CAMPAIGN: ANTI-LOCK BRAKE PRESSURE WARNING LIGHT

MODELS AFFECTED: 1986 ELECTRA AND 1987 LESABRE MODELS EQUIPPED WITH ANTI-LOCK BRAKE SYSTEN (ABS)

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

If the condition is not adequately repaired within a reasonable time, the owners may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price, less a reasonable allowance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the letter, which is being sent to owners, the owners are being instructed to contact the Buick Home Office if their dealer does not remedy the condition within five (5) days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, the owners are instructed on how to contact the National Highway Traffic Safety Administration.

DEFECT INVOLVED

General Motors has determined that a defect which relates to motor vehicle safety may exist in some 1986 Electra and 1987 LeSabre models equipped with Anti-lock Brake System (ABS).

Involved vehicles may exhibit brake fluid seepage from the ABS pressure warning switch which eventually can lead to loss of the brake system hydraulic pump motor. Loss of the hydraulic pump motor would, after accumulated pressure has been depleted (approximately 10-30 normal stops), result in a total loss of rear brakes as well as power assist to the front brakes. The red "brake" warning light would, before accumulated pressure has been depleted, illuminate and stay ON. If this warning is not heeded, a loss of rear brakes at a time when minimum stopping distance is required could result in a vehicle crash.

DEALER ACTION

To correct this condition, dealers are to replace the pump motor relay and 30 amp ABS fuses on all vehicles involved. In addition, dealers are to inspect and replace, if required, the hydraulic pump and motor and/or pressure warning switch as instructed in the Technical Procedure of this bulletin.

Certain 1986 Electras and 1987 LeSabres equipped with ABS brakes (JM4) within the following vehicle breakpoints:

DEALER CAMPAIGN RESPONSIBILITY

Dealers are to service all vehicles involved in this campaign, at no charge to owners, regardless of mileage, age of vehicle, or ownership. Whenever a vehicle subject to this campaign is taken into your new or used car inventory, dealers are to take the steps necessary to be sure the campaign correction has been made before reselling the vehicle.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer and arrangements made to make the required modification according to instructions contained in this bulletin.

In addition, dealers are to perform the campaign on all affected vehicles as they are brought in for any kind of service.

DEALER MATERIAL

If your dealership has vehicles involved in this campaign, you will receive the following items:

o Listing of all vehicles involved in this campaign shipped to your dealership. o One (1) Campaign Identification Label per vehicle involved.

Involved vehicles have been identified by Vehicle Identification Number computer listings. Computer listings contain the complete vehicle identification number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data will enable dealers to follow-up with owners involved in this campaign.

These computer listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.

Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

OWNER NOTIFICATION

Owners of vehicles involved in this campaign will be notified by Buick Motor Division (see copy of owner letter included with this bulletin).

CHANGE OF OWNER INFORMATION

Dealers are to use the Dealer Communication System (DCS) to provide Buick Motor Division with subsequent Buick owner information. By reporting a change of owner name or address of a vehicle in campaign status over the DCS, the need to send a CVAR form for that vehicle is eliminated. Terminal input instructions are covered in the DCS Manual under Section 9, Page 9-J01A and B.

PARTS INFORMATION

Parts are to be obtained through GMSPO using the following part numbers:

It is anticipated that most cars will require a pressure warning switch, but that less than 20% will require a hydraulic pump and motor. All cars will require relay and fuses. Please adjust your orders accordingly for the hydraulic pump and motor.

To ensure these parts are obtained as soon as possible, they should be ordered from GM Service Parts Operations (GMSPO) on a C.I.O. order, with NO special instruction code; but order on an Advise Code (2).

TECHNICAL PROCEDURE

1. Raise hood, install fender covers. Leave ignition key in OFF position. Disconnect battery cables from battery.

2. Replace the ABS pump motor relay, and both the ABS pump motor 30 amp fuse and the ABS main 30 amp fuse. The pump motor relay will have four wires in its connector. Relay and fuses are located on the left front of dash behind the strut tower (see Figure 1).

