trim pad. Carefully peel back the water deflector.
3. Remove the rear run channel. Remove the door glass and seal strip. Disconnect the lock rods from the outside handle and lock.
4. Disconnect the connector and remove the lock assembly. Install a new power door lock actuator.
5. Reverse steps 1 through 4 to reassemble, making sure to properly align door glass and linkages. Carefully reinstall the water deflector to the door. If necessary, use waterproof tape to properly secure the water deflector in position. Check for proper operation of power window and door lock.

2. Disconnect the linkage from the outside door handle, inside door handle and the lock.
3. Remove the lock assembly. Install a new power door lock actuator.
4. Reverse steps 1 through 3 to reassemble. Carefully reinstall the water deflector to the door. If necessary, use waterproof tape to properly secure the water deflector in position. Check for proper operation of the power window and door lock.
To ensure parts are obtained as soon as possible, order them from General Motors Service Parts Operations (GMSPO) on a C.I.O. order, with NO special instruction code, but order on an advise code (2).

Dear Oldsmobile Owner:
We at Oldsmobile are very proud of the 1991 Ninety Eight Regency Elite and the Ninety Eight Touring Sedan and sincerely hope that you are happy with your vehicle. We are also proud of the warranty coverage that we provide you. Sometimes, however, we need to make some special arrangements so that things which might happen to our customers are handled properly.
Some owners of 1991 Ninety Eights with Remote Accessory Control Package (keyless entry option) may experience a power door lock "actuator" failure when using their power door locks. The actuator is the unit inside each door that electrically locks or unlocks the door. If an actuator fails, the door with the failure can not be electrically locked or unlocked. However, the remaining door locks will function as intended.
Oldsmobile is therefore taking the following action for 1991 Ninety Eight owners with the Remote Accessory Control Package:
We are providing owners with special coverage for this actuator condition. If a door lock actuator requires replacement, it will be installed at no charge to the owner. This coverage will be in effect for seven (7) years from the date the vehicle was originally placed in service or 100,000 miles, whichever comes first, regardless of ownership. This is NOT a recall. Do not take your vehicle to your Oldsmobile dealer as a result of this letter unless you believe you have a power door lock actuator failure.
If you have already paid for some or all of the cost to have an actuator replaced, prior to receipt of this letter, and you desire reimbursement, you must contact the Service Department of your Oldsmobile dealer by August 31, 1993. Please provide your original paid receipts or invoices verifying the repair, the amount charged, proof of your payment, and date of payment of those charges. If you can, please use the Oldsmobile dealer who sold and/or regularly services your vehicle to handle the reimbursement claim, as they have records on your vehicle.
We suggest you keep this letter and place it in your instrument panel compartment, along with the Owner's Manual, Maintenance Schedule, and Warranty Booklet. This letter identifies your vehicle. Presentation of this letter to your dealer will assist in making the necessary correction in the shortest possible time. If you currently have this condition on your vehicle, we suggest you call your Oldsmobile dealer service department first to find how long you need to allow for the repair and to schedule a convenient time.
