This bulletin cancels and replaces Special Policy Adjustment Bulletin 84-P-1 dated November, 1984. Discard all copies of the November, 1984 version. Added paragraphs are highlighted in bold type. Some 1983-1984 Cadillac Cimarron models equipped with 2.0 liter engines, automatic transmissions and Federal Emission Systems or Federal High Altitude Emission Systems may experience no starts, poor cold start, and spark plug fouling. These starting conditions may be encountered at temperatures below -10 DEG F (-23 DEG C.)
There are no time or mileage provisions relating to the subject vehicles; however, this special policy adjustment offer will expire June 30,1985. Special Policy Adjustment Bulletins should be filed in the three ring binder furnished to the dealer by General Motors in September, 1982.
Owners of vehicles registered in certain northern states were notified of this Special Policy by Cadillac Motor Car Division (A copy of the owner letter is attached). All subject vehicles are covered by this policy regardless of where they are registered or operated.
1983 and 1984 Cadillac Cimarrons previously serviced with the cold startability adjustment parts identified in Bulletin B4-P-1 dated November, 1984, which developed a check engine light (Code 42) can be corrected. In many cases the check engine light is being generated by false signals to the ECM. This can be corrected by installing the PROM identified in this reissued bulletin.
PREVIOUSLY SERVICED VEHICLES - For 1983 and 1984 models, the check engine light malfunction may be remedied by the installation of the replacement PROM identified in the Service Procedure and Parts Information sections of of this bulletin. In addition, 1983 models will require a new supplemental tune-up label which will be included with the new P/N 1227254 PROM. For previously serviced 1983 vehicles, cover the earlier supplemental label with the new labeL. No other parts require replacement on previously serviced vehicles.
VEHICLES NOT PREVIOUSLY SERVICED - The following procedure will provide a significant improvement in cold startability of these vehicles.
1. Install a new calibration PROM per the following:
A. On 1983 models use PROM P/N 1227254.
INSTALL (NEXT TO PRODUCTION LABEL) SUPPLEMENTARY TUNE-UP LABEL, P/N 14100954 FOUND IN PROM PACKAGE.
B. On 1984 models with base axle F75 (3.18) use PROM P/N 1227256 (Refer to service parts Identification Label to identify the axle ratio).
C. On 1984 models with FW9 (3.43), use PROM P/N 1227257 (Refer to service parts Identification Label to identify the axle ratio).
2. On 1983 models set ignition timing to 6 DEG BTDC from 0 DEG TDC. On 1984 models timing should be checked to assure 6 DEG BTDC.
THE TIMING CONNECTOR MAY BE LEFT DISCONNECTED FOR THE NEXT STEP.
3. Install spark bypass relay kit, P/N 14086983 (1983-1984). Detailed instructions are included in the kit package. Reconnect the timing connector from Step #2.
4. REMOVE AND DISCARD THE 3 AMP FUSE labeled "crank" from the fuse block #2 position (1983-1984).
5. Install new spark plugs, P/N 5614009 (1983-1984).
6. Install starting procedure label, P/N 14085150, on headliner side of driver sun visor. Required on all 1983 models and as required on 1984 models (installed in producti on Mid - 1984).
OWERS OF CIMARRON VEHICLES SHOULD BE ADVISED THAT COLD WEATHER STARTING PERFORMANCE IS ALSO DEPENDENT ON THE USE OF 5W-30 SF OIL AS SPECIFIED IN THEIR OWNER'S MANUAL.
Parts required to complete this Special Policy should be obtained from the Parts Distribution Centers of the General Motors Warehousing and Distribution Division. The following parts are to be used:

To ensure these parts are obtained as soon as possible, they should be ordered from GMWDD on a CIO Order with NO special instruction code, but order on an advise code (2).
If any problems are encountered in obtaining these parts, please follow the three-step procedure as stated in the GM Parts Emergency Order Follow-up Procedure (Refer to GM Parts Policy and Procedure Manual, Section IV, pages 32 and 33, August 1984 Edition).
Credit will be issued upon receipt of a properly prepared warranty claim as follows:

*** The Parts Allowance should be the total of the current GMWDD Net plus 30% of all parts required for the repair.
C. OWNER REIMBURSEMENTS FOR PREVIOUSLY INCURRED EXPENSES
Consideration should be given to owners of Cimarrons who previously paid for repairs covered by this policy. In the event an owner requests reimbursement, the dealer should obtain the owners original paid receipts or invoices to verify the expense. The owners should be advised to retain copies of these documents for their personal records before surrendering the originals.
The dealer is to advise the owner that the invoices will be reviewed by a Cadillac Zone Representative and that the owner will be advised as quickly as possible of the amount that will be reimbursed. When a request is approved, the dealer is requested to issue the owner a reimbursement check.
Dealers will be credited for this reimbursement through the submittal of a Warranty Claim (to be submitted as one net amount with zone approval) as detailed below:

Dear Cimarron Owner:
As part of Cadillac Motor Car Division's continuing commitment to customer satisfaction, we want you to be aware of a product improvement that may be of value to you if you operate your Cimarron in sub-zero environments.
The 1983-84 winter was abnormally cold in some areas. Some owners of 1983- 1984 Cimarrons complained of starting difficulties in sub-zero environments, especially where temperatures fell below -10 DEG F (-23 DEG C) for two or more consecutive days.
A modification has been developed for your Cimarron to improve startability at sub-zero temperature extremes. Startability above 0 DEG F will not be affected. Cold weather starting performance is also improved by the use of 5W-30 SF motor oil as specified in the Owners Manual.
If you experienced a cold starting problem last winter or anticipate driving at temperatures below -10 DEG F, we invite you to bring your Cimarron to your Cadillac Dealer for modification at no charge to you. Instructions for making the modification have been sent to your Cadillac Dealer. If you operate your car only in areas of the country that are not subject to these sub-zero temperatures your car does not need this modificatign.
If you have previously encountered these conditions and paid for all or part of the servicing, you should contact your Cadillac Dealer, who will advise you with regard to requesting reimbursement. You should present the dealer with your original paid receipts or invoices verifying expenses incurred for such service.
All requests for reimbursement or modification must be made prior to June 30,1985.
