NEW VEHICLE AND PREDELIVERY PREPARATION OF 1984 CADILLACS

The goal of Cadillac is complete customer satisfaction, it is imperative that new vehicle and pre-delivery inspection be performed with a great deal of care and attention to detail. The Owner's First Impression is the Most Lasting, and it is the dealer's responsibility to see that new Cadillacs are in the best possible condition at the time of delivery. This may be achieved only by a thorough and complete inspection of the automobile before presentation to the new owner.

As a part of the 1984 Gold Key Delivery System, the Pre-delivery Inspection Procedure Check Sheet (copy attached) has been redesigned for clarity and ease of use. The form has been enlarged to an 11" x 17" format and folds to the standrad 8 1/2" x 11" size for filing purposes.

The pre-delivery Inspection procedure has been divided into two parts. New Vehicle Inspection (top half of form) and Pre-Delivery Inspection (bottom half of form). The New Vehicle Inspection is to be performed when the vehicle arrives at the dealership. The Pre-Delivery Inspection serves to ensure that the vehicle is in the best possible condition and is to be performed as close to the time of delivery as possible.

An important element in the Pre-delivery Inspection procedure is the battery state of charge. Should delivery of the vehicle occur after a prolonged storage period, the battery state of charge should again be checked immediately prior to delivery.

As a final quality check, the sales consultant should sign the form, indicating that the vehicle is acceptable for delivery. A completed copy of the check sheet must be presented to the owner during delivery, while the second copy is to be retained in the vehicle history file as in the past.

An essential ingredient in the new vehicle inspection procedure is a thorough vehicle road test. The HT4100 Functional Road Test form (copy attached) offers an additional opportunity to maximize customer satisfaction. This form, updated for the 1984 model, provides a thorough validation procedure for the HT4100 and DFI system. The HT4100 functional road test can be performed within the time allocated for the road test portion of the new vehicle inspection.

Pre-delivery Inspection Check Sheets and HT4100 Functional Road Test forms are available at no charge to the dealer from Helm, Inc. PO Box 3617, Highland Park, Michigan 48203.

Normal warranty claim procedures will continue to apply for all service operations not specified as part of the New Vehicle/Pre-delivery Inspection procedure. Zone personnel will continue to monitor new vehicle preparation to ensure that all operations are being performed.

The New Vehicle/Pre-Delivery Inspection procedure for 1984 models will contain two time allowance elements for performing all prescribed items, as in 1983.

1. A base labor time allowance assigned to each model.

2. An additional allowance of 0.1 hour for each $400 increment of Dealer Price above $14,000 to a maximum of one hour.

The combined time allowance will be computed on each individual vehicle and multiplied by the mechanical warranty labor rate to determine credit for performing the New Vehicle Inspection and Pre-delivery Preparation service. Attachment "A" lists the price product groups, the base time allowance, and the additional inspection allowance based on invoice pricing. The base time allowance for all models remains unchanged for 1984. The additional inspection allowance has been revised slightly. New price product group schedules and inspection time allowances become effective with the shipment of 1984 models.

The 1984 New Vehicle/Pre-Delivery Inspection Procedures as well as the HT4100 functional road test should be carefully reviewed by all individuals responsible for inspection and delivery of new vehicles. Dealership management should personally monitor this area to ensure the best possible new vehicle preparation quality throughout the model year.

1984 HT4100 Functional Road Test

Pre-Road Test Inspection:

1. To verify the integrity of DFI-ECM self-diagnostics control system:

Turn ignition off for 15 seconds then turn ignition on for 5 seconds.

Start engine and let idle until warm. As the engine warms, inspect the operation of EFE and THERMAC.

Put transmission in reverse for 5 seconds.

Shift back to park and operate engine at 1000 RPM for 20 seconds.

Return to idle for 30 seconds.

Once again, turn ignition off for 15 seconds then turn ignition on for 5 seconds.

A. Enger diagnositcs and record all stored codes:

B. Perform "switch tests" and record failed codes:

C. Perform "output cycling" and record outputs which fail to cycle:

D. Repair any malfunctions observed in steps A,B, and C as required (refer to DFI section charts, 1984 Service Information Manual)

2. With engine running and fully warmed-up, check TPS and minimum air rate settings. A/C clutch must be disabled and the vacuum tap for THERMAC should be capped. Display engine parameters .0.1 and .1.1 and record values with the throttle at the minimum air rate stop (see 1984 Service Information Manual).

** If the vehicle has over 500 miles, the range should be 400 to 500 RPM.

Adjust gap between ISC actuator and throttle lever to 0.060 inches. If the readings are not within the specified range, adjust the minimum air rate, TPS setting or ISC actuator as required.

Road Test Evaluation:

3. Road test vehicle at 55 mph (use Cruise Control, if so equipped). Enter diagnostics and verify that parameter .0.4 (coolant temp.) has reached 85 DEG C.

4. Verify the operation of the status indicator lights above the "Climate Control Mode":

The "OPEN/CLOSE" loop status light above the "OFF" button --- ---- turns on.

With the "OPEN/CLOSE" loop status light on, the "RICH/LEAN" --- --- status light above the "ECON" button turns on and off.

With the vehicle in fourth gear, the "Fourth Gear" status --- --- light above the "HI" button turns on.

With the "TCC" status light** on above the "AUTO" button, parameter .1.1 (engine speed) remains below the following at 55 MPH:

5. Verify the parameter .0.1 (throttle angle) exceeds 65 degrees under wide open operation.

6. Verify parameter .1.2 (vehicle speed) agrees with speedometer (within approximately 2 mph).

7. Verify parameter .1.3 (PROM I.D.) is appropriate for the vehicle according to the following:

8. Listen for detonation or engine ping as a means of verifying proper: EGR flow, A.I.R. flow, and engine firing.

9. Check engine response under moderately brisk acceleration. Any hesitations, sags or stumbles could indicate problems in fuel pressure and fuel delivery systems, spark timing or vacuum hose routing.

10. Evaluate transmission shifts for ease and smoothness of operation.

Post Road Test Inspection:

11. Inspect and record belt tension. Tighten belts to specified levels, if necessary:

12. Check for seepage and leaks at all hose and pipe connections, seals, gaskets, and plugs. Tighten couplings and connectors as necessary:
