Some 1988-89 Regals assembled prior to the VIN breakpoint, indicated above, may exhibit a whistling noise coming from the rear of the vehicle when the tank pressure control valve is venting to the carbon canister.
This noise condition is most apparent from outside the vehicle with the engine shut off after operation at higher ambient temperatures.
In diagnosing this condition, if the noise is eliminated by removal of the fuel tank filler cap, the vehicle may be repaired by installation of fuel tank sender, Part Number 25026737, and vapor carbon canister, Part Number 17089089, following applicable shop manual procedures.
Parts are currently available from GMSPO.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
