MODELS: 1998 BUICK PARK AVENUE (ULTRA NOT INVOLVED)

CERTAIN 1998 BUICK PARK AVENUE MODEL VEHICLES CANNOT DISPLAY THE LOW WINDSHIELD WASHER FLUID WARNING MESSAGE ON THE DRIVER INFORMATION CENTER DUE TO A MISSING CIRCUIT IN AN INSTRUMENT PANEL WIRING HARNESS.

TO CORRECT THIS CONDITION, DEALERS ARE TO INSTALL A JUMPER WIRE HARNESS TO COMPLETE THE LOW WINDSHIELD WASHER FLUID CIRCUIT.

IF ADDITIONAL TERMINALS/CONNECTORS ARE REQUIRED, THEY CAN BE OBTAINED FROM GENERAL MOTORS SERVICE PARTS OPERATIONS (GMSPO). PLEASE REFER TO YOUR "INVOLVED VEHICLES LISTING" PRIOR TO ORDERING REQUIREMENTS. NORMAL ORDERS SHOULD BE PLACED ON A DRO = DAILY REPLENISHMENT ORDER. AN EMERGENCY REQUIREMENT SHOULD BE ORDERED ON A CSO = CUSTOMER SPECIAL ORDER.

DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHARGE TO CUSTOMERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP, FROM THIS TIME FORWARD.

CUSTOMERS WHO HAVE RECENTLY PURCHASED VEHICLES SOLD FROM YOUR VEHICLE INVENTORY, AND FOR WHICH THERE IS NO CUSTOMER INFORMATION INDICATED ON THE DEALER LISTING, ARE TO BE CONTACTED BY THE DEALER. ARRANGEMENTS ARE TO BE MADE TO MAKE THEREQUIRED CORRECTION ACCORDING TO THE INSTRUCTIONS CONTAINED IN THIS BULLETIN. THIS COULD BE DONE BY MAILING TO SUCH CUSTOMERS A COPY OF THE APPROPRIATE DIVISIONAL CUSTOMER LETTER ACCOMPANYING THIS BULLETIN. SERVICE PROCEDURE

1) DISCONNECT NEGATIVE BATTERY CABLE. RECORD RADIO STATION PRESETS PRIOR TO DISCONNECTING CABLE.

2) REMOVE RIGHT SIDE LOWER INSTRUMENT PANEL (IP) INSULATOR PANEL. LOCATE AND REMOVE CONNECTOR C1 (#1, FIGURE 1, BELOW - 32-WAY, LARGER PINK CONNECTOR) FROM THE BODY CONTROL MODULE (SBM). THE SBM IS LOCATED IN FRONT OF THE HVAC PROGRAMMER (#2, FIGURE 1 - BEHIND THE PROGRAMMER FROM THE PASSENGER SEAT). THE PROGRAMMER CONNECTORS ARE LIGHT BLUE.

IMPORTANT: FIGURE 38, PAGE 8A-201-38 OF THE SERVICE MANUAL HAS NUMBERS 1 AND 2 REVERSED.

3) REMOVE LEFT SIDE IP INSULATOR PANEL/AIR DUCT. LOCATE AND REMOVE CONNECTOR C200 (#1, FIGURE 2, BELOW - 16-WAY GRAY) UNDER THE LEFT SIDE OF THE IP.

4) MAKE A JUMPER HARNESS. OBTAIN A 60 INCH (1500 MM) LENGTH OF .35 (22 GAUGE) WIRE (20, 18, OR 16 GAUGE WIRE MAY BE SUBSTITUTED IF 22 GAUGE WIRE IS NOT AVAILABLE LOCALLY). BLACK/WHITE STRIPE IS THE ORIGINAL COLOR. USING THE APPROPRIATE TERMINALS AND TOOLS FROM J-38125-B TERMINAL REPAIR KIT (TRAYS 3 AND 5), ATTACH ONE TERMINAL TO EACH END OF THE WIRE.

