PRODUCT SAFETY CAMPAIGN
The Highway Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.
If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.
To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the divisional letter that is being sent to customers, the customers are being instructed to contact the appropriate Customer Assistance Center if their dealer does not remedy the condition within five (5) days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed on how to contact the National Highway Traffic Safety Administration.
DEFECT INVOLVED
General Motors has decided that a defect which relates to motor vehicle safety exists In certain 1992 Buick Roadmaster, Chevrolet Caprice and Oldsmobile Custom Cruiser model vehicles located in the following 14 corrosion states:
Connecticut Massachusetts New York Vermont Illinois Michigan Ohio Wisconsin Indiana New Hampshire Pennsylvania Maine New Jersey Rhode Island
These vehicles may exhibit a condition in which certain ABS brake pressure modulator valves (BPMV) may corrode and result in a brake fluid leak. Brake fluid leakage could reduce brake effectiveness and increase stopping distances. Partial loss of braking at a time when minimum stopping distance is required, could result in a vehicle crash without prior warning.
To prevent the possibility of this condition occurring, dealers are to inspect to determine the BPMV type and if necessary install a repair kit to the BPMV which will prevent the condition from occurring in the future.

Involved vehicles have been identified by Vehicle Identification Number. Computer listings containing the complete Vehicle Identification Number, customer name and address data have been prepared, and are being furnished to involved dealers with the campaign bulletin. The customer name and address data furnished will enable dealers to follow-up with customers involved in this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
These dealer listings may contain customer names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.
PARTS INFORMATION
An initial supply of plug kits, equivalent to 20% of involved vehicles, will be pre- shipped to involved dealers of record. This pre-shipment will occur late in the week of February 9, 1998. Pre-shipped parts will be charged to dealer's open parts account.
Additional parts, if required, are to be obtained from General Motors Service Parts Operations (GMSPO). Please refer to your "involved vehicles listing" prior to ordering requirements. Normal orders should be placed on a DRO = Daily Replenishment Order. An emergency requirement should be ordered on a CSO Customer Special Order.

