CAMPAIGN: PARK-LOCK SYSTEM INOP (ADJUST PARK-LOCK CABLE)

THIS NOTICE IS SENT TO YOU IN ACCORDANCE WITH THE REQUIREMENTS OF THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT.

CONDITION:

GENERAL MOTORS HAS DETERMINED THAT A DEFECT WHICH RELATES TO MOTOR VEHICLE SAFETY EXISTS IN CERTAIN 1992 BUICK SKYLARK SEDAN MODELS EQUIPPED WITH COLUMN SHIFT. THESE VEHICLES MAY EXHIBIT A CONDITION IN WHICH THE PARK LOCK SYSTEM DOES NOT FUNCTION PROPERLY, DUE TO MIS-ADJUSTMENT OF THE PARK LOCK CABLE. IT MAY BE POSSIBLE FOR THE STEERING COLUMN TO LOCK WHILE THE VEHICLE IS IN MOTION AND IN GEAR AFTER TURNING THE IGNITION TO THE OFF POSITION. IF THIS WERE TO OCCUR, THE DRIVER'S ABILITY TO CONTROL THE VEHICLE WOULD BE AFFECTED AND A VEHICLE CRASH COULD OCCUR WITHOUT PRIOR WARNING. ALSO, ONE OF THE TWO ANTI-THEFT FEATURES OF THE STEERING COLUMN LOCK MAY BE DISABLED RESULTING IN THE ABILITY TO SHIFT THE TRANSAXLE OUT OF PARK WITH THE IGNITION IN THE LOCK POSITION AND THE KEY REMOVED FROM THE LOCK CYLINDER.

DEALER ACTION:

TO PREVENT THIS CONDITION FROM OCCURRING, DEALERS ARE TO ADJUST THE PARK LOCK CABLE, AND RE-ROUTE AND RESTRAIN THE BRAKE TRANSMISSION SHIFT INTERLOCK (BTSI) HARNESS AND CONNECTOR.

INVOLVED ARE CERTAIN 1992 BUICK SKYLARK SEDAN MODELS BUILT WITHIN THE FOLLOWING VIN BREAKPOINTS:

INVOLVED VEHICLES HAVE BEEN IDENTIFIED BY VEHICLE IDENTIFICATION NUMBER COMPUTER LISTINGS. COMPUTER LISTINGS CONTAINING COMPLETE VEHICLE IDENTIFICATION NUMBER ARE FURNISHED TO INVOLVED DEALERS WITH THE CAMPAIGN BULLETIN.

OWNER NOTIFICATION:

DCS MESSAGE 92-02, DATED SEPTEMBER 19, 1991, WAS SENT TO ALL BUICK DEALERS WITH INSTRUCTIONS TO HOLD ALL SUSPECT VEHICLES UNTIL THE CAMPAIGN SERVICE PROCEDURE HAS BEEN PERFORMED. ALL SUSPECT VEHICLES MUST BE HELD AT DEALERS AND REPAIRED BEFORE OWNERS TAKE POSSESSION OF THESE VEHICLES. COMPLETION OF THIS CAMPAIGN LIFTS HOLD ON FIRST POPULATION OF VIN'S IN THE DCS MESSAGE. THERE WILL BE NO OWNER NOTIFICATION FROM BUICK.

DEALER CAMPAIGN RESPONSIBILITY:

IN THE UNLIKELY EVENT A VEHICLE HAS BEEN SOLD PRIOR TO RECEIVING DCS MESSAGE 92-02, THE OWNER SHOULD BE CONTACTED BY THE DEALER AND ARRANGEMENTS MADE TO MAKE THE REQUIRED CORRECTION ACCORDING TO INSTRUCTIONS CONTAINED IN THIS BULLETIN.

PARTS INFORMATION:

NO PARTS ARE REQUIRED.

SERVICE PROCEDURE:

1. PLACE STEERING WHEEL IN FULL UP TILT POSITION.

2. REMOVE THREE (3) HEX SCREWS FROM THE LH SIDE SOUND INSULATOR PANEL AND ALLOW THE REAR EDGE OF THE PANEL TO HANG DOWN. SEE FIGURE 1.

3. REMOVE TWO (2) HEX SCREWS FROM THE ALDL CONNECTOR AND ALLOW THE ALDL CONNECTOR TO HANG DOWN.

4. REMOVE THREE (3) HEX SCREWS FROM THE LOWER INSTRUMENT PANEL TRIM COVER. THIS PANEL IS INTERIOR TRIM COLOR. SEE FIGURE 2.

5. REMOVE FOUR (4) SCREWS FROM THE STEERING COLUMN LOWER COVER (BLACK PLASTIC). THE TWO (2) OUTER SCREWS ARE HEX SCREWS. THE TWO (2) INNER SCREWS ARE TORX SCREWS.

6. REMOVE THE STEERING COLUMN LOWER COVER.

7. ADJUST THE PARK-LOCK CABLE USING THE FOLLOWING PROCEDURE:

A. SHIFT INTO PARK, TURN IGNITION TO "OFF", AND REMOVE KEY. B. PUSH THE WHITE PARK LOCK ADJUSTER BUTTON AND HOLD IN. SEE FIGURE 3. C. WHILE HOLDING THE ADJUSTER BUTTON IN, PULL THE PARK LOCK CABLE HOUSING DOWNWARD AND AWAY FROM THE ADJUSTER. D. WHILE MAINTAINING TENSION ON THE PARK LOCK CABLE, RELEASE THE WHITE ADJUSTER BUTTON. E. RELEASE THE PARK LOCK CABLE.

8. OPEN THE RECTANGULAR STEERING COLUMN WIRING CONDUIT AND ROUTE THE BTSI LEAD INTO THIS CONDUIT (THE BTSI SWITCH HAD TWO (2) LEADS; ONE BLUE AND ONE PINK WITH BLACK SPIRAL STRIPS). SEE FIGURE 3. CLOSE THE CONDUIT. THE CONNECTOR AT THE END OF THE BTSI LEAD SHOULD NOW BE AT THE FORWARD END OF THE CONDUIT.

9. USING ELECTRICAL TAPE, SECURE ANY EXCESS BTSI WIRING TO THE MAIN WIRE BUNDLE COMING OUT OF THE CONDUIT. SEE FIGURE 3. MAKE SURE THAT THERE IS SUFFICIENT SLACK IN THE HARNESS BY MOVING THE STEERING COLUMN THROUGH ALL TILT POSITIONS AND CHECKING THE HARNESS FOR ANY PULLING CONDITIONS.

10. POSITION THE LOWER STEERING COLUMN COVER TO THE STEERING COLUMN. SEE FIGURE 2.

11. FINGER START THE TWO (2) HEX SCREWS AND THE TWO (2) TORX SCREWS.

12. TIGHTEN THE TWO (2) HEX SCREWS AND THEN THE TWO (2) TORX SCREWS.

13. POSITION THE LOWER STEERING COLUMN TRIM COVER (INTERIOR TRIM COLOR) AND ENGAGE THE TWO (2) RETAINING CLIPS TO THE LOWER I/P TRIM.

14. INSTALL THREE (3) SCREWS TO SECURE THE LOWER STEERING COLUMN TRIM COVER.

15. SECURE THE ALDL CONNECTOR TO THE LOWER STEERING COLUMN TRIM PANEL WITH TWO (2) SCREWS. SEE FIGURE 1.

16. SECURE THE LH LOWER SOUND INSULATOR IN POSITION WITH THREE (3) SCREWS. 17. CHECK FOR PROPER ADJUSTMENT OF THE PARK LOCK CABLE USING THE FOLLOWING PROCEDURE:

A. OPEN DRIVER'S DOOR AND KEEP OPEN. B. PLACE COLUMN IN FULL UP TILT POSITION. C. PLACE SHIFT LEVER IN PARK POSITION. D. TURN IGNITION KEY TO "LOCK" POSITION. E. SHIFT LEVER SHOULD NOT BE ABLE TO MOVE TO ANOTHER POSITION. KEY SHOULD BE REMOVABLE FROM COLUMN. F. TURN IGNITION KEY TO "RUN" POSITION. G. WITH BRAKE PEDAL NOT APPLIED, SHIFT LEVER SHOULD NOT BE ABLE TO MOVE TO ANOTHER POSITION. H. APPLY BRAKE PEDAL AND PLACE SHIFT LEVER TO "NEUTRAL" POSITION.

NOTE: SHIFT LEVER MUST BE ALL THE WAY INTO "PARK" WITH NO LOAD ON SHIFT LEVER BEFORE APPLYING BRAKES.

I. ATTEMPT TO TURN KEY BACK TO "LOCK" POSITION. KEY SHOULD NOT TURN TO LOCK OR BE REMOVABLE FROM COLUMN. LEAVE KEY IN "RUN" POSITION. J. RETURN SHIFT LEVER TO "PARK". K. ATTEMPT TO TURN KEY BACK TO "LOCK" POSITION. KEY SHOULD GO TO "LOCK" AND BE REMOVABLE FROM COLUMN (MAY FIRST NEED TO TURN KEY SLIGHTLY FORWARD). L. REMOVE KEY AND ASSURE KEY ALARM HAS STOPPED. M. REPEAT CHECK WITH COLUMN IN FULL DOWN TILT POSITION.

18. ALL OF THE ABOVE CHECKS MUST BE COMPLETED WITH CORRECT PERFORMANCE. IF THERE IS ANY PROBLEM WITH ANY OF THESE CHECKS, RE-ADJUST THE PARK LOCK CABLE AND REPEAT THE STEPS IN THE CHECK PROCEDURE.

19. INSTALL CAMPAIGN IDENTIFICATION LABEL.

CAMPAIGN IDENTIFICATION LABEL:

EACH VEHICLE CORRECTED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS BULLETIN WILL REQUIRE A "CAMPAIGN IDENTIFICATION LABEL". EACH LABEL PROVIDES A SPACE TO INCLUDE THE FIVE (5) DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR A BALL POINT PEN. EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN FOR PERIODIC SERVICING BY THE OWNER. APPLY "CAMPAIGN IDENTIFICATION LABEL" ONLY ON A CLEAN, DRY SURFACE.