THE EQUIVALENT PART NUMBERS FOR THE TERMINALS, IF ORDERED FROM GMSPO, ARE 12089660 FOR THE SBM CONNECTOR, AND 12092345 FOR THE C200 CONNECTOR.

5) UNDER THE LEFT SIDE OF THE IP, INSTALL THE CORRECT TERMINAL INTO CAVITY "E" OF THE C200 CONNECTOR. SECURE THE WIRE TO THE EXISTING HARNESS, AND ROUTE TOWARD THE RIGHT SIDE UNDER THE IP. REINSTALL CONNECTOR C200. REINSTALL THE LOWER IP CLOSE-OUT PANEL/AIR DUCT.

6) UNDER THE RIGHT SIDE OF THE IP, INSTALL THE OTHER TERMINAL INTO CAVITY "C1" OF THE SBM CONNECTOR. SECURE THE REMAINING WIRE. REINSTALL THE SBM CONNECTOR. REINSTALL THE LOWER IP INSULATOR PANEL.

7) RECONNECT NEGATIVE BATTERY CABLE AND RESET RADIO PRESETS AS RECORDED IN STEP 1.

8) CHECK CIRCUIT FOR PROPER OPERATION. REMOVE WASHER FLUID LEVEL CONNECTOR AT WASHER BOTTLE, AND JUMPER THE TERMINALS. THE "LOW FLUID LEVEL" MESSAGE SHOULD COME ON WITH THE IGNITION KEY ON.

9) INSTALL THE GM CAMPAIGN IDENTIFICATION LABEL.

CAMPAIGN IDENTIFICATION LABEL

EACH VEHICLE CORRECTED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS PRODUCT CAMPAIGN BULLETIN WILL REQUIRE A "CAMPAIGN IDENTIFICATION LABEL". EACH LABEL PROVIDES A SPACE TO INCLUDE THE CAMPAIGN NUMBER AND THE FIVE (5) DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR A BALL POINT PEN.

EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN BY THE CUSTOMER FOR PERIODIC SERVICING. WHEN INSTALLING THE CAMPAIGN IDENTIFICATION LABEL, BE SURE TO PULL THE TAB TO ALLOW ADHESION OF THE CLEAR PROTECTIVE COVERING. ADDITIONAL CAMPAIGN IDENTIFICATION LABELS CAN BE OBTAINED FROM VISPAC INCORPORATED (GM FULFILLMENT CENTER) BY CALLING 1-800-269-5100 (MONDAY-FRIDAY, 8:00 A.M. TO 4:30 P.M. EST). ASK FOR ITEM NUMBER S-1015 WHEN ORDERING.

APPLY THE "CAMPAIGN IDENTIFICATION LABEL" ONLY ON A CLEAN, DRY SURFACE.

ARRANGEMENTS ARE TO BE MADE TO MAKE THEREQUIRED CORRECTION ACCORDING TO THE INSTRUCTIONS CONTAINED IN THIS BULLETIN. THIS COULD BE DONE BY MAILING TO SUCH CUSTOMERS A COPY OF THE APPROPRIATE DIVISIONAL CUSTOMER LETTER ACCOMPANYING THIS BULLETIN. CAMPAIGN FOLLOW-UP CARDS SHOULD NOT BE USED FOR THIS PURPOSE, SINCE THE CUSTOMER MAY NOT AS YET HAVE RECEIVED THE NOTIFICATION LETTER.

IN SUMMARY, WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN ENTERS YOUR VEHICLE INVENTORY, OR IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, PLEASE TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.

SERVICE PROCEDURE

1) DISCONNECT NEGATIVE BATTERY CABLE. RECORD RADIO STATION PRESETS PRIOR TO DISCONNECTING CABLE.