CUSTOMER NOTIFICATION
Customers will be notified of this campaign on their vehicles by General Motors (see copy of typical customer letter included with this bulletin - actual divisional letter may vary slightly).
DEALER CAMPAIGN RESPONSIBILITY
All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before customers take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the appropriate divisional customer letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
SPECIAL TOOL
During the week of January 26, 1998, each dealer located in the 14 corrosion states was shipped two (2) Plug Removal Tools, J-43114, for use in this campaign. Also, each dealer located outside the 14 corrosion states will be shipped one (1) Plug Removal Tool, J-43114. These tools are being furnished at no charge. Additional tools, if required, may be purchased by contacting Kent-Moore Tools at 1-800-345-2233.
SERVICE PROCEDURE
INSPECTION PROCEDURE
1. Raise Hood.
2. Using a flashlight and mirror, determine the type of brake pressure modulator valve (BPMV) installed. The BPMV is located at the front left corner of the engine compartment below the upper radiator hose and against the left fender skirt.
- If an early design BPMV is installed (Figure 1 below), the repair procedure below DOES NOT need to be performed. Proceed to Step 26.
-OR-
- If a later design BPMV is installed (Figure 2 below), the repair procedure WILL need to be performed. Proceed to Step 2.
REPAIR PROCEDURE
Repair To Be Performed On Both Left (Driver) and Right (Passenger) Side Retaining Screw Plugs
- DO NOT APPLY THE BRAKE PEDAL AT ANY TIME DURING THE REPAIR PROCEDURE. DAMAGE TO THE ABS MODULATOR AND DEGRADATION OF THE BRAKE SYSTEM PERFORMANCE WILL RESULT.
- CAREFULLY READ AND UNDERSTAND THE FOLLOWING INSTRUCTIONS COMPLETELY PRIOR TO BEGINNING THE REPAIR PROCEDURE.
3. Remove air intake snorkel.
4. Remove upper radiator shroud.
5. Raise and properly support vehicle.
6. Remove left (driver's side) front wheel and tire assembly.
7. Reposition inner wheel well liner upward to allow sufficient access to retaining plug. Use gloved hand or large channel lock pliers to reposition inner wheel well liner.
- DO NOT APPLY CLEANING SOLUTIONS TO BPMV. THE CLEANING PROCEDURE MUST BE CONDUCTED "DRY".
- CARE MUST BE TAKEN NOT TO DEEPLY SCRAPE OR SCORE THE ALUMINUM MATERIAL FROM THE PUMP BODIES DURING THE CLEANING PROCESS; THEREFORE, DO NOT EXERT EXCESSIVE FORCE ON THE CLEANING BRUSH.
- DO NOT USE RIGID OR SHARP TOOLS (PICK, SCREWDRIVER, ETC.) TO PERFORM THE CLEANING PROCEDURE.
8. Using cleaning brush included with service repair kit and a low speed drill (under 1800 RPM), clean the area inside the retaining screw plug and around the outside threads of plug. Refer to Figure 2, Page 4 for location of retaining screw plugs. Also, clean the interface (Figure 3, page 6) between the retaining screw plugs and the BPMV housing.
9. Using an air nozzle (blowgun), while wearing eye protection, blow out all loose debris from the inside of both retaining screw plugs.
10. Examine the area inside both retaining screw plugs to ensure corrosion and debris has been completely removed. If debris still exists, repeat steps 8 through 10.
Avoid applying excessive force to remove the retaining screw plugs as this may deform the brake lines or the BPMV bracket. If a high degree of force is required, counteract the applied torque by utilizing a "crow's foot' and an appropriate breaker bar In the rear of the BPMV to hold the modulator in place.
11. Using Kent-Moore tool J-43114 for an octagonal screw plug (or a 10mm hexagonal driver for a hexagonal screw plug) carefully remove both retaining screw plugs from BPMV (retaining screw plugs will not be reused).
- DO NOT APPLY THE BRAKE PEDAL WITH THE RETAINING SCREW PLUGS REMOVED. DAMAGE TO THE BPMV AND DEGRADATION OF THE BRAKE SYSTEM PERFORMANCE WILL RESULT.
- DO NOT ATTEMPT TO REMOVE PUMP ELEMENT FROM THE BPMV HOUSING.
- DO NOT PERFORM FURTHER BRUSH/DRILL CLEANING OF THE PUMPBODY WITH RETAINING SCREW PLUGS REMOVED.
- DO NOT USE AN AIR NOZZLE (BLOWGUN) TO REMOVE DEBRIS FROM THE PUMPBODY AREA WITH THE SCREW PLUGS REMOVED AS THE DEBRIS MAY BECOME LODGED IN THE SEALING AREA (NOT VISIBLE) OF THE PUMP ELEMENT.
- DO NOT SPRAY OR APPLY LUBRICANTS/CLEANING FLUIDS IN THE PUMP ELEMENT AREA.
12. Use a shop vacuum to remove any debris left inside the retaining plug holes.
13. Examine the area around the pumpbody (Figure 3, page 6) and the threaded areas of the ABS modulator housing to ensure corrosion and debris has been completely removed. If debris still exists, repeat the vacuum procedure.
14. Install new seal ring (included in service repair kit) in each retaining plug hole.
IMPORTANT!
ENSURE SEAL RINGS REST FLUSH ON PUMPBODY.
15. Install new retaining screw plugs (included in service repair kit).
16. Using Kent Moore tool J-43114 for an octagonal plug tighten retaining screw plugs to 25 Nm (1 8 lb. ft.).
17. Reform inner fender skirt (wheel well) to original position.
18. Using torque stick and star pattern, reinstall left front wheel and properly torque wheel lug nuts to 140 Nm (100 lb. ft.).
19. Lower vehicle.
20. Install upper radiator shroud.
21. Install air intake snorkel.
22. Inspect brake lines and connections to verify that no leaks exist.
23. Close hood.
24. Drive vehicle above 6 MPH (10 KPH) and verify no DTC sets.
25. Install GM Campaign Identification Label.
CAMPAIGN IDENTIFICATION LABEL
Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in by the customer for periodic servicing. When Installing the Campaign Identification Label, be sure to pull the tab to allow adhesion of the clear protective covering. Additional Campaign Identification Labels can be obtained from VISPAC Incorporated by calling 1-800-269-5100 (Monday-Friday, 8:00 a.m. to 4:30 p.m. EST). Ask for Item Number S-1015 when ordering.
Apply the "Campaign Identification Label" only on a clean, dry surface.

REIMBURSEMENT
If a customer has previously experienced a brake fluid leak from the BPMV and paid to have it repaired, they may request reimbursement for the portion of that repair for which they paid.
When a customer requests reimbursement, they must provide the following:
- Proof of ownership at time of repair.
- Original paid receipt confirming the amount of unreimbursed repair expense(s), a description of the repair, and the person or entity performing the repair.
Claims for customer reimbursement on previously paid repairs are to be submitted as required by WINS.

How Long Will The Repair Take? The length of time required to perform this service correction is approximately 1 hour. Additional time may be required to schedule and process your vehicle. If your dealer has a large number of vehicles awaiting service, this additional time may be significant. Please ask your dealer if you wish to know how much additional time will be needed.
Request For Reimbursement: If you have already experienced a brake fluid leak from the BPMV and paid to have it repaired, you may request reimbursement through your dealer. When doing so you should present the dealer with documentation which reasonably confirms the amount of unreimbursed repair expense, the date of the repair and the person or entity performing the repair.
When you make your reimbursement request, your vehicle will still require an inspection to determine if the BPMV that is currently present requires the repair kit. If the BPMV does require the repair kit, service time to perform the kit installation should be scheduled. If the current BPMV is a model which does not require the repair kit, no further action will be necessary. In either case, you may request reimbursement for the prior repair.
Contacting Your Dealer: Please contact your dealer as soon as possible to arrange a service date. Parts are available and instructions for making this correction have been sent to your dealer.

