--------- General Motors of Canada has determined that some 1986 Regal and Cutlass Supreme models equipped with the hatchroof have been assembled with shoulder belts which fail to conform to the requirements of Federal Motor Vehicle Safety Standard 210 "Seat Belt Assembly Anchorages". The left-hand (driver's) side shoulder belt on some of these vehicles may have the belt anchor plate located upside down in the lock pillar so that the unthreaded slot of the plate is aligned witn the hole in the lock pillar. This resulted in the shoulder belt anchor bolt being driven into the slot instead of the threaded hole of the anchor plate. In the event of a vehicle crash, the belt anchor bolt may pull loose from the anchor plate, which could increase the likelihood of injury to the seat occupant.
Dealers are to inspect the shoulder belt anchor plate on vehicles involved to determine if it was correctly installed. If required, an anchor plate reinforcement assembly, special washer and new anchor bolt are to be installed as instructed in the technical procedure of this bulletin.
Certain 1986 Regal and Cutlass Supreme models equipped with the hatchroof option CC1 within the following serial numbers:

All affected vehicles have been identified by the VIN listing provided to involved Dealers with this bulletin. Any Dealer not receiving a listing was not shipped any of the affected vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your Dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the Dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.
One of Kit #728552 will be sent to affected Dealers for each vehicle appearing on his VIN listing. Kit includes:
1 - Anchor Plate Reinforcement
1 - Special Washer
1 - Shoulder Belt Anchor Bolt
2 - Pop Rivets (1/8" x 5/16")
If inspection indicates the repair kit is not required, forward the unused kit to your Zone Office.
Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card or RAPID terminal transmission in accordance with the following:

Time allowance includes 0.1 hour for Dealer administrative detail associated with this campaign. Parts credit will be $3.00.
Only the left-hand (driver's side) shoulder belt anchor bolt is involved in this campaign procedure.
A. Inspection
1. Remove guide loop cover, shoulder belt anchor bolt and guide loop (Figure 1).
2. Check for presence of a round threaded hole inside center pillar. Reinstall bolt and check that a torque of 35-48 N.m (26-35 lb. ft.) can be achieved.
3. If Step 2 is satisfactory - NO REPAIR NEEDED. Reassemble reverse of removal, torque bolt to specification above, and install a campaign identification label.
4. If inspection shows a slot with threads formed on the side walls of the slot - INSTALLATION OF REPAIR KIT WILL BE REQUIRED (Part B of procedure).
B. Repair Kit Installation Procedure
1. Remove or Disconnect
a. Roof panel opening rear garnish molding (Figure 2), lock pillar trim molding (Figure 3), and back window upper garnish molding (Figure 4).
b. Rear quarter upper trim panel (Figure 5). Compress seatback cushion to remove rear screw.
2. Enlarge left-hand shoulder belt anchor bolt hole using appropriate file. Do not attempt to drill out hole because damage may occur to body outer metal as bit drags through hole.
3. Using parts furnished in the 728552 repair kit:
a. Install anchor plate reinforcement assembly (Figure 6) and secure with special washer and new shoulder belt anchor bolt.
b. Drill two ( 2 ) 1/8" ho les in pillar and reinforcement (Figure 6). Rivet anchor plate in place, using furnished pop rivets.
c. Tape, cement, or otherwise secure special washer in place and remove anchor bolt.
4. Reinstall trim, insert furnished bolt through belt guide loop, and install bolt, torquing to 35-48 N.m (26-35 lb. ft.).
5. Install belt guide loop cover and a Campaign Identification Label.
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

To prevent this condition from occurring, please contact your GM Dealer to arrange a service date to have your vehicle inspected. Your Dealer will check the shoulder belt anchor bolt attachment. If necessary, a bolt anchor plate reinforcement and new bolt will be installed. This service will be completed at no charge.
Instructions for making this correction have been sent to your GM Dealer. The labour time to check the shoulder belt bolt attachment is approximately 10 minutes. If repair is necessary, it will take about 40 minutes more. Please ask your Dealer if you wish to know how much additional time will be necessary to process your vehicle.
This letter identifies your vehicle. Presentation of this letter to your Dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.
