CAMPAIGN: EVAPORATIVE CANISTER PURGE VALVE (TVS)

Subject: EVAPORATIVE CANISTER PURGE VALVE (TVS)

Models: 1983 Cutlass, Toronado and Riviera with 5.0L V-8 (LV2) and NA5.

TO: ALL AFFECTED DEALERS:

General Motors of Canada has determined that certain 1983 Oldsmobile and Buick model vehicles equipped with 5.0L engines may experience an inoperative canister purge Thermo Vacuum Switch (TVS). An inoperative canister purge TVS can affect the intended function of the evaporative control system.

To prevent the possibility of this condition occurring, Dealers are to replace the canister purge TVS on all involved vehicles.

If there is evidence of intentional disablement of the evaporative emission system, the Dealer is to notify the vehicle owner of this condition and ask if he/she wants the system restored. Restoration cost is the responsibility of the owner.

VEHICLES INVOLVED:

Involved are certain 1983 Oldsmobile Cutlass Supreme, Toronado and Buick Riviera models equipped with 5.0L engines (RPO LV2, VIN Code Y or 9) produced from the start-of-production through the end-of- production.

All affected vehicles have been identified by the VIN listing provided to involved Dealers with this bulletin. Any Dealer not receiving a listing was not shipped any of the affected vehicles.

DEALER CAMPAIGN RESPONSIBILITY:

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your Dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.

owners of vehicles recently sold from your new vehicle inventory are to be contacted by the Dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.

CAMPAIGN PROCEDURE:

Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.

OWNER NOTIFICATION:

All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.

PARTS INFORMATION:

Parts required to complete this campaign should be ordered through regular channels, as follows:

PARTS AND LABOUR CLAIM INFORMATION:

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card, RAPID terminal or DCS transmission in accordance with the following:

Time allowance includes 0.1 hour for Dealer administrative detail associated with this campaign. Parts credit will be based on Dealer net plus 30% to cover parts handling.

SERVICE PROCEDURE:

1. Open hood and install fender blankets.

2. Disconnect negative battery cable.

3. Drain coolant (save in a clean container for reuse) to a level just below the TVS. Drain coolant according to the procedure and CAUTIONS listed in the 1983 Oldsmobile Cutlass, Delta 88, Custom Cruiser, Ninety-Eight, Toronado Chassis Service manual on page 6B-5 and 6B-6.

4. Remove air cleaner

5. Remove A/C Compressor support brace.

On the Toronado and the Cutlass Coupes, disconnect the electrical connector at the A/C Compressor, loosen three compressor mounting bolts, remove belt, remove bolts and move A/C Compressor aside to provide access to the TVS.

On the Riviera, disconnect the electrical connector at the A/C compressor, loosen three compressor mounting bolts, remove belt, remove bolts and move A/C compressor aside to provide access to the TVS.

6. Disconnect vacuum hoses from canister purge TVS and remove TVS (see appropriate figure). Use TVS switch socket wrench J-26435 (or J-26435-A), or equivalent 7/8" socket with a slot in the side.

7. New canister purge TVS Part Number 22536551 has the threads precoated with sealant. If the threads are not precoated, then coat with thread sealant Part Number 1052080 or equivalent. Install using TVS switch socket wrench J-26435 or equivalent.

8. Reinstall vacuum hoses to TVS as shown in Figure 3. Hose routings should be as shown in the applicable Figure (1, 2, or 4).

9. Reinstall air cleaner insuring all hose and electrical connections are made.

10. Reinstall A/C Compressor support brace.

On the Toronado and the Cutlass Coupes, reinstall A/C Compressor to mounting brackets, reinstall bolts and belt. Using a Belt Tension Gauge, tension (used) belt to 400 N.m (90 lb.) minimum. Torque mounting bolts to 50 N.m (38 lbs. ft.). Reconnect electrical connector to A/C Compressor.

On the Riviera, reinstall A/C compressor to mounting brackets, reinstall bolts and belt. Using a Belt Tension Gauge, tension (used) belt to 400 N.m (90 lbs.) minimum. Torque mounting bolts to 50 N.m (38 lbs. ft.). Reconnect electrical connector to compressor.

11. Refill coolant, following the procedure and CAUTION listed on page 6B-6 of the 1983 Oldsmobile Cutlass, Toronado, and Buick Riviera Chassis Service Manual.

12. Reconnect negative battery cable.

13. Install a Campaign Identification Label.

14. Remove fender blankets and close hood.

INSTALLATION OF CAMPAIGN IDENTIFICATION LABEL

Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

General Motors of Canada has determined that your 1983 Cutlass, Toronado/Riviera equipped with a 5.0L engine may experience an inoperative canister purge Thermo Vacuum Switch (TVS). An inoperative canister purge TVS can affect the intended function of the evaporative emission control system on your vehicle.

To prevent the possibility of this condition occurring, the canister purge TVS will be replaced at no charge to you.

Please contact your GM Dealer to arrange a service date. Instructions have been sent to your Dealer. The labour time to replace the switch is about fifteen (15) minutes. Please allow additional time for your Dealer to process your vehicle.

Should your Dealer find that your evaporative emission system has been intentionally disabled, you will be asked if you wish the system to be restored so that it will function as designed. The cost of such restoration will be your responsibility.

This letter identifies your vehicle. Presentation of this letter to your Dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.

Further assistance, if required, may be obtained from the General Motors Zone Office nearest you. Your vehicle Owner's Manual provides the location and phone number of each respective Zone Office.