- DO NOT ATTEMPT TO REMOVE PUMP ELEMENT FROM THE BPMV HOUSING.
- DO NOT PERFORM FURTHER BRUSH/DRILL CLEANING OF THE PUMP BODY WITH RETAINING SCREW PLUGS REMOVED.
- DO NOT USE AN AIR NOZZLE (BLOWGUN) TO REMOVE DEBRIS FROM THE PUMP BODY AREA WITH THE SCREW PLUGS REMOVED AS THE DEBRIS MAY BECOME LODGED IN THE SEALING AREA (NOT VISIBLE) OF THE PUMP ELEMENT.
- DO NOT SPRAY OR APPLY LUBRICANTS/CLEANING FLUIDS IN THE PUMP ELEMENT AREA.
12. Use a shop vacuum to remove any debris left inside the retaining plug holes.
13. Examine the area around the pump body (Figure 3, Page 5) and the threaded areas of tile ABS Modulator housing to ensure corrosion and debris have been completely removed. If debris still exists, repeat the vacuum procedure.
14. Install new seal ring (included in service repair kit) in each retaining plug hole.
IMPORTANT!
- ENSURE SEAL RINGS REST FLUSH ON PUMP BODY.
15. Install new retaining screw plugs (included in service repair kit).
16. Using Kent-Moore tool J43114 for an octagonal plug, tighten retaining screw plugs to 25 N-m (18 lb. ft.).
17. Reform inner fender skirt (wheel well) to original position.
18. Using torque stick and star pattern, reinstall left front wheel and properly torque wheel lug nuts to 140 N-m (1 00 lb. ft.).
19. Lower vehicle.
20. Install upper radiator shroud.
21. Install air intake snorkel.
22. Inspect brake lines and connections to verify that no leaks exist.
23. Close hood.
24. Drive vehicle above 10 KPH (6 MPH) and verify no DTC sets.
25. Install Campaign Identification Label.
CAMPAIGN IDENTIFICATION LABEL
Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label." Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in by the customer for periodic servicing. Additional Campaign Identification Labels can be obtained from DGN by calling 1-800-668-5539 (Monday-Friday, 8:00 a.m. to 5:00 p.m. EST). Ask for Item Number GMP 91 when ordering. Apply the "Campaign Identification Label" only on a clean, dry surface.

CUSTOMER REIMBURSEMENT
If a customer has previously experienced a brake fluid leak from the BPMV and paid to have it repaired, they may request reimbursement for the portion of that repair for which they paid. Consideration for reimbursement will be allowed only if genuine General Motors parts were used. The amount to be reimbursed will be limited to the amount the repair would have cost if completed by an authorized General Motors dealer.
When a customer requests reimbursement, they must provide the following:
- Proof of ownership at time of repair.
- Original paid receipt confirming the amount of unreimbursed repair expense(s), a description of the repair, and the person or entity performing the repair.
Claims for customer reimbursement on previously paid repairs are to be submitted, according to the Parts and Labour Claim Information. Use T2328 labour operation and list all owner expenses concerning previous repairs in the "Net Item" column of the warranty claim.

Dear General Motors Customer:
General Motors of Canada Limited has decided that a defect which relates to motor vehicle safety exists in certain 1992 Buick Roadmaster, Chevrolet Caprice and Oldsmobile Custom Cruiser model vehicles. These vehicles may exhibit a condition in which certain ABS brake pressure valve (BPMV) modulator may corrode and result in a brake leak. Brake fluid leakage could reduce brake effectiveness and increase stopping distances. Partial loss of braking at a time when minimum stopping distance is required, could result in a vehicle crash without prior warning.
To prevent the possibility of this condition occurring, your GM dealer will inspect to determine the BPMV type and, if necessary, install a repair kit to the BPMV which will prevent the condition from occurring in the future.
If you have already experienced a brake fluid leak from the BPMV and paid to have it repaired, you may request reimbursement through your dealer. When doing so you should present the dealer with documentation which reasonably confirms the amount of unreimbursed repair expense, the date of the repair and the person or entity performing the repair.
When you make your reimbursement request, your vehicle will still require an inspection to determine if the BPMV, that is currently present, requires the repair kit. If the BPMV does require the repair kit, service time to perform the kit installation should be scheduled. If the current BPMV is a model which does not require the repair kit, no further action will be necessary. In either case, you may request reimbursement for the prior repair.
This service will be provided for you at no charge.
Please contact your GM dealer as soon as possible to arrange a service date.
If parts are required, ask your dealer for details regarding their availability. If parts are not in stock, they can be ordered before scheduling your service date.
This letter identifies your vehicle. Presentation of this letter to your dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.
