CAMPAIGN: PRODUCT SAFETY FRONT FUEL FEED HOSE ASSEMBLY

SUBJECT: FRONT FUEL FEED HOSE ASSEMBLY

MODELS AFFECTED: CERTAIN 1988 AND 1989 SKYLARKS WITH QUAD 4 ENGINES (RPO LD2; VIN CODE D)

NOTICE:

SAFETY RECALL 89-C-9 HAS BEEN EXPANDED (SEE REVISED "VEHICLES INVOLVED" SECTION). ALSO,AN "IMPORTANT" NOTE HAS BEEN ADDED TO THE SERVICE PROCEDURE AT STEP 5 AND THE PARTS INFORMATION FOR O-RINGS AND RETAINERS HAS BEEN REVISED. THIS BULLETIN CANCELS AND SUPERSEDES PRODUCT CAMPAIGN BULLETIN 89-C-9 WHICH SHOULD BE DISCARDED.

The National Traffic and Motor Vehicle Safety Act, as amended provides that each vehicle which is subject to a recall campaign of this type, must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price, less a reasonable allowance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the letter which is being sent to owners, the owners are being instructed to contact the Buick Customer Assistance Center if their dealer does not remedy the condition within five (5) days of the agreed service date. If the condition is not remedied within a reasonable time, the owners are instructed on how to contact the National Highway Traffic Safety Administration.

CONDITION:

General Motors has determined that a defect which relates to motor vehicle safety exists in some 1988 and 1989 Buick Skylark model vehicles equipped with Quad 4 engines (RPO LD2; VIN Code "D"). The Front Fuel Feed Hose Assembly could crack or separate at the coupling on the engine end of the hose assembly, allowing fuel to leak into the underhood area. Under certain circumstances, this could result in an underhood fire.

DEALER ACTION

To prevent this condition from occurring, dealers are to inspect and if required, replace the Front Fuel Feed Hose Assembly on involved vehicles at no charge to the owners.

VEHICLES INVOLVED

Some 1988 and 1989 Buick Skylark vehicles equipped with Quad 4 engines (RPO LD2; VIN Code "D") within the expanded VIN breakpoints listed below:

In those cases where P/N 24570910 hose is known to have been used for a prior warranty replacement of the Front Fuel Feed Hose Assembly, VINs have been deleted from the dealers' campaign printouts. Involved vehicles repaired for the above described condition prior to this campaign will still require correction if a P/N 24570910 hose assembly was not used.

All vehicles which are listed on the dealers' campaign printout will require inspection/correction as outlined in the SERVICE PROCEDURE section of this bulletin.

Should a question arise concerning the campaign involvement of a specific vehicle(s) within the breakpoints listed above, dealers should access the Vehicle Information Service System (V.I.S.S) for verification.

DEALER CAMPAIGN RESPONSIBILITY

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new or used vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin.

In sumary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

DEALER MATERIAL

If your dealership has vehicles involved in this campaign, you will receive the following items.

- List of all vehicles involved in this campaign in campaign status, shipped to your dealership.

- One (1) Campaign Identification Label per vehicle involved.

Involved vehicles have been identified by Vehicle Identification Number computer listings. Computer listings contain the complete vehicle identification number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data will enable dealers to follow-up with owners involved in this campaign.

These computer listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.

OWNER NOTIFICATION

Owners of vehicles involved in this campaign will be notified by Buick Motor Division (see copy of owner letter included with this bulletin).

CHANGE OF OWNER INFORMATION

Dealers are to use the Dealer Communication System (DCS) to provide Buick Motor Division with subsequent Buick owner information. By reporting a change of owner name or address of a vehicle in campaign status over the DCS, the need to send a CVAR form for that vehicle is eliminated. Terminal input instructions are covered in the DCS Manual under Section 9, Page 9-J0lA and B.

PARTS INFORMATION

To ensure that the parts your dealership may require are obtained as soon as possible, order them from GM Service Parts Operation (GMSPO) on a C.I.O. order, with NO special instruction code, but order on an advise code (2). Use the following part number.

Part numbers are listed below for those rare cases in which 0-rings or retainers may be lost or damaged during removal of the fuel feed hose (all parts listed below are now available from GMSPO).

SERVICE PROCEDURE

1. Raise the hood. Examine the Front Fuel Feed Hose Assembly. If the hose assembly is a P/N 24570910 part, as shown in Figure 1, proceed directly to Step 9. Otherwise, proceed to Step 2.

