General Motors of Canada Limited has determined that a defect which relates to motor safety exists in certain 1994 Oldsmobile Ciera and Buick Century model vehicles equipped with cruise control and 3.1 liter engines (engine code 'M'). These vehicles exhibit a condition in which the cruise control cable conduit may separate from the conduit end fitting. In this event, engine speed may not decrease to a level anticipated by the operator. Although the vehicle can still be stopped with the service brake, loss of accelerator control could result in a vehicle crash without prior warning.
To prevent the possibility of this condition occurring, dealers are to install a replacement cruise control cable.

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
All unsold new vehicles in dealer's possession and subject to this campaign must be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometers traveled, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow- up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors (see copy of owner letter included with this bulletin). The listings provided are for campaign activity only and should not be used for any other purpose.

Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 40% to cover parts handling.
SERVICE PROCEDURE: (Refer to Illustrations on Pages 6 and 7) ----------------- Cruise Control Cable Replacement: -------------------------------- Remove ------ 1. Cable (2) from throttle body throttle lever stud.
2. Unlock cable assembly (2) at throttle body bracket (5).
3. Cable end fitting and conduit from throttle body bracket (5).
4. Cable (2) from cruise control module (1). (see figures).
- Spread conduit fitting tabs (9) and push in cable conduit (10).
- Compress conduit fitting tangs (9) and pull out of cruise control module housing (1).
- Disconnect cable bead from cruise motor ribbon end fitting on cruise control module (1).
- Note routing and remove cable (2) from vehicle.
1. Cable (2) to cruise control module (1). (see figures).
- Attach cable bead to cruise motor ribbon fitting on cruise control module (1).
- Pull engine end of cable until it is taut.
- Turn engine end of cable until ribbon is flat.
IMPORTANT! RIBBON MUST NOT BE TWISTED
- Slide and snap conduit fitting (9) into cruise control module housing (1).
- Pull conduit (10) out of conduit fitting (9) until lock into place by the conduit fitting tabs (9). (see figure).
2. Cable (2) and conduit to throttle body bracket (5).
3. Cable end fitting to throttle body throttle lever stud.
1. Unlock cruise control cable (2) by raising cable lock lever (3) in the "UP" position.
2. Unlock throttle modulator cable (4) by raising cable lock lever (6) in the "UP" position.
3. Ensure throttle is in the fully "CLOSED" position.
4. Remove slack in cruise control cable (2) by pulling cable conduits apart on either side of cable lock (3).
5. Remove slack in throttle modulator cable (4) by pulling cable conduits apart on either side of cable lock (6).
6. Set lock on throttle modulator cable (4) by lowering cable lock lever (6) in the "DOWN" position.
7. Set lock on cruise control cable (2) by lowering cable lock lever (3) in the "DOWN" position.
1. With key on and engine off, use a Tech 1 to monitor throttle angle.
2. Step on accelerator pedal to full throttle position and release. Perform this procedure three (3) times.
- Throttle angle must read 100% at full throttle and return to zero (0) each time the throttle returns to the fully closed position.
3. If above readings cannot be obtained, inspect for mispositioned or kinked cables.
4. Readjust cables per above procedures and perform throttle angle verifications again as indicated in step 2 above. .
5. Apply "Campaign Identification Label" only on a clean, dry surface.
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label this will indicate that the campaign has been completed.
