CAMPAIGN RESPONSIBILITY TRANSFER PROCEDURES

EFFECTIVE SEPTEMBER 1983 NEW PROCEDURES WILL BE IMPLEMENTED TO (1) ASSIGN INITIAL DEALER RESPONSIBILITY FOR FUTURE CADILLAC CAMPAIGNS AND (2) ALLOW TRANSFER OF THIS RESPONSIBILITY UNDER CERTAIN CONDITIONS. THESE PROCEDURES ARE AS FOLLOWS:

INITIAL ASSIGNMENT

A. CURRENT AND IMMEDIATE PAST MODEL CAMPAIGNS:

1. RESPONSIBILITY WILL BE ASSIGNED TO THE DEALER ULTIMATELY RECEIVING THE VEHICLE (SHIPPED TO OR STOCK DEALER) WHICH MAY NOT NECESSARILY BE THE SELLING DEALER.

2. VEHICLES DROP SHIPPED TO NATIONAL FLEET ACCOUNT LOCATIONS WITH AN ACTIVE FLEET WARRANTY SERVICE STATION AGREEMENT WILL HAVE RESPONSIBILITY ASSIGNED TO THE SERVICE DISTRICT AND ZONE SERVICING THOSE FLEET ACCOUNT LOCATIONS.

B. PREVIOUS MODEL CAMPAIGNS:

1. VEHICLES WITH COMPLETE OWNER INFORMATION WILL BE ASSIGNED TO THE CADILLAC DEALER NEAREST TO THE OWNER'S ADDRESS PROVIDING THEY ARE NOT IN THE SAME ZONE AS THE ORIGINAL SHIP TO OR STOCK DEALER. OTHERWISE, RESPONSIBILITY WILL REMAIN WITH THE SHIP TO OR STOCK DEALER. OTHERWISE, RESPONSIBILITY WILL REMAIN WITH THE SHIP TO OR STOCK DEALER. NOTE: NEAREST DEALER ASSIGNMENT WILL BE MADE BY UTILIZING R.L. POLK'S ZIP CODE TABLE, WHICH CAN LOCATE THE CADILLAC DEALER CLOSEST TO THE OWNER'S ADDRESS.

2. VEHICLES WITHOUT COMPLETE OWNER INFORMATION (FROM STATE MOTOR VEHICLE REGISTRATION RECORDS, INCLUDING ZIP CODE AS PROVIDED BY R.L. POLK) WILL BE ASSIGNED TO THE ORIGINAL SHIP TO OR STOCK DEALER.

TRANSFER OF RESPONSIBILITY (CURRENT AND FUTURE CAMPAIGNS)

A. IF THE RESPONSIBLE DEALER (OR FLEET LOCATION) WISHES TO TRANSFER RESPONSIBILITY TO A CADILLAC DEALER NEARER TO THE OWNER, A REQUEST FORM (SAMPLE ATTACHED) MAY BE SUBMITTED TO THEIR ZONE OFFICE FOR CONSIDERATION. THE FORM MUST CONTAIN THE OWNER'S COMPLETE ADDRESS INCLUDING ZIP CODE. IF APPROVED BY THE ZONE, THE TRANSFER OF RESPON- SIBILITY TO THE NEAREST DEALER WILL BE MADE, AGAIN UTILIZING THE POLK ZIP CODE TABLE. THE TRANSFERRED VEHICLE WILL THEN APPEAR ON THE NEXT MONTH'S "NOT MODIFIED" LIST OF THE NEWLY ASSIGNED DEALER AND WILL INCLUDE A "T" NEXT TO THE V.I. NUMBER TO INDICATE A TRANSFER IN. THE COMPLETE OWNER NAME AND ADDRESS WILL BE INCLUDED ON THE "NOT MODIFIED" LISTINGS EACH MONTH INSTEAD OF QUARTERLY AS IN THE PAST.

B. IF A CAMPAIGN OWNER IDENTIFICATION CARD, WHICH IS ENCLOSED WITH EACH ORIGINAL CAMPAIGN NOTIFICATION LETTER, IS RETURNED TO CADILLAC WITH SUBSEQUENT OWNER INFORMATION, RESPONSIBILITY WILL BE AUTOMATICALLY TRANSFERRED TO THE NEAREST CADILLAC DEALER. THE NEW DEALER WILL BE NOTIFIED OF THE TRANSFER IN AS PER THE ABOVE PROCEDURES.

IN ADDITION TO REQUESTING A TRANSFER FOR OUT OF AREA VEHICLES, INCLUDING EXPORT AND CANADA, DEALERS MAY ALSO BE RELIEVED OF CAMPAIGN RESPONSIB- ILITY IF THE CAR HAS BEEN SCRAPPED, STOLEN, OR THE OWNER IS UNRESPONSIVE OR UNREACHABLE. HOWEVER, IN THE CASE OF THE LATTER TWO SITUATIONS, THE DEALER MUST INDICATE ON THE TRANSFER FORM THEIR EFFORTS MADE TO CONTACT THE OWNER AND ARRANGE FOR THE CAMPAIGN TO BE PERFORMED. IF APPROVED BY THE ZONE, THE SUBJECT VEHICLE WILL THEN BE REMOVED FROM THE DEALER'S LIST OF CARS FOR WHICH HE IS RESPONSIBLE.

IT IS IMPERATIVE THAT THE TRANSFER REQUEST FORM BE COMPLETE AND ACCURATE OR THE ZONE WILL BE UNABLE TO PROCESS IT. ONE PAD OF FORMS WILL BE SHIPPED TO EACH DEALER UNDER SEPARATE COVER. ADDITIONAL QUANTITIES CAN BE ORDERED FROM CADILLAC STATIONERY CONTROL, LANSING, MICHIGAN (CAT. NO. 5-1095).

WE BELIEVE THAT THESE NEW PROCEDURES WILL PROVE BENEFICIAL IN FOLLOWING UP ON VEHICLE REQUIRING CAMPAIGNS; HOWEVER, IT IS THE RESPONSIBILITY OF ALL CADILLAC DEALERS TO ASSURE THAT ALL VEHICLES IN NEW OR USED CAR STOCK, COMPANY USE OR IN FOR SERVICE WORK HAVE ALL REQUIRED CAMPAIGNS PERFORMED IMMEDIATELY, REGARDLESS OF WHETHER OR NOT THE CAR IS ON THEIR RESPONSIBILITY LIST. OUR GOAL IS 100% CAMPAIGN COMPLETIONS IN THE SHORTEST POSSIBLE TIME IN THE INTEREST OF COMPLETE CUSTOMER SATISFACTION.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