2. Disconnect negative battery cable and remove fuel tank filler cap.

3. Relieve pressure in fuel system following instructions below:

CAUTION:

To reduce the risk of fire and personal injury, it is necessary to relieve fuel system pressure before servicing fuel system components, otherwise fuel spray could occur. Have a dry chemical (Class 8) fire extinguisher near the work area.

A. Connect fuel gage J 34430-1 or equivalent to fuel pressure connection. Wrap a shop cloth around fitting while connecting gage to collect fuel. Then place cloth in an approved container.

B. Install bleed hose into the approved container and open valve to bleed system pressure. Drain any fuel remaining in the gage into an approved container.

4. Disconnect Front Fuel Feed Hose at engine and body fuel feed pipes utilizing a backup wrench on fittings. Take care not to lose the seal and washer at the fuel rail. Remove bolt and pipe clamp on engine.

5. Examine the 0-ring seal and the white plastic (washer) retainer in the end of the fuel rail; determine that they are undamaged and in proper position for reuse. Examine the 0-ring on the body fuel feed pipe, making sure 0-ring is in proper position and undamaged for reuse. See Figure 2.

IMPORTANT: When the Front Fuel Feed hose/pipe fitting is disconnected at the Fuel Rail, there are two ways in which the retainer (white plastic washer) may be moved out of position: If the pipe is cocked while being withdrawn from the fuel rail, the retainer may be cocked or pulled slightly out. Also, the weight of the fuel in the fuel rail may push the retainer out of position when the fuel feed hose/pipe is withdrawn. If the new Front Fuel Feed Hose is installed without first ensuring the retainer is correctly positioned (square and fully seated), the connection may leak.

6. Obtain new Front Fuel Feed Hose (Service P/N 24570910). Install the new Front Fuel Feed Hose to the engine fuel rail and to the body fuel feed pipe fitting, ensuring hose is not kinked or twisted. Torque the pipe nut at the fuel rail to 30 N.m (22 lbs.ft.) and the hose fitting at the body pipe to 27 N.m (20 lbs.ft.), utilizing a backup wrench on fittings. Reinstall bolt and pipe clamp, torquing bolt to 12 N.m (106 lbs.in.). Ensure that there is at least 13 mm (112 inch) clearance between the fuel feed hose and any sharp edges. Do likewise for the fuel return hose assembly.

7. Reinstall fuel tank filler cap and reconnect the negative battery cable. Advise owner that battery has been disconnected and radio and clock memory may have been lost.

8. Start engine and check for possible fuel leaks and correct as required. Also check the fuel pressure connection for leaks.

9. Install a Campaign Identification Label for 89-C-gA.

CAMPAIGN IDENTIFICATION LABEL

Each digit provides a space to include the campaign number, the five (5) digit dealer code of the dealer performing the campaign service, and the date vehicle was campaigned. This information may be inserted with a typewriter or ballpoint pen. When installing label, clean the surface of the radiator support, and apply the campaign label where it is readily visible.

DISPOSITION OF PARTS

Replaced parts must be held for disposition by Buick Zone/Branch contact personnel. Parts must have a claim tag attached showing the repair order and the VIN of the vehicle from which they were removed.

REASON FOR RECALL

Under certain circumstances, this could result in an underhood fire.

WHAT WE WILL DO

To prevent this condition from occurring on your vehicle, we will inspect and, if require, replace the hose assembly. This service will be completed for you at no charge.

WHAT YOU SHOULD DO

Please contact your Buick dealer as soon as possible to arrange a service date. Instructions have been sent to your dealer and parts are available. Please ask your dealer if you wish an estimate of the total time needed to schedule, process and return your vehicle. Included in this time would be about twenty (20) minutes for a technician to perform the work required.

Even if you believe your vehicle was previously repaired for the above described condition, please contact your dealer. Your dealer may need to inspect your vehicle to ensure it has the correct part installed.

Your Buick dealer is best equipped to provide service to ensure your vehicle is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date, and he does not remedy this condition on that date, or within five days, we recommend you contact the Buick Customer Assistance Center, Flint Home Office, by calling 800-521-7300.

After contacting your dealer and the Buick Home Office, if you are still not satisfied that we have done our best to remedy this condition without charge, within a reasonable time, you may wish to write the Administrator, National Highway Traffic Safety Administration, 400 Seventh Street, S.W., Washington, DC 20590, or call 800-424-9393 (Washington, DC residents use 366-0123).

The enclosed Owner Reply Card identifies your vehicle. Presentation of the card to your dealer will assist in making the correction in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage-paid Owner Reply Card and returning it to us.
