General Motors has determined that some 1992 Buick Park Avenue/Ultra model vehicles were produced at Wentzville Assembly plant with incorrect certification labels.
The vehicle certification label located on the left-front (driver) door of these vehicles was printed with "03/91" in the "date" (month/year of manufacture) space rather than the correct "03/92" date. To correct this condition, a new certification label is to be affixed to each affected vehicle.
Since a new certification label can be easily installed and to reduce owner inconvenience, new certification labels will be sent directly to owners of record. Owners may install the new label or ask a dealer to do the service. Dealer service is to be done at no charge to owners.
If our records do not indicate an owner of record for a vehicle, then the new certification label will be provided to the dealer.
Involved are certain 1992 Buick Park Avenue/Ultra model vehicles built at Wentzville Assembly plant within the following VIN breakpoints:
Model Year From Through and Including ---------- ----- --------------------- 1992 N1648937 N1649994
All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
All unsold new vehicles in dealers' possession and subject to this campaign must be held at dealers and repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
Dealers are to install the new furnished label on all vehicles on his VIN list, which our records indicate are in dealers' stock as directed in the Label Installation Procedure of this bulletin. In addition, dealers are to install any label that an owner personally requests dealer assistance for this service. If an owner should request dealer assistance, the campaign modification is to be performed at no charge to the owner.
If your dealership has vehicles involved in this campaign, you will receive the following items:
- Listing of all vehicles involved in this campaign shipped to your dealership
- One (1) new certification label for each vehicle shipped to dealership for which no owner of record is listed.
- One (1) Campaign Identification Label per vehicle involved.
Involved vehicles have been identified by Vehicle Identification Number computer listings. Computer listings contain the complete identification number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin.
These computer listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.
Dear Buick Park Avenue/Ultra Owners:

If you install the new label, rather than asking your dealer to do it, or if you have sold or traded your vehicle, please let us know by completing the postage paid owner reply card and returning it to us. This will assist us in assuring that all affected vehicles have been corrected and also will eliminate the necessity for bothering you with follow-up notifications.

1. Open driver's door.
2. Locate the certification label (see illustration).
3. Verify that the Vehicle Identification Number (VIN) of the new certification label is the same as the existing label.
If the VIN of the new certification label is different than the existing label, contact your Dealer to arrange to receive the correct label.
If the VIN of the new certification label is the same as the existing label, follow the remaining steps of this procedure and install the new label.
4. Clean the surface of the old label with soapy water and wipe dry.
5. Remove protective backing from new certification label enclosed, and carefully apply to vehicle over old label.
DO NOT ATTEMPT TO REMOVE OR LOOSEN THE NEW LABEL ONCE IT HAS BEEN APPLIED AS THIS WILL DAMAGE THE LABEL AND MAKE IT ILLEGIBLE.
6. Fill out the enclosed postage paid owner reply card and drop it in the mail.
Owners of vehicles involved in this campaign will be notified by Buick Motor Division (see copy of owner letter included with this bulletin).
Dealers are to use the Dealer Communication System (DCS) to provide Buick Motor Division with subsequent Buick owner information. By reporting a change of owner name or address of a vehicle in campaign status over the DCS, the need to send a CVAR form for that vehicle is eliminated. Terminal input instructions are covered in the DCS Manual under Section 9, Page 9-J01A and B.
If a vehicle has been transferred or sold to another location, please forward vehicle information and certification label to your Buick Zone/Branch Office for handling with the proper dealer.
Certification labels are to be sent to all owners of record along with an owner letter. For vehicles that have not been reported sold, the labels will be sent to the dealer. Owners have been instructed to either install the labels themselves or take their vehicles in for label installation by their dealers.
1. Open driver's door.

5. Install Campaign Identification Label
Each label provides a space to include the CAMPAIGN NUMBER, the five (5) digit dealer code of the dealer performing the campaign service, and the date vehicle was campaigned. This information may be inserted with a typewriter or ballpoint pen. When installing label, clean the surface of the radiator support tie bar and apply the campaign label where it is readily visible.