2) REMOVE RIGHT SIDE LOWER INSTRUMENT PANEL (IP) INSULATOR PANEL. LOCATE AND REMOVE CONNECTOR C1 (#1, FIGURE 1, BELOW - 32-WAY, LARGER PINK CONNECTOR) FROM THE BODY CONTROL MODULE (SBM). THE SBM IS LOCATED IN FRONT OF THE HVAC PROGRAMMER (#2, FIGURE 1 - BEHIND THE PROGRAMMER FROM THE PASSENGER SEAT). THE PROGRAMMER CONNECTORS ARE LIGHT BLUE.

IMPORTANT: FIGURE 38, PAGE 8A-201-38 OF THE SERVICE MANUAL HAS NUMBERS 1 AND 2 REVERSED.

3) REMOVE LEFT SIDE IP INSULATOR PANEL/AIR DUCT. LOCATE AND REMOVE CONNECTOR C200 (#1, FIGURE 2, BELOW - 16-WAY GRAY) UNDER THE LEFT SIDE OF THE IP.

4) MAKE A JUMPER HARNESS. OBTAIN A 60 INCH (1500 MM) LENGTH OF .35 (22 GAUGE) WIRE (20, 18, OR 16 GAUGE WIRE MAY BE SUBSTITUTED IF 22 GAUGE WIRE IS NOT AVAILABLE LOCALLY). BLACK/WHITE STRIPE IS THE ORIGINAL COLOR. USING THE APPROPRIATE TERMINALS AND TOOLS FROM J-38125-B TERMINAL REPAIR KIT (TRAYS 3 AND 5), ATTACH ONE TERMINAL TO EACH END OF THE WIRE.

THE EQUIVALENT PART NUMBERS FOR THE TERMINALS, IF ORDERED FROM GMSPO, ARE 12089660 FOR THE SBM CONNECTOR, AND 12092345 FOR THE C200 CONNECTOR.

5) UNDER THE LEFT SIDE OF THE IP, INSTALL THE CORRECT TERMINAL INTO CAVITY "E" OF THE C200 CONNECTOR. SECURE THE WIRE TO THE EXISTING HARNESS, AND ROUTE TOWARD THE RIGHT SIDE UNDER THE IP. REINSTALL CONNECTOR C200. REINSTALL THE LOWER IP CLOSE-OUT PANEL/AIR DUCT.

6) UNDER THE RIGHT SIDE OF THE IP, INSTALL THE OTHER TERMINAL INTO CAVITY "C1" OF THE SBM CONNECTOR. SECURE THE REMAINING WIRE. REINSTALL THE SBM CONNECTOR. REINSTALL THE LOWER IP INSULATOR PANEL.

7) RECONNECT NEGATIVE BATTERY CABLE AND RESET RADIO PRESETS AS RECORDED IN STEP 1.

8) CHECK CIRCUIT FOR PROPER OPERATION. REMOVE WASHER FLUID LEVEL CONNECTOR AT WASHER BOTTLE, AND JUMPER THE TERMINALS. THE "LOW FLUID LEVEL" MESSAGE SHOULD COME ON WITH THE IGNITION KEY ON.

9) INSTALL THE GM CAMPAIGN IDENTIFICATION LABEL.

CAMPAIGN IDENTIFICATION LABEL

EACH VEHICLE CORRECTED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS PRODUCT CAMPAIGN BULLETIN WILL REQUIRE A "CAMPAIGN IDENTIFICATION LABEL". EACH LABEL PROVIDES A SPACE TO INCLUDE THE CAMPAIGN NUMBER AND THE FIVE (5) DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR A BALL POINT PEN.

EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN BY THE CUSTOMER FOR PERIODIC SERVICING. ADDITIONAL CAMPAIGN IDENTIFICATION LABELS CAN BE OBTAINED FROM DGN BY CALLING 1-800-668-5539(MONDAY-FRIDAY, 8:00 A.M. TO 5:00 P.M. EST). ASK FOR ITEM NUMBER GMP 91 WHEN ORDERING.

APPLY THE "CAMPAIGN IDENTIFICATION LABEL" ONLY ON A CLEAN, DRY SURFACE.
