RADIO AND/OR TAPE PLAYER REMAINS ON
General Motors has determined that some 1986 Rivieras may have been assembled with radios and tape players that will not completely turn off.The presence of the following symptoms may be experienced when the radio is turned off:
o The radio has minimum volume and background noise.
o The antenna remains fully or partially extended.
o Audio is slight and graphic control center display is blank.
o If the tape player is being used, the motor will continue to run, but the sound is reduced to a minimum volume.
To correct this condition, dealers are to replace the radio chassis and tape player on vehicles involved.
Whenever possible, the replacement radio chassis and tape player should be obtained PRIOR TO THE CUSTOMER BRINGING THEIR VEHICLE IN TO YOUR DEALERSHIP FOR THIS CORRECTION. Refer to the Parts information of this bulletin for specific details.
The 1986 Rivieras requiring replacement of the radio chassis and tape player are as follows:
o All Rivieras equipped with UT7 and UX1 radio option order codes with VIN's GU400001 through and Including GU401526.
o All Rivieras equipped with UM7 radios with VINS GU400001 through and including GU401958 (Rivieras with VIN's higher than GU401526 do not require replacement of the tape player).
If your dealership has vehicles involved in this campaign, you will receive the following items:
o Listing of all vehicles involved in this Campaign shipped to your dealership.
o One Campaign Identification Label for each vehicle.
Involved vehicles have been identified by Vehicle Identification Number computer listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow up with owners involved in this campaign.
These listings may contain owners' names and addresses obtained from State Motor Vehicle Registration records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO YOUR NEW OR USED VEHICLE INVENTORY, OR IT IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, YOU SHOULD TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE RESELLING OR RELEASING THE VEHICLE.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
Owners of vehicles involved in this campaign will be notified by Buick Motor Division (see copy of owner letter included with this bulletin).
Dealers are to use the Dealer Communication System (D.C.S.) to provide Buick Motor Division with subsequent Buick owner information. By reporting a change of owner name or address of a vehicle in campaign status over the D.C.S., the need to send a C.V.A.R. FORM FOR THAT VEHICLE IS ELIMINATED.
Terminal input instructions are covered in the D.C.S. Manual under Section 9, Page 9-J01A and B.
THE OWNER NOTIFICATION LETTER ASKS THE OWNER TO CONTACT HIS BUICK DEALER AND ARRANGE A SERVICE DATE TO ENSURE THAT A REPLACEMENT RADIO CHASSIS, AND IF EQUIPPED, A TAPE PLAYER WILL BE AVAILABLE FOR INSTALLATION AT THE TIME THE VEHICLE IS TAKEN TO THE DEALER FOR CORRECTION.
1. Determine the type of radio system the vehicle is equipped with. Refer to Radio Identification Procedure in this bulletin.
2. Contact the local AC/Delco Service Center identified by an "EX" in the SD- 2 directory. (Refer to Dealer Service Bulletin 86-9-1 dated October, 1985, entitled AC/Delco Radio Repair.
3. Advise the AC/Delco, Service Center that you are contacting them regarding Buick Campaign 86-C-7, and provide them with the following information:
A. Dealer's firm name and address.
B. Type of radio system vehicle is equipped with: UM7, UX1, or UT7; and if tape player is required.
C. The name of the vehicle owner.
The AC/Delco service center will supply the required radio system component(s) at no charge, along with instructions for returning the removed unit(s).
If there is a problem obtaining replacement units from the AC/Delco Service Center, contact Dial Delco at 1-800-428-0501 (or in Indiana 1-800-380-0531) or assistance.
4. WHEN THE RADIO SYSTEM COMPONENTS ARE RECEIVED, THE OWNER SHOULD BE CONTACTED AND A MUTUALLY SATISFACTORY SERVICE DATE ESTABLISHED.
There are three (3) different radios used in vehicles involved in this campaign, which are as follows:

UT7 Delco GM/Bose Radio and Tape Player (A vehicle with UM7 radio system does not have a tape player unless it also has order code U56 - Tape Player Option)
To determine what radio option a specific vehicle is equipped with, refer to your vehicle printout furnished with this campaign. The letter listed to the right of the "Campaign ID" number will identify the radio option vehicle is equipped with, as shown below:
86-CO7 A = UM7 Only (No Tape Player) 86-CO7 B = UM7 and U56 86-CO7 C = UX1 86-CO7 D = UT7
In the event you are contacted by an owner involved in this campaign, whose name does not appear on your vehicle listing, one of the following steps can be used for radio type identification.
o Physically inspect the radio tone page on the vehicles CRT. Refer to Figure 1.
o Inspect the vehicles Service Parts Identification label located inside trunk lid for radio sales code.
1. Disconnect negative battery cable.
2. Radio chassis removal.
a. Remove shift control lever handle - Figure 2, View A.
b. Remove shift indicator.
c. Remove rear console center arm rest.
d. Remove four (4) screws retaining rear console cover and remove cover.
e. Disconnect wiring connectors and antenna lead from radio chassis, Figure 3.
f. Remove radio bracket retainers, bracket, and radio chassis.
3. Tape player removed and replaced, if required:
a. Remove the accessory trim plate around tape player.
b. Remove the screws retaining tape player right and left brackets to front console, Figure 4.
c. Remove tape player from console and remove brackets from player.
d. Reinstall tape player by reversing removal procedure, being sure player is properly engaged with wiring connectors.
4. Reinstall radio chassis by reversing removal procedure, being sure all wiring connections are properly made.
5. Connect battery cable and check operation of radio and tape player.
6. Install a Campaign Identification Label. Each vehicle label modified in accordance with the instruction outlined in this procedure will require a Campaign Identification Label. Each label provides a space to include the campaign number, the five (5) digit dealer code of the dealer performing the campaign service, and the date vehicle was campaigned. This information may be inserted with a typewriter or ballpoint pen. When installing label, clean the surface of the radiator upper mounting panel and apply the campaign label where it is readily visible.

To correct this condition on your vehicle, the radio and tape player, if so equipped, will be replaced. This service will be performed for you at no charge.
Instructions for this service have been sent to your Buick Dealer. It is recommended that you contact your dealer so arrangements can be made to have replacement parts available when you bring your vehicle into the dealership for this service. The labor time to remove and replace the radio is approximately 30 minutes. If your vehicle is also equipped with a tape player, the labor time to remove and replace both of these units will be approximately one hour. Please ask your dealer if you wish to know how much additional time will be needed to process your vehicle.
The enclosed owner reply card identifies your vehicle. Presentation of this card to your dealer will assist them in making the necessary correction to your vehicle in the shortest possible time.
