General Motors of Canada has determined that certain 1984 Buick and Oldsmobile model vehicles equipped with 5.OL engine (RPO LV2, VIN Code Y) may experience an inoperative canister purge Thermo Vacuum Switch (TVS). An inoperative canister purge TVS can affect the intended function of the evaporative emission control system.
To prevent the possibility of this condition occurring, Dealers are to inspect and, if required, replace the canister purge TVS on all involved vehicles. If there is evidence of intentional disablement of intentional disablement of the evaporative emission system, the Dealer is to notify the vehicle owner of this condition and ask if he/she wants the system restored. Restoration cost is the responsibility of the owner.
Involved are certain 1984 Buick and Oldsmobile models equipped with 5.0L engine (RPO LV2, VIN Code Y) produced from start of production to end of production.
All affected vehicles have been identified by the VIN listing provided to involved Dealers with this bulletin. Any Dealer not receiving a listing was not shipped any of the affected vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your Dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the Dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.
Parts required to complete this campaign should be ordered through regular channels, as follows:

Time allowance includes 0.1 hour for Dealer administrative detail associated with this campaign. Parts credit will be based on Dealer net plus 30% to cover parts handling.
Claims for customer reimbursement of reasonable charges for previously paid repairs to replace the Canister TVS, are to be submitted using labour operation T4650.
Claims must be supported by documentation that reasonably. (1) discloses the associated repair expenses incurred to replace the Canister TVS, (2) identifies the entity or person who performed the repairs, (3) identifies the date of such repairs, and (4) discloses the amount of unreimbursed repair expenses actually paid by the owner. owners must provide original or certified receipts that are to be retained in the Dealer files.
Zone authorization will be required.
When a customer submits a claim for prior replacement of the Canister TVS, Dealers are to CONFIRM that TVS P/N 22536551 is in fact on the vehicle by performing the inspection operation called for in Step (2) of the SERVICE PROCEDURE section in this bulletin. If the Canister TVS is found to have a red or white top, the campaign part is to be installed. The appropriate Labour Operation may then be submitted. This paragraph applies only if the vehicle is still available for inspection.
1. Open hood and install fender covers.
2. Find the Canister TVS (see applicable Figures) and observe the colour of its top.
If the top of the Canister TVS is black (Part Number 22536551), proceed directly to Step 14.
If the top of the Canister TVS is white (Part Number 03048075), or red (Part Number 22514776), proceed to Step 3. White and red top Canister Thermo Vacuum Switches (TVS) are to be replaced regardless of their age or operating condition.
3. Disconnect negative battery cable.
4. Drain coolant (save in a clean container for reuse) to a level just below the TVS. Drain coolant according to the procedure and CAUTIONS listed in the Service Manual.
5. Remove air cleaner.
6. Remove A/C compressor support brace. Additionally on Riviera, Toronado and Cutlass Coupes, disconnect the electrical connector at the A/C Compressor, loosen three compressor mounting bolts, remove belt, remove bolts and move A/C Compressor aside to provide access to the TVS.
7. Disconnect vacuum hoses from canister purge TVS and remove TVS (see appropriate Figure). Use TVS switch socket wrench J-26435-A, or equivalent, 7/8' socket with a slot in the side.
8. New canister purge TVS Part Number 22536551 has the threads precoated with sealant. If the threads are not precoated, then coat with pipe sealant, Part Number 1052080, or equivalent. Install using TVS switch socket wrench J-26435-A, or equivalent.
9. Reinstall vacuum hoses to TVS as shown in Figure 2 or 3. Hose routings should be as shown in the applicable Figure (1, 2 or 3).
10. Reinstall air cleaner, ensuring all hose connections are made.
11. Reinstall A/C Compressor support brace. Additionally, on Riviera, Toronado and Cutlass Coupes, reinstall A/C Compressor to mounting brackets, reinstall bolts and belt. Using a Belt Tension Gauge, tension (used) belt to 400 N.m (90 lbs.) minimum. Torque mounting bolts to 50 N.m (38 lbs. ft.). Reconnect electrical connector to A/C Compressor.
14. Refill coolant, following the procedure and CAUTION listed in Service Manual.
13. Reconnect negative battery cable.
14. Install a Campaign Identification Label.
15. Remove fender covers and close hood.
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

Contact your GM Dealer to arrange a service date. Instructions have been sent to your Dealer. The labour time to replace the switch is about forty (40) minutes. Please allow additional time for your Dealer to process your vehicle.
This letter identifies your vehicle. Presentation of this letter to your Dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.
