The repairs to the 1983 Buick diesel engine injection pump may qualify under the New Vehicle Limited Warranty of 12 months/12,000 miles or the Power Protection Plus diesel engine Warranty of 36 months/50,000 miles or the Emission Control Systems warranties of 5 years/50,000 miles (10 years/100,000 miles in California). For the language of each warranty which defines what is covered, refer to Section 1, Part 1, of the 1983 Buick Service Policies and Procedures Manual and Section 1, Part 2, for additional information on specific items.
The diesel pump manufacturers have agreed to perfom repairs qualified under warranty coverage thru authorized pump repair service agencies at no charge during the New Vehicle Limited Warranty period of 12 months/12,000 miles (including the optional limited warranty extensions). Repairs, such as external seals, gaskets, and solenoids, are to be nomally performed by the Buick dealer and should not be provided to the pump repair service agency for repair. Labor Time Guide allowances for such repairs as can be performed by the Buick dealer are published in the Labor Time Guide or Dealer Information Bulletins.
Such repairs which can be performed by the Buick dealer, and which are covered by the warranties listed above, are to be submitted as a warranty claim to Buick.
Claims for repairs under the Power Protection Plus diesel engine warranty will be subject to the $100 per repair visit deductible amount.
If the diesel pump requires a repair which cannot be performed by the Buick dealer, the pump is to be removed, packaged correctly (refer to Packaging Procedure section of this bulletin and sent to the nearest authorized pump repair service agency (a list of those agencies and their locations appear in this bulletin). The agency will then repair the unit or furnish an exchange unit to the Buick dealer.
Warranty information for repairs performed by an authorized pump repair agency is as follows:
1. During New Vehicle Limited Warranty
Pump repair or exchange will be performed at no charge by the authorized pump repair service agency when a defect exists. The Buick dealer may submit a warranty claim for the labor to remove and reinstall the repaired or exchanged pump, plus the normal shipplng charges incurred.
2. Beyond The New Vehicle Limited Warranty Period, But During The Power Protection Plus Or Emission Control Systems Warranties
The dealer is to pay for the repairs performed by the authorized pump repair service agency. The dealer may submit a warranty claim to Buick for the labor to remove and reinstall the repaired or exchanged pump, plus the normal shipping charges incurred and the sublet repair charge from the pump repair agency.
An additional 0.2 hour administrative allowance will be paid on warranty claims when diesel pumps are repaired by an authorized pump repair service agency. The additional administrative allowance is to be added to the published time allowance.
A SPECIAL WARRANTY REPAIR CLAIM (FORM 7221 BUICK) MUST BE COMPLETED AND SUBMITTED WITH THE INOPERATIVE UNIT TO THE AUTHORIZED PUMP REPAIR SERVICE AGENCY. AN EXAMPLE OF THIS FORM IS SHOWN ON PACE 4.
It is essential that careful and thorough diagnosis of the injection pump be made by the dealer technician before removal. Accurate diagnosis will prevent tying up the owner's car unnecessarily and eliminate shipping and handling expense of sending the injection pump to an authorized pump repair service agency when no defects are present in the units.
All dealers have been supplied with special shipping cartons which will protect the injection pump from shipping damage. Follow packaging instructions on the shipping carton. Additional cartons are available through authorized pump repair service agencies.
Make sure that all possible fuel is drained from the units before packaging. Install caps to prevent foreign material from entering the parts. The pump must also be placed in the plastic bag contained in the carton for additional protection againat fuel spillage. Place the pink, blue and white copies of Form 7221 BUICK in the carton and ship the unit PRE-PAID to the nearest pump repair agency.
The shipping charges are to be submitted to Buick on the warranty claim invoice in the "Sublet Dealer Material Towing" column. The repaired or exchange unit will be shipped to the dealer "pre-paid" by the pump repair agency.
Injection pumps which are damaged or stolen from the car during transit must be handled on a Transportation Claim (Form 3098 BUICK). New injection pumps are available through WDDGM for this purpose.
INSTRUCTIONS FOR COMPLETION OF FORM 7221 BUICK
ALL ENTRIES MADE ON THIS FORM (EXCEPT THE DEALER SIGNATURE) MUST BE TYPED.
ITEM 1 - R.O. NUMBER AND R.O. DATE - The Repair Order Number and Repair Order Date must be typed in the appropriate spaces.
ITEM 2 - VEHICLE IDENTIFICATION NUMBER - The complete vehicle I.D. Number must be typed in this space.
ITEM 3 - DELIVERY DATE AND MILEAGE - Vehicle in-service date and mileage at time of repair must be typed in.
ITEM 4 - COMPLETE OWNER INFORMATION - Complete owner name is to be typed in this area.
ITEM 5 - DEALER FIRM NAME AND DEALER CODE - Complete dealer firm name and address including zip code, plus the five (5) digit dealer code, must be typed in.
ITEM 6 - EXTENDED WARRANTY - If the vehicle is covered under the Optional Warranty Extension, and the owner has the Extension Validation Form S-745, type an X in this box. Include time limit and mileage limit. A copy of the validation form must accompany this form when submitted to the pump repair service agency.
ITEM 7 - INJECTION PUMP MODEL AND SERIAL NUMBERS - This information is found on the pump data plate.
ITEM 8 - TROUBLE SHOOTING GUIDE AND DEALER COMMENTS - Indicate the condition and explain in the comments section.
ITEM 9 - DISTRIBUTION: Yellow - Dealer Copy, White, Blue and Pink - send with part to pump repair service agency, Pink Copy - Completed by pump repair service agency and returned to dealer for GM Division scrap copy.
