FLAKING/CHIPPING OF PAINT FROM LOWER PORTION OF BODY

SUBJECT: EXTERIOR PAINT ADHESION

MODELS: 1990 Oldsmobile Eighty-Eight Royale; 1990 Buick LeSabre

General Motors of Canada has determined that a durability feature on 1990 Oldsmobile 88 Royale and Buick LeSabre models is a chip resistant material applied to the lower portion of the car body, which is then covered by the car's paint finish. We have found that on some of these cars, the adhesion between the two materials may be inadequate. On the affected cars, this condition may result in flaking or chipping of the paint finish from these lower portions of the car's body.

VEHICLES INVOLVED:

Involved are certain 1990 Oldsmobile 88 Royale and Buick LeSabre models within the following VIN breakpoints:

SPECIAL POLICY ADJUSTMENT

General Motors of Canada will refinish all areas of the lower portion of the vehicle body in which the chip resistant material was applied should those areas exhibit excessive chipping or flaking of the basecoat/clearcoat finish.

This Special Policy covers both material and labour for a period of three (3) years from the original in-service date, unlimited kilometres and no deductible.

This "Special Policy Adjustment Bulletin" should be filed in the 3-ring binder furnished to the dealer by General Motors.

OWNER NOTIFICATION

Owners of vehicles involved in this Special Policy will be notified by General Motors of Canada. See copy of owner letter included with this bulletin.

SERVICE PROCEDURE:

1. Remove the basecoat/clearcoat from areas shown in illustrations. In some cases, the basecoat/clearcoat can be effectively removed by using a tape and pull method or an air hose to blow it away from the chip resistant material.

NOTE: Every effort should be made to leave as much of the chip resistant material as possible. Therefore, removal of the basecoat/clearcoat by sanding should be done very carefully, using 400 paper and finishing with 600 paper.

2. Solvent wipe and tack-off area.

3. Refinish areas by using recommended basecoat/clearcoat application procedures specified for the materials being used.

The following materials or their equivalent are recommended:

PPG/Ditzler DP Epoxy Primer PPG/Ditzler DBU Basecoat PPG/Ditzler Concept 2001 Clearcoat

WARRANTY CLAIM INFORMATION

When performing the repair as outlined in this special policy, the dealer is requested to submit a warranty claim for credit as follows:

Dealers will be credited via Warranty Document or Terminal Transmission, whichever is their normal method of submission for payment. Claim must contain all information required and should list the labour operation as outlined.

General Motors regrets this problem, and in the interest of customer satisfaction, has adopted the following Special Policy:

General Motors of Canada will pay for refinishing all areas of the lower portion of the vehicle body in which the chip resistant material was applied if these areas exhibit excessive chipping or flaking of the paint finish. This service will be performed by your GM dealer at no charge to you.

This Special Policy covers both material and labour for a period of three (3) years from the original in-service date, unlimited kilometres and no deductible.

We suggest you keep this letter and place it in your Glove Box Compartment, along with the Owner's Manual, Maintenance Schedule, and Warranty Booklet.

We regret any inconvenience that you may experience; however, we are taking this action in the interest of your continued satisfaction with our product.

Please contact your GM dealer as soon as possible to arrange a service date.

This letter identifies your vehicle. Presentation of this letter to your dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.
