Important: Dealers should confirm vehicle eligibility through GMVIS (GM Vehicle Inquiry System) or DCS Screen 445 (IPC only) prior to beginning program repairs. [Not all vehicles within the above breakpoints may be involved.]

Involved vehicles have been identified by Vehicle Identification Number. Computer listings containing the complete Vehicle Identification Number, customer name and address data have been prepared, and are being furnished to involved dealers with the program bulletin. The customer name and address data furnished will enable dealers to follow up with customers involved in this program. Any dealer not receiving a computer listing with the program bulletin has no involved vehicles currently assigned.

These dealer listings may contain customer names and addresses obtained from Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states/provinces/countries. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this program.

Parts Information

Parts required to complete this program are to be obtained from General Motors Service Parts Operations (GMSPO). Please refer to your "involved vehicles listing" before ordering requirements. Normal orders should be placed on a DRO = Daily Replenishment Order. In an emergency situation, parts should be ordered on a CSO = Customer Special Order.

Service Procedure

Important: For additional information and illustrations, refer to the appropriate subsections of the 2003 Cadillac CTS Service Manual. At the present time, the Service Manual can only be accessed electronically via Service Information (SI). A printed version of the Service Manual will be available in the near future.

  1. Verify that the ignition switch is in the OFF position.
  2. Open the hood.
  3. Important: It is not necessary to drain the coolant or disconnect the coolant lines from the coolant bypass valve.

  4. Remove the bolt attaching the coolant bypass valve to the upper radiator.
  5. Disconnect the vacuum line from the coolant bypass valve.
  6. Reposition the coolant bypass valve as necessary for access to the Electronic Brake Control Module (EBCM)/Brake Pressure Modulator Valve (BPMV) assembly.
  7. Disconnect the electrical connector from the coolant bypass valve solenoid which is still attached to the upper radiator.
  8. Remove the coolant bypass solenoid from the upper radiator.
  9. Thoroughly clean all contaminants from around the EBCM/BPMV.
  10. Disconnect the electrical connector from the pressure sensor.
  11. Disconnect the 4 wheel brake pipes located on the top of the BPMV.
  12. Disconnect the 2 master cylinder brake pipes located on the front side of the BPMV.
  13. Remove the Connector Position Assurance (CPA) from the EBCM electrical connector.
  14. Rotate the EBCM connector tab up to the unlocked position and disconnect the electrical connector from the EBCM.
  15. Loosen the two (2) nuts that attach the BPMV to the mounting bracket. It is not necessary to remove them.
  16. Remove the complete EBCM/BPMV assembly from the mounting bracket.
  17. Clean any remaining contaminants from the EBCM/BPMV assembly.
  18. On a clean work surface, remove the four (4) screws that attach the EBCM to the BPMV. The screws will not be reused.
  19. Separate the EBCM from the BPMV.
  20. Clean the sealing surface of the BPMV.
  21. Important: The internal pump motor connector must be transferred or installed in the new BPMV prior to reassembly. If the connector is not installed, DTC C1242 will be set when the ignition is turned on later in the procedure. In addition, brake bleeding cannot be performed because the pump motor will not operate.

  22. Transfer the internal pump motor connector to the new BPMV.
  23. Install the EBCM to the BPMV.
  24. Install four new screws (included with the new BPMV) and tighten in a diagonal pattern.
  25. Tighten
    Tighten the screws to 5 N·m (44 lb in).

  26. Remove the 6 shipping plugs that are screwed into the holes in the BPMV for the brake pipes.
  27. Transfer the mounting nuts to the new BPMV.
  28. Install the new BPMV in the mounting bracket on the vehicle. Do not tighten the mounting nuts at this time.
  29. Install the two master cylinder brake pipes that attach to the front side of the BPMV.
  30. Tighten
    Tighten to 24 N·m (18 lb ft).

  31. Install the four wheel brake pipes that attach the top of the BPMV.
  32. Tighten
    Tighten to 24 N·m (18 lb ft).

  33. Tighten the nuts attaching the assembly to the mounting bracket.
  34. Tighten
    Tighten the nuts to 10 N·m (89 lb in).

  35. Connect the electrical connector to the EBCM.
  36. Rotate the EBCM connector tab down to the locked position.
  37. Install the CPA to the electrical connector.
  38. Connect the electrical connector to the pressure sensor.
  39. Install the coolant bypass solenoid on the upper radiator and connect the electrical connector.
  40. Install the coolant bypass valve on the upper radiator and install the attaching bolt.
  41. Tighten
    Tighten the bolt to 6 N·m (57 lb in).

  42. Connect the vacuum line to the coolant bypass valve.
  43. Fill and bleed the brake system. Refer to Master Cylinder Reservoir Filling and Hydraulic Brake System Bleeding in the Hydraulic Brakes subsection of the Service Manual.
  44. Perform the Auto Bleed Procedure. Refer to ABS Automated Bleed Procedure in the Service Manual.
  45. Perform the ABS Diagnostic System Check. Refer to Diagnostic System Check - ABS in the Service Manual.
  46. Install the GM Recall Identification Label.
  47. Close the hood.

Identification Label

For US and IPC

Place a Program Identification Label on each vehicle corrected in accordance with the instructions outlined in this Product Program Bulletin. Each label provides a space to include the program number and the five (5) digit dealer code of the dealer performing the program service. This information may be inserted with a typewriter or a ball point pen.

Put the Program Identification Label on a clean and dry surface of the radiator core support in an area that will be visible to people servicing the vehicle. When installing the Program Identification Label, be sure to pull the tab to allow the adhesion of the clear protective covering. Additional Program Identification Labels for US dealers can be obtained from Dealer Support Materials by either ordering on the web from DWD Store, gm-dealerworld.com, or calling 1-866-700-0001 (Monday-Friday, 8:00 am to 5:00 pm EST). Request Item Number S-1015 when ordering.

Additional Program Identification Labels for IPC dealers can be obtained from your Regional Marketing Office.

Courtesy Transportation

The General Motors Courtesy Transportation program is intended to minimize customer inconvenience when a vehicle requires a repair that is covered by the New Vehicle Limited Warranty. The availability of courtesy transportation to customers whose vehicles are within the warranty coverage period and involved in a product program is very important in maintaining customer satisfaction. Dealers are to ensure that these customers understand that shuttle service or some other form of courtesy transportation is available and will be provided at no charge. Dealers should refer to the General Motors Service Policies and Procedures Manual for Courtesy Transportation guidelines.

* -- For Program Administrative Allowance, add 0.1 hours to the "Labor Hours".

** -- The "Parts Allowance" should be the sum total of the current GMSPO Dealer Net price plus applicable Mark-Up or Landed Cost Mark-Up (for IPC) for parts needed to complete the repair.

Customers will be notified of this program on their vehicles by General Motors (see copy of customer letter included with this bulletin).

For IPC

Letters will be sent to known owners of record located within areas covered by the US National Traffic and Motor Vehicle Safety Act. For owners outside these areas, dealers should notify customers using the attached suggested dealer letter.

Dealer Program Responsibility

All unsold new vehicles in dealers' possession and subject to this program MUST be held and inspected/repaired per the service procedure of this program bulletin BEFORE customers take possession of these vehicles.

Dealers are to service all vehicles subject to this program at no charge to customers, regardless of mileage, age of vehicle, or ownership, through August 31, 2003.

Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the customer letter accompanying this bulletin. Program follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this program enters your vehicle inventory, or is in your dealership for service prior to September 1, 2003, you must take the steps necessary to be sure the program correction has been made before selling or releasing the vehicle.

We have learned that one or two incorrect parts may have been installed in your 2003 Cadillac CTS. If the incorrect parts were used, the performance of the optional Vehicle Stability Enhancement System may be degraded in some driving/road conditions.

What We Have Done

We've sent your dealer instructions for replacing the pump elements, so that your CTS can be serviced as quickly as possible. This service will be performed for you at no charge through August 31, 2003 .

We recommend that you contact your dealer to arrange a service date.
