CAMPAIGN:TRANSMISSION WILL NOT SHIFT OUT OF PARK

SUBJECT: TRANSMISSION SELECTOR WILL NOT SHIFT OUT OF PARK

Models: 1994 Buick Skylark

TO. ALL GENERAL MOTORS DEALERS

General Motors of Canada Limited has determined that certain 1994 Buick Skylark model vehicles, equipped with a column mounted shift lever, may exhibit a condition where the Brake Transmission Shift Interlock (BTSI) solenoid becomes stuck in the engaged position and does not allow the transmission to shift out of park.

To prevent this condition from occurring, dealers will replace the BTSI solenoid on involved vehicles.

VEHICLES INVOLVED:

Involved are certain 1994 Buick Skylark model vehicles within the following ranges:

NOTICE: Only column shift vehicles are affected. Also, vehicles which records indicate have already been repaired using part number 26032298 have been deleted from this campaign.

NOTE: PLEASE CHECK DCS SCREEN 45 OR YOUR V.I.N. LISTING BEFORE PERFORMING CAMPAIGN TO ENSURE THAT THE VEHICLE IS AFFECTED. ONLY AFFECTED VIN'S WILL BE PAID.

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.

DEALER CAMPAIGN RESPONSIBILITY:

All unsold new vehicles in dealer's possession and subject to this campaign MUST be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.

Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometers traveled, age of vehicle, or ownership from this time forward.

Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow- up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

CAMPAIGN PROCEDURE:

Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.

OWNER NOTIFICATION:

All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors (see copy of owner letter included with this bulletin). The listings provided are for campaign activity only and should not be used for any other purpose.

Parts required to complete this campaign should be ordered through regular channels, as follows:

PARTS AND LABOR CLAIM INFORMATION

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card or DCS transmission in accordance with the following:

Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 40% to cover parts handling.

SERVICE PROCEDURE:

NOTICE: IT IS NOT NECESSARY TO REMOVE THE STEERING WHEEL TO PERFORM THE SERVICE PROCEDURE REQUIRED TO REPLACE THE BTSI SOLENOID.

CAUTION:

BEFORE PROCEEDING, THE SUPPLEMENTAL INFLATABLE RESTRAINT (S.I.R.) SYSTEM MUST BE TEMPORARILY DISABLED FOLLOWING THE STEPS INCLUDED IN THIS SERVICE PROCEDURE. FAILURE TO FOLLOW PROCEDURES COULD RESULT IN POSSIBLE AIR BAG DEPLOYMENT, PERSONAL INJURY, OR UNNEEDED S.I.R. SYSTEM REPAIRS.

1. Remove S.I.R. (Air Bag) fuse from I.P. fuse block.

2. Open 'trap' door in lower left sound insulator panel to access the yellow, 2-way S.I.R. harness connector. Disconnect the 2-way S.I.R. harness.

3. On vehicles equipped with tilt steering wheel, remove the tilt lever using locking pliers.

NOTICE: In order to prevent damage to the tilt lever, the lever must be protected using a spark plug boot or other protective material when using locking pliers to remove the lever.

4. Remove the upper and lower front steering column covers (5 screws).

5. Remove the steering column filler panel (3 screws).

6. Remove the BTSI solenoid (2 screws; 1 electrical connector).

7. Install new BTSI solenoid (1 electrical connector, 2 screws).

8. Before replacing the column covers, check for proper function of the park-lock system following the procedure on page 3F-4 of the service manual. If adjustment of the park-lock cable is required, follow the adjustment procedure on page 3F-6 of the service manual.

9. Install the steering column filler panel (3 screws).

10. Install the upper and lower front steering column covers (5 screws).

11. On vehicles equipped with tilt steering wheel, install the tilt lever. Tighten lever using locking pliers with a spark plug boot or other protective material to prevent damage to the tilt lever.

12. Connect the yellow, 2-way S.I.R. wire harness connector. Close the sound insulator panel 'trap' door.

13. Replace the S.I.R. (Air Bag) fuse in the I.P. fuse block.

14. Install Campaign Identification Label.

INSTALLATION OF CAMPAIGN IDENTIFICATION LABEL

Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

This letter identifies your vehicle. Presentation of this letter to your dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.
