General Motors has determined that certain 1994 Buick Skylark model vehicles, equipped with a column mounted shift lever, may exhibit a condition where the Brake Transmission Shift Interlock (BTSI) solenoid becomes stuck in the engaged position and does not allow the transmission to shift out of park.
To prevent this condition from occurring, dealers will replace the BTSI solenoid on involved vehicles.
Involved are certain 1994 Buick Skylark model vehicles within the following ranges:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
Owners will be notified of this campaign on their vehicles by Buick Motor Division (see copy of owner letter included with this bulletin).
All unsold new vehicles in dealers' possession and subject to the campaign MUST be held and inspected/repaired per the service procedure of this campaign bulletin BEFORE owners take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
A pre-shipment will be sent to involved dealers April 13, 1994.
Pre-shipment will equal parts for 25% of the number of vehicles to be repaired (minimum of one based on dealer listing). Pre-shipment parts will be charged to the dealers open parts account.
Additional parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a "C.I.O." order with no special instruction code, but on an advise code (2).

BEFORE PROCEEDING, THE SUPPLEMENTAL INFLATABLE RESTRAINT (S.I.R.) SYSTEM MUST BE TEMPORARILY DISABLED FOLLOWING THE STEPS INCLUDED IN THIS SERVICE PROCEDURE. FAILURE TO FOLLOW PROCEDURES COULD RESULT IN POSSIBLE AIR BAG DEPLOYMENT, PERSONAL INJURY OR UNNEEDED S.I.R. SYSTEM REPAIRS.
1. Remove S.I.R. (Air Bag) fuse from I.P. fuse block.
2. Open "trap" door in lower left sound insulator panel to access the yellow, 2-way S.I.R. harness connector. Disconnect the 2-way S.I.R. harness
3. On vehicles equipped with tilt steering wheel, remove the tilt lever using a locking pliers.
4. Remove the upper and lower front steering column covers (5 screws).
5. Remove the steering column filler panel (3 screws).
6. Remove the B.T.S.I. solenoid (2 screws; 1 electrical connector).
7. Install new B.T.S.I. solenoid (1 electrical connector; 2 screws).
8. Before replacing the column covers, check for proper function of the park-lock system following the procedure on page 3F-4 of the service manual. If adjustment of the park-lock cable is required, follow the adjustment procedure on page 3F-6 of the service manual.
9. Install the steering column filler panel (3 screws).
10. Install the upper and lower front steering column covers (5 screws).
11. On vehicles equipped with tilt steering wheel, install the tilt lever. Tighten lever using a locking pliers with a spark plug boot or other protective material to prevent damage to the tilt lever.
12. Connect the yellow, 2-way S.I.R. wire harness connector. Close the sound insulator panel "trap" door.
13. Replace the S.I.R. (air bag) fuse in the I.P. fuse block.
14. Install campaign identification label.
Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label." Each label provides a space to include the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.
Apply "Campaign Identification Label" only on a clean, dry surface.
