CAMPAIGN: FUEL FILLER CAP REPLACEMENT

88-C-2 SUBJECT: 1988 ALLANTE MODELS: FUEL FILLER CAP REPLACEMENT

CONDITION

GENERAL MOTORS HAS DETERMINED THAT CERTAIN 1988 CADILLAC ALLANTES HAVE FUEL CAPS WHICH FAIL TO CONFORM TO THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD 301.75 "FUEL SYSTEM INTEGRITY." THE PRESSURE RELIEF VALVE IN THE FUEL CAP ON AFFECTED VEHICLES MIGHT STICK DURING THE "TURN TO VENT" FUNCTION, CAUSING THE VALVE TO REMAIN OPEN. AS A RESULT, IT WILL BE NECESSARY TO HAVE THE FUEL CAPS REPLACED ON A SMALL QUANTITY OF VEHICLES.

DEALER ACTION

TO CORRECT THIS NONCOMPLIANCE, DEALERS ARE TO REPLACE THE FUEL CAPS ON SUSPECT VEHICLES PER THE VEHICLES INVOLVED AND SERVICE PROCEDURE SECTIONS OF THIS BULLETIN.

BECAUSE THE ALLANTE AND ITS OWNERS REPRESENT A DISTINCTIVE MARKET SEGMENT, CADILLAC WILL IMPLEMENT A UNIQUE APPROACH TO COMPLETE THIS FIELD ACTION. CADILLAC FIELD PERSONNEL WILL ATTEMPT TO PERSONALLY CONTACT RETAIL OWNERS OF AFFECTED VEHICLES, AND REPLACE THE FUEL CAPS ON THESE VEHICLES.

HOWEVER, DEALERS SHOULD TAKE STEPS TO IMMEDIATELY REPLACE THE FUEL CAPS ON AFFECTED STOCK VEHICLES. IN ADDITION, DEALERS WILL BE REQUIRED TO REPLACE FUEL CAPS ON ANY OWNERS' VEHICLES THAT CADILLAC FIELD PERSONNEL ARE UNSUCCESSFUL IN COMPLETING SHOULD THE OWNER REQUEST THIS SERVICE.

VEHICLES INVOLVED

CERTAIN 1988 CADILLAC ALLANTES WITHIN THE FOLLOWING VIN RANGE REQUIRE THIS CAMPAIGN:

JU100314 THROUGH JU100922

SOME VEHICLES WITHIN THIS VIN RANGE HAVE ALREADY HAD REPLACEMENT FUEL CAPS INSTALLED AT THE MANUFACTURING FACILITY. YOUR DEALER LISTS WILL REFLECT THOSE DETERMINED TO BE YOUR RESPONSIBILITY.

OWNER NOTIFICATION

OWNERS OF VEHICLES AFFECTED BY THIS CAMPAIGN WILL BE NOTIFIED BY LETTER, HAND DELIVERED TO THEM, FROM CADILLAC FIELD PERSONNEL. A COPY OF THE OWNER LETTER IS ATTACHED. SHOULD FIELD PERSONNEL BE UNSUCCESSFUL IN THEIR ATTEMPTS TO PERSONALLY CONTACT AN OWNER OF AN AFFECTED VEHICLE, A LETTER AND FUEL CAP WILL BE MAILED TO THEM.

DEALER LIST

A LIST OF VEHICLES INVOLVED, WHICH OUR RECORDS INDICATE WERE SOLD BY OR SHIPPED TO YOU, WILL BE PROVIDED BY CADILLAC FIELD PERSONNEL FOR YOUR FOLLOW-UP. THIS LISTING CONTAINS OWNER NAMES AND ADDRESSES OBTAINED FROM CADILLAC DELIVERY RECORDS. YOU ARE URGED TO LIMIT THE USE OF THIS LIST TO THE FOLLOW-UP NECESSARY TO COMPLETE THIS CAMPAIGN. IF NO LIST IS PROVIDED, NONE OF THE SUSPECT VEHICLES ARE KNOWN TO BE IN YOUR AREA.

DEALER CAMPAIGN RESPONSIBILITY

DEALERS ARE TO SERVICE ALL VEHICLES INVOLVED IN THIS CAMPAIGN, AT NO CHARGE TO OWNERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP.

WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO NEW OR OR USED CAR INVENTORY, DEALERS ARE TO TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE RESELLING THE VEHICLE.

THIS BULLETIN IS NOTICE TO YOU THAT THE NEW MOTOR VEHICLES INCLUDED IN THIS CAMPAIGN MAY NOT COMPLY WITH THE FEDERAL MOTOR VEHICLE SAFETY STANDARD AS PREVIOUSLY INDICATED. UNDER SECTIONS 108 AND 114 OF THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, IT IS ILLEGAL FOR A DEALER TO SELL A NEW MOTOR VEHICLE WHICH THE DEALER KNOWS DOES NOT COMPLY WITH AN APPLICABLE FEDERAL MOTOR VEHICLE SAFETY STANDARD. AS A CONSEQUENCE, IF YOU SELL ANY OF THESE MOTOR VEHICLES WITHOUT FIRST PERFORMING THE CAMPAIGN CORRECTION, YOUR DEALERSHIP MAY BE SUBJECT TO A CIVIL PENALTY UP TO $1,000 FOR EACH SUCH SALE.

IN ADDITION, DEALERS ARE TO PERFORM THE CAMPAIGN ON ALL AFFECTED VEHICLES AS THEY ARE BROUGHT IN FOR ANY KIND OF SERVICE UNTIL ALL VEHICLES HAVE BEEN CORRECTED.

PARTS INFORMATION

SINCE ONLY A SMALL NUMBER OF VEHICLES ARE INVOLVED, THE REPLACEMENT FUEL CAPS NECESSARY TO COMPLETE THIS CAMPAIGN WILL BE SHIPPED TO YOUR ZONE OFFICE. THE ZONE WILL PROVIDE ENOUGH CAPS TO YOU ON A "NO-CHARGE" BASIS TO COMPLETE YOUR STOCK AND COMPANY OWNED VEHICLES. DEALERS WILL NOT BE BILLED FOR THOSE PARTS.

DEALERS THAT REQUIRE PARTS FOR VEHICLES AFTER THE INITIAL "NO- CHARGE" SHIPMENT SHOULD OBTAIN THEM FROM THE PARTS DISTRIBUTION CENTER OF GENERAL MOTORS SERVICE PARTS OPERATIONS (GMSPO). A DESCRIPTION IS PROVIDED BELOW:

1. REMOVE ORIGINAL FUEL CAP.

2. INSTALL REPLACEMENT FUEL CAP.

3. DISCARD ORIGINAL FUEL CAP.

CAMPAIGN COMPLETION LABEL

UPON COMPLETION OF THIS CAMPAIGN, A WHITE CAMPAIGN LABEL (CAT. NO. S-1015) SHOULD BE AFFIXED ON A CLEAN, DRY SURFACE OF THE RADIATOR SUPPORT TIE BAR IN AN AREA CLEARLY VISIBLE WHEN THE HOOD IS RAISED. EACH LABEL PROVIDES SPACE TO PRINT IN INK (OR TYPE) CAMPAIGN NUMBER 88-C-2 AND YOUR FIVE-DIGIT CADILLAC DEALER CODE. DEALERS ARE TO TAKE THE STEPS NECESSARY TO ENSURE THAT THE NUMBERS ARE PROPERLY RECORDED ON THE LABEL.

CREDIT FOR THIS CAMPAIGN WILL BE ISSUED UPON RECEIPT OF A PROPERLY PREPARED WARRANTY CLAIM AS FOLLOWS:
