General Motors has decided that certain 1997 Chevrolet Venture, Oldsmobile Silhouette and Pontiac Trans Sport model vehicles may exhibit a condition in which the windshield wiper motor park stop tab may bend. This condition may cause the windshield wiper blades to stop on the glass, rather than at the base of the windshield, when the wiper switch is turned off.
To prevent the possibility of this condition occurring, dealers will install a reinforcement kit and new wiper motor crank arm.
Involved are certain 1997 Chevrolet Venture, Oldsmobile Silhouette and Pontiac Trans Sport model vehicles built within the following VIN breakpoints:

Involved vehicles have been identified by Vehicle Identification Number. Computer listings containing the complete Vehicle Identification Number, customer name and address data have been prepared, and are being furnished to involved dealers with the campaign bulletin. The customer name and address data furnished will enable dealers to follow-up with customers involved in this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
These dealer listings may contain customer names and addresses obtained from State Motor Vehicle Registration Records. Additional parts will be available FOLLOWING COMPLETION OF THE PRE-SHIP, and are to be obtained from General Motors Service Parts Operations (GMSPO). ORDERS PLACED PRIOR TO COMPLETION OF THE PRE-SHIP WILL BE CANCELED. Please refer to your "involved vehicles listing" prior to ordering requirements. Customers will be notified of this campaign on their vehicles by General Motors (see copy of typical customer letter included with this bulletin - actual divisional letter may vary slightly). Customers who have already experienced this condition and had it repaired, will still require an inspection and installation of a new wiper motor crank arm.
All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before customer-s take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the appropriate divisional customer letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
INSPECTION
1 . Open hood and remove wiper module assembly plastic cover.
2. Verify if a reinforcement plate has already been riveted or welded to the wiper motor mounting bracket. See Figure 1, page 4.
If a reinforcement plate HAS NOT been installed, proceed to procedure titled "Reinforcement Plate Installation and Crank Arm Replacement".
If a reinforcement plate HAS been installed, proceed to procedure titled "Crank Arm Replacement Only".
"Reinforcement Plate Installation and Crank Arm Replacement"
1. Disconnect wiper linkage from ball stud on crank arm assembly (Figure 2, Item 6).
2. Remove wiper motor crank arm assembly retaining screw (Figure 2, Item 5).
DO NOT REMOVE CRANK ARM ASSEMBLY AT THIS TIME
3. Turn ignition switch to "Accessory" position.
4. Set wiper switch to maximum "Delay" position.
(1. Without reinforcement, 2. With welded reinforcement, 3. With riveted reinforcement)
5. Wait for wiper motor and crank arm assembly to cycle once and stop in the "Pause" or "Innerwipe" position.
6. Turn the ignition switch to "Off" position when the wiper motor and crank arm assembly are in the "Pause" or "Innerwipe" position and not moving.
7. Disconnect negative battery cable.
8. Remove crank arm assembly from wiper motor shaft (NOT TO BE REUSED).
9. To properly align motor, GENTLY place "new" crank arm on wiper motor shaft. Do not apply any downwards pressure.
10. Rotate crank arm (Figure 3, Item 4) on motor shaft until depressed park actuator arm (Figure 3, Item 5) is 4 to 6 mm away from metal tab on the wiper motor mounting bracket (Figure 3, Item 6).
11. Using pliers or a screwdriver, bend entire length of metal tab on wiper motor mounting bracket inwards so that it is in alignment with the depressed park actuator arm when there is a 4 - 6 mm gap. See Figure 3 & 4, Item 6.
12. Once properly aligned, remove crank arm from wiper motor shaft.
13. Disconnect washer hose from bottom of wiper motor mounting bracket.
14. Position reinforcement plate on mounting bracket and secure with vise grips (Refer to Figure 5 for proper reinforcement positioning).
15. Center punch the locations of two 1/8 in.(Figure 5, Item 4) diameter holes with reinforcement plate in correct position.
16. Prior to drilling, cover surrounding areas with shop towels.
17. Wearing safety glasses and using reinforcement plate as a guide, drill two 1/8 in. diameter holes at locations center punched in Step #15.
18. Carefully remove shop towels and remove any remaining metal debris with compressed air.
19. After drilling, inspect and remove burrs from holes on bottom side of bracket.
20. Following rivet gun manufacturer's operating instructions, fasten reinforcement plate to bracket with rivets supplied in kit.
21. Install NEW crank arm assembly on wiper motor shaft while maintaining a 4 - 6 mm gap between end of depressed park actuator arm and metal tab (Figure 3 & 4, Item #6). Proper positioning has been achieved if a 13/64 drill bit can be inserted through crank arm hole (Figure 2, Item #2) and into threaded motor housing hole.
22. Install crank arm retaining bolt and tighten to 14 - 17 N.m. (124 - 150 lb. in.).
23. Reconnect wiper linkage to ball stud on crank arm assembly and tighten screws to 5 N.m (44 lb. in.).
24. Reconnect washer hose to bottom of wiper motor mounting bracket.
25. Reconnect negative battery cable.
26. Turn ignition switch to "Accessory" position.
27. With a "DRY" windshield, turn wiper switch to "Off" position, and verify wipers park correctly.
28. Verify that all wiper functions (delay, low, high, wash, etc.) operate correctly.
29. Turn ignition switch to "Off".
30. Install wiper module assembly plastic cover.
31. Reset clock and radio pre-sets.
32. Install the GM Campaign Identification Label.
"Crank Arm Replacement Only"
1. Disconnect wiper linkage from ball stud on crank arm assembly (Figure 2, Item 6).
2. Remove wiper motor crank arm assembly retaining screw (Figure 2, Item 5).
DO NOT REMOVE CRANK ARM ASSEMBLY AT THIS TIME

Each-vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in by the customer for periodic servicing. When installing the Campaign Identification Label, be sure to pull the tab to allow adhesion of the clear protective covering. Additional Campaign Identification Labels can be obtained from VISPAC Incorporated by calling 1-800-269-5100 (Monday-Friday, 8:00 a.m. to 4:30 p.m. EST). Ask for Item Number S-1015 when ordering.
