General Motors has determined that some 1986 Oldsmobile Toronados were assembled with a console front compartment door that may not remain closed during load forces that might be experienced in a vehicle crash. Therefore, these vehicles fail to conform to Federal Motor Vehicle Safety Standard 201 "Occupant Protection in Interior Impacts."
Involved are certain 1986 Oldsmobile Toronados equipped with a console front compartment door within the following VIN breakpoints:
Up To Plant Beginning And Including ----- --------- ------------- Hamtramck (U) Start of Production End of Production
To correct this condition on vehicles involved, three (3) small foam pads are to be installed on the console compartment door opening as described in the Service Procedure section of this bulletin.
Since the foam pads can be installed very easily and because we do not want to cause owners unnecessary inconvenience, three (3) foam pads are being furnished directly to affected owners of record. Owners may install the pads personally or they may request dealer assistance for installation.
If requested, dealers are to perform this recall campaign on affected vehicles at no charge to the owner regardless of time, mileage, or ownership. In addition, dealers are to correct all affected vehicles in dealer new and used car inventory prior to their sale.
Whenever a vehicle subject to this campaign is taken into your used car inventory in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling the vehicle.
1. Open console front compartment door and clean area where foam pads are to be installed by wiping with a clean cloth. Refer to Figure 1.
2. Remove backing from foam pads to expose adhesive surface and install pads in locations shown in Figure 1.
3. Close console compartment door.
4. Install a Campaign Identification Label. Each vehicle modified in accordance with the instructions outlined in this Service Procedure will require a Campaign Identification Label. Each label provides a space to include the campaign number, the five (5) digit dealer code of the dealer performing the campaign service, and the date vehicle was campaigned. This information may be inserted with a typewriter or ballpoint pen. When installing label, clean the surface of the radiator upper mounting support and apply the campaign label where it is readily visible.
Three (3) foam pads will be furnished directly to affected owners of record with instructions for installation. Owners may install the pads personally or request that they be installed by an Oldsmobile dealership. Owners will be advised to bring the pads with them if they elect to have a dealership install them.
The correct quantity of foam pads is being shipped to each dealer (for VINs on their printout with no owner name) on a "NO CHARGE" basis. They WILL NOT BE billed on the dealer parts account. Dealers should not order from GMSPO.
If transfer, loss or damage make additional foam pads necessary, contact your zone office.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
