CAMPAIGN: NOX EMISSIONS RELOCATE SOURCE OF EGR VACUUM

1982 CIMARRONS WITH 1.8 LITER ENGINES (VIN CODE G) AND CALIFORNIA EMISSION SYSTEMS (OPTION NB2)

CONDITION

General Motors has determined that some 1982 Cadillac Cimarrons equipped with 1.8 liter engines (VIN Code G) and California Emission Systems (Option NB2), may be emitting oxides of nitrogen (NOx) pollutants in excess of California Emission Standards. This may be attributed to the EGR valve vacuum signal becoming inadequate with increased mileage.

DEALER ACTION

To correct this condition, the source of the EGR vacuum signal will be relocated to provide increased vacuum, thereby reducing the NOx emission level. In addition, the carburetor secondary vacuum break is to be inspected, and if not operating properly it is to be replaced. Repairs are to be completed per the Vehicles Involved and Service Procedure sections of this bulletin.

VEHICLES INVOLVED

All 1982 Cadillac Cimarrons equipped with 1.8 liter engines (VIN Code G) and California Emission Systems (Option NB2) from the Start of Production through the End of Production.

OWNER NOTIFICATION

OWNERS OF VEHICLES AFFECTED BY THIS CAMPAIGN WILL BE NOTIFIED BY LETTER FROM CADILLAC MOTOR CAR DIVISION. A COPY OF THE OWNER LETTER IS ATTACHED.

DEALER LIST

A list of vehicles involved is enclosed for your follow-up. The list includes, (a.) Those vehicles originally sold by you, providing the current owner is located in your zone and, (b.) Those vehicles originally sold outside of your zone whose current owner is located in your area of sales/service responsibility.

This list contains owner names and addresses obtained from state motor vehicle registration records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this list for the follow-up necessary to complete this campaign. If no list is attached, none of the involved vehicles are known to be in your area.

DEALER CAMPAIGN RESPONSIBILITY

Dealers are to service all vehicles involved in this campaign, at no charge to owners, regardless of mileage, age of vehicle, or ownership.

Whenever a vehicle subject to this campaign is taken into used car inventory, dealers are to take the steps necessary to be sure the campaign correction has been made before reselling the vehicle.

In addition, dealers are to perform the campaign on all affected vehicles as they are brought in for any kind of service.

PARTS INFORMATION

The following parts will be required. They are available from the Parts Distribution Centers of the General Motors Warehousing and Distribution Division (GMWDD).

NOTE: An EGR Harness Modification Kit will be required on all vehicles involved. It is estimated that Vacuum Break Kits will be required on only 40% of the vehicles.

If there is difficulty obtaining these parts using normal ordering procedures, dealers may place a C.I.O. using advise Code "2" with no special instruction code. The parts may also be ordered on a V.I.P. order; however, unless prior zone approval is obtained, dealers will be required to absorb any surcharge involved under the V.I.P. system.

If any problems are encountered in obtaining these parts, please follow the three step procedure as stated in the GM Parts Emergency Order Follow-up Procedure (Refer to GM Parts Policy & Procedure Manual, Section IV, pages 32 and 33, August 1984 Edition).

SERVICE PROCEDURE

Perform the following procedures ONLY on 1982 Cimarrons equipped with 1.8 liter engines (VIN Code G) and California Emission Systems (Option NB2).

I. Install the EGR Harness Modification Kit, P/N 10045044, using the instruction sheet included in the kit.

II. Inspect, and if required, repair the secondary vacuum break per the following steps:

a. Check secondary vacuum break for leakage by applying vacuum with a hand vacuum tester, special tool J-23738, or equivalent. A good unit will hold the vacuum.

b. If leakage is indicated, replace the secondary vacuum break as detailed on page 6CI-16 of the 1982 Cimarron Service Information Manual (SIM).

c. Check the secondary vacuum break for proper setting (27 degrees). If adjustment is required, follow the secondary vacuum break adjusting procedure detailed on page 6CI-8 of the SIM. Use special tools as required, per the list on page 6C1-25.

III. Reroute the EGR signal hose to the canister purge port of carburetor to provide earlier EGR signal per the following steps (Refer to Figure 1):

a. Connect one end of the 18" emission hose to the base of the "Y" connector.

b. Remove the canister purge control hose from the rear of the carburetor (port B) and connect the other end of the 18"emission hose to port B.

c. Reconnect the canister purge control hose to the small nipple of the "Y" connector.

d. Remove the EGR signal hose from the rear of the carburetor (port C) and install the rubber cap on carburetor port C to seal this signal location.

e. Connect the EGR signal hose to the remaining nipple of the "Y" connector.

f. Strap the 18" emission hose to the power steering line or engine wiring harness to prevent it from moving around.

IV. Perform a functional check of the revised EGR system using the procedure detailed in the SIM, page 6E-44.

V. On automatic transmissions only, reset initial timing to 8 degrees BTDC using the procedure found in SIM beginning on page 6D-19.

VI. Remove the old tune-up label from the shock tower and install the new label P N 14100959) in its place. Do not install the new label over the old label (Refer to Figure 2).

VII. Install the Campaign Identification Label on a clean, dry surface of the radiator support tie bar.

CAMPAIGN COMPLETION LABEL

Upon completion of this campaign, a white campaign label (Cat. No. S-1015) should be affixed on a clean, dry surface of the radiator support tie bar in an area clearly visible when the hood is raised. Each label provides space to print in ink (or type) campaign number 82-E-3 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to ensure the numbers are properly recorded on the label.

CREDIT

Credit for this campaign will be issued upon receipt of a properly prepared warranty claim which includes information from one of the following labor operations:

A. Install EGR Kit, tune-up label and inspect secondary vacuum break:

* The Labor Hours listed represent the actual time required to perform the repair. Dealers should apply for 0.1 additional hour for administrative allowance as "Other Labor Hours".

# Parts allowance should be the total of the current GMWDD Net plus 30% of all parts required for the repair, plus bulk material cost, if any.

Dear Cadillac Owner,

General Motors has determined that certain 1982 Cadillac Cimarrons equipped with 1.8 liter engines (VIN Code G) and California Emission Systems (Option NB2), may be emitting oxides of nitrogen (NOx) pollutants in excess of California Emission Standards. This may be attributed to the Exhaust Gas Recirculation (EGR) valve vacuum signal becoming inadequate with increased mileage.

To correct this condition, please contact your Cadillac Dealer to arrange a service date to install an EGR harness modification kit, including a new tune-up label. In addition, the carburetor secondary vacuum break will be inspected. Secondary vacuum breaks found to be inoperative, will be replaced. These services will be performed for you at no charge.

Instructions have been sent to your Cadillac Dealer. Parts are available at your dealership. Depending upon the type of service your Cimarron needs, the labor time required to make this modification will range from 45 minutes to 1 1/2 hours. Please ask your dealer if you wish to know how much additional time will be needed to process your vehicle.

The enclosed Campaign Owner Identification Card identifies your Cimarron. Presentation of this card to your dealer will assist in completing the services in the shortest possible time. If you have sold or traded your vehicle, please complete the postage-paid card and return it to us. This will assist us in assuring all affected vehicles have been corrected.
