MODELS AFFECTED: 1990 ELECTRA/PARK AVENUE

CONDITION

General Motors has determined that the owner's manuals in certain 1990 Buick Electra/Park Avenue model vehicles fail to conform to Federal Motor Vehicle Safety Standard No. 208, "Occupant Crash Protection". Owner's manuals for these vehicles did not fully explain how the front shoulder belt comfort feature works.

In order to comply with FMVSS No. 208 and to reduce owner inconvenience, Buick Motor Division will mail owner's manual stickers containing the missing comfort feature information to the owners of the involved vehicles.

VEHICLES INVOLVED

Involved are certain 1990 Electra/Park Avenues within the following VIN breakpoints:

DEALER ACTION

To provide the missing text, dealers are to install a sticker at the appropriate location in the owner's manual on all vehicles in inventory or recently delivered. As previously indicated, owners of record are being instructed on how they can correct their vehicles themselves.

DEALER MATERIAL

If your dealership has vehicles involved in this campaign, you will receive a VIN listing of vehicles; and a sticker to apply to the owner's manual on page 28 for each vehicle for which we have no owner of record. If a vehicle has been recently delivered and the owner's name is not on your VIN listing, please contact the owner to ensure the sticker has been received by the owner. It is your responsibility to see that the owner's manuals are updated in these vehicles.

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved dealers with the campaign bulletin.

These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with Federal Motor Vehicle Safety Standard No. 208. Under National Traffic and Motor Vehicle Safety Act, Section 108, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety regulation. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty up to $1,000 of each such sale.

DEALER CAMPAIGN RESPONSIBILITY

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.

OWNERSHIP NOTIFICATION

Owners of vehicles involved in this campaign will be notified by Buick Motor Division (see copy of owner letter included with this bulletin).

SHIPMENT OF PARTS

The correct quantity of stickers are being shipped to each dealer on a "NO CHARGE" basis (only for VIN's on your listing with no owner name). If transfer vehicles make additional stickers necessary, contact your Zone/Branch office.

SERVICE PROCEDURE

1. Install sticker in Electra/Park Avenue Owner's Manual next to the picture on page 28 (see illustration).

NOTICE: If an owner should request your assistance in installing the sticker, provide this service at no charge to the owner.

HOW TO WEAR SAFETY BELTS PROPERLY (see figure)

o You can add a small amount slack. The system works like a window shade. To add a little slack, pull down on the shoulder belt - but no more than 1 inch (25 mm) - to make it not so tight:

If it's now too loose, pull it our as you did before and start again.

If you move around in the car and your shoulder belt becomes loose, be sure to make it tight again.