CAUTION:

Relay must be reinstalled on bracket with connector at bottom to prevent water entry. If relay bracket mounting is disturbed, bracket must be resecured to front of dash.

3. Visually inspect hydraulic pump and motor housing for any evidence of brake fluid seepage below the pressure warning switch. If any components require replacement, care should be taken to prevent brake fluid spillage.

A. If any evidence of brake fluid seepage is indicated, perform the following steps as outlined in the 1987 Buick Chassis Service Manual, pages 5E - 5 & 6. If no seepage is indicated, proceed to Step 3B.

1. Replace the hydraulic pump and motor.

2. Inspect pressure warning switch for red plastic identification band (See Figure 2). If red band is observed, the switch requires replacement. If red band is not observed, the original switch should be transferred to the replacement pump and motor.

CAUTION:

FAILURE TO FULLY DEPRESSURIZE THE HYDRAULIC ACCUMULATOR BEFORE PERFORMING SERVICE OPERATIONS COULD RESULT IN INJURY TO SERVICE PERSONNEL AND DAMAGE TO PAINTED SURFACES.

B. If there is no evidence of brake fluid seepage, inspect only the pressure warning switch for red plastic identification band (See Figure 2). If red band is observed, the switch requires replacement. Follow pressure warning switch replacement procedure in 1987 Buick Chassis Service Manual, page 5E-6. If red band is not observed, proceed to Step 3C.

C. If visual inspection does not indicate any parts replacement except for relay and fuses replaced in step 2, proceed to step 5.

4. If pressure warning switch is replaced, without pump and motor replacement; check fluid level in reservoir and ensure that it is filled to mark. Do Not overfill or underfill. Connect battery cables and turn ignition key to ON position until pump motor stops. Check for brake fluid leak.

NOTE: Use only Dot 3 brake fluid from a clean, sealed container. Do not use any fluid from a container which is wet with water. Use of Dot 5 silicone fluid is not recommended. Internal damage to the pump components may result.

If hydraulic pump and motor is replaced: o Fill reservoir with brake fluid. Connect battery cables. o Turn ignition key to ON position until pump motor stops. o Check for brake fluid leak. o Turn ignition key OFF and discharge accumulator. See Checking and Filling in 1987 Buick Chassis Service Manual, Page 5E-4. o Ensure that the brake fluid reservoir is filled to mark. Do Not overfill or underfill.

5. Install a Campaign Identification Label

Each label provides a space to include the campaign number, the five (5) digit dealer code of the dealer performing the campaign service, and the date vehicle was campaigned. This information may be inserted with a typewriter or ballpoint pen. When installing label, clean the surface of the radiator support tie bar and apply the campaign label where it is readily visible.

6. Connect battery cables if not previously connected in Step 4. Remove fender cover and close hood.

DISPOSITION OF PARTS

Replaced parts must be held for disposition by Buick contact personnel. Parts must have a claim tag attached showing the repair order and the VIN of the vehicle from which they were removed.

WARRANTY INFORMATION

LIST THE ONE APPLICATION LABOR OPERATION. A separate repair order must be used for each vehicle. A completed warranty claim is to be kept as a permanent record of completion. To prevent the possibility of this condition occurring, the hydraulic pump motor electrical relay and 30 amp fuses will be replaced. In addition, the hydraulic pump motor assembly and pressure warning switch will be inspected and, if required, replaced.

Please contact your Buick dealer on or after the date shown below to arrange a service date. Your dealer will perform the required service at no charge to you.

Instructions for this service have been sent to your Buick dealer. It is estimated that parts will be available on or after July 15, 1987. The labor time to complete this service ranges from 15 (fifteen) to 35 (thirty-five) minutes, depending on whether pump motor/pressure warning switch replacement is required. Please ask your dealer if you wish to know how much additional time will be needed to process your vehicle.

Your Buick dealer is best equipped to provide service to ensure your vehicle is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date, and your vehicle's condition is not remedied on that date or within five days, we recommend that you contact the Customer Assistance Department, Flint Home Office by calling 800-521-7300.
