The Administrator of the U.S. Environmental Protection Agency (EPA) has determined that some 1980 5.0L V-8 vehicles may be emitting pollutants in excess of the Federal emission standards. These standards were established to protect the public health or welfare from the dangers of air pollution.
All 1980 Delta 88, Custom Cruiser, Ninety-Eight and Toronado models equipped with a 5.OL V-8 engine (VIN Code Y) and Federal Emissions.
Dealers are to remove the vacuum modulator valve (VMV) and modify engine vacuum port connections , set ignition timing and adjust engine idle speed as directed in the Service Procedure section of this bulletin.
Whenever a vehicle subject to this campaign is taken into your vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Owners of vehicles recently sold from your used vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
1. Install seat and fender covers and open the hood.
2. Remove the air cleaner assembly.
3. Locate the vacuum modulator valve (VMV). Refer to Figure 1.
4. Remove the vacuum modulator valve (VMV) from its rubber connector and discard the valve.
5. Install rubber plug supplied with vacuum tube kit, part number 22534146, in the "MAN" opening of the VMV rubber connector. Plug installation may be eased by lubricating plug with soap prior to installation. Refer to Figure 2.
6. Install one end of the "U" shaped vacuum tube supplied with the kit, into the "CARB" opening of the VMV rubber connector and the other end into the "DIST" opening of the VMV rubber connector. Refer to Figure 2.
7. Position the VMV rubber connector with the plug and "U" shaped vacuum tube installed to its original location.
8. Remove and discard existing emission control information label from top of fan shroud and install new label supplied with kit.
9. Set engine ignition timing to 18 DEG BTDC as outlined on new emission control information label.
10. Set engine idle speed as outlined on new emission control information label.
11. Reinstall air cleaner assembly.
12. Install Campaign Identification label. Each vehicle modified in accordance with the instructions outlined in this Emission Campaign Bulletin will require a Campaign Identification label. Each label provides a space to include the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ballpoint pen. When installing label, clean the surface of the radiator upper mounting support and apply the campaign label where it is readily visible.
13. Close hood.

To ensure that these parts will be obtained as soon as possible, they should be ordered from WDDGM on a C.I.O. order with no special instruction code, but order on an advise code (2).
It is recommended that some quantity of vacuum tube kits be ordered upon receipt of this bulletin to allow for part availability upon owner request for vehicle modification.
