CAMPAIGN: PUSH-PULL HEADLIGHT SWITCH-LOSS OF HEADLIGHTS

SUBJECT: 1986 DE VILLE, FLEETWOOD (FWD) AND CIMARRON PUSH-PULL HEADLIGHT SWITCH REPLACEMENT POTENTIAL LOSS OF HEADLIGHTS

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a product campaign of this type, must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequatefy repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge, or to a refund of the purchase price, less a reasonable allow- ance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the owner letter, the owners are being instructed to contact the nearest Cadillac Zone Office if their dealer does not remedy the condition within five days of the agreed service date. If the condition is not remedied within a reasonable time, the owners are instructed how to contact the National Highway Traffic Safety Administration.

CONDITION

General Motors has determined that a defect which relates to motor vehicle safety exists in some 1986 De Villes, Fleetwoods and Cimarrons. The push-pull headlight switch might have been manufactured with electrical contacts which could potentially result in an intermittent headlight circuit. An intermittent circuit could cause the headlights to suddenly go out. Sudden loss of the headlights under severe weather or nighttime driving conditions could reduce driver visibility which might result in a vehicle crash without prior warning.

DEALER ACTION

To prevent this condition dealers are required to inspect, and if necessary, replace push-pull headlight switches on suspect vehicles per the Vehicles Involved and Service Procedure sections of this bulletin.

VEHICLES INVOLVED

All 1986 Cadillac De Villes, Fleetwoods, and Cimarrons within the following VIN range that are equipped with the indicated options require this campaign (Cadillac records indicate that a total of 1,187 vehicles are affected):

(1) DeVille & Fleetwood

G4221738 through G4224179 with Digital Instrument Cluster (Option U02).

(2) Cimarron

GJ500515 through GJ501383 with Standard Instrument Cluster (Option U21) and WITHOUT Twilight Sentinel (Option T82).

OWNER NOTIFICATION

OWNERS OF VEHICLES AFFECTED BY THIS CAMPAIGN WILL BE NOTIFIED BY LETTER FROM CADILLAC MOTOR CAR DIVISION. A COPY OF THE OWNER LETTER IS ATTACHED.

DEALER LIST

A list of vehicles involved, which our records indicate were sold by you, is enclosed for your follow-up. This list contains owner names and addresses obtained from Cadillac delivery records. You are urged to limit the use of this list to the follow-up necessary to complete this campaign. If no list is attached, none of the suspect vehicles are known to be in your area.

WE SUGGEST YOU USE THE LIST OF VEHICLES INVOLVED TO ORDER YOUR INITIAL PARTS REQUIREMENTS AS SOON AS POSSIBLE.

DEALER CAMPAIGN RESPONSIBILITY

Dealers are to service all vehicles involved in this campaign, at no charge to owners, regardless of mileage, age of vehicle, or ownership.

Whenever a vehicle subject to this campaign is taken into used car inventory, dealers are to take the steps necessary to be sure the campaign correction has been made before reselling the vehicle.

In addition, dealers are to perform the campaign on all affected vehicles as they are brought in for any kind of service.

PARTS INFORMATION

The following push-pull headlight switches will be required, if inspection indicates replacement is necessary. They are available from the Parts Distribution Centers of the General Motors Warehousing and Distribution Division (GMWDD): Part Model Number Description Quantity ----- ------ ----------- -------- 1986 De Ville or 1995267 Push-Pull Headlight Switch 1 per vehicle Fleetwood with U02

If there is difficulty obtaining these parts using normal ordering procedures, dealers may place a C.I.O. using advise Code "2" with no special instruction code. The parts may also be ordered on a V.I.P. order; however, unless prior zone approval is obtained, dealers will be required to absorb any surcharge involved under the V.I.P. system.

If any problems are encountered in obtaining these parts, please follow the three step procedure as stated in the GM Parts Emergency Order Follow-up Procedure (Refer to GM Parts Policy & Procedure Manual, Section IV, pages 32 and 33, August 1984 Edition).

SERVICE PROCEDURE

NOTE: DURING SERVICING, EACH SUSPECT PUSH-PULL HEADLIGHT SWITCH MUST BE INSPECTED. IF THE SWITCH IS NOT WITHIN THE RANGE OF SUSPECT DATE CODES, IT NEED NOT BE REPLACED. SEE THE INSPECTION PROCEDURE (STEPS 4, 5 AND 6) FOR THE INSPECTION METHOD AND RANGE OF SUSPECT DATE CODES.

I. 1986 De Ville or Fleetwood (FWD) with Digital Instrument Cluster - Headlamp Switch Removal

1. Refer to the 1986 Service Information Manual, page 8C-19 for removal of the Left-hand Cluster Trim Plate.

2. Refer to the Service Information Manual, page 8B-20 for removal of the Headlamp Switch.

3. Inspect the Headlamp Switch for suspect date codes, per the Inspection Procedure (Steps 1, 2 and 3).

II. 1986 Cimarron with Mechanical Instrument Cluster WITHOUT Twilight Sentinel - Headlamp Switch Removal

1. Refer to the 1986 Service Information Manual, page 8C-18 for steps leading to removal of the Headlight Switch.

2. Refer to the Service Information Manual, page 8C-16 for removal of the Left-hand Lower Instrument Panel Trimplate, and back to 8C-18 to complete removal of the Headlight Switch.

3. Inspect the Headlight Switch for suspect date codes, per the Inspection Procedure (Steps 1, 2 and 3).

III. Inspection Procedure and Reinstallation of Headlamp Switch

1. After removing the Headlight Switch from the Instrument Panel, refer to the illustration to locate and identify the date code.

2. The four digit date code will appear the same on any switch regardless of the model usage or part number.

3. If the date code is 0015 or between the range 9235 through 9305, replace the switch using the correct part number per the Parts Information section. (This represents switch manufacturing dates of September 23, 1985 through and including October 1, 1985.

If the switch is not within the suspect date codes, reconnect the existing switch. Procee@to step 4.

4. Reassemble the Headlight Switch and I/P Trimplate per the applicable Service Information Manual instructions.

5. Install the Campaign Completion Label on a clean, dry surface of the radiator support tie bar.

CAMPAIGN COMPLETION LABEL

Upon completion of this campaign, a white campaign label (Cat. No. S-1015) should be affixed on a clean, dry surface of the radiator support tie bar in an area clearly visible when the hood is raised. Each label provides space to print in ink (or type) campaign number 86-C-2 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to ensure the numbers are properly recorded on the label.

CREDIT

Credit for this campaign will be issued upon receipt of a properly prepared warranty claim which includes information from one of the following labor operations:

* This labor time represents the actual time required to perform the correction. Dealers should apply for 0.1 additional hour for administrative allowance as "Other Labor Hours".

# Parts allowance should be the total of the current GMWDD Net plus 30% of all parts required for the repair, plus bulk material cost, if any.

Dear Cadillac Owner:

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

General Motors has determined that a defect which relates to motor vehicle safety exists in some 1986 De Villes, Fleetwoods and Cimarrons. The push-pull headlight switch might have been manufactured with electrical contacts which could potentially result in an intermittent headlight circuit. An intermittent circuit could cause the headlights to suddenly go out. Sudden loss of the headlights under severe weather or nighttime driving conditions could reduce driver visibility which might result in a vehicle crash without prior warning.

Until you have had an opportunity to have your Cadillac corrected, you should be alert for signs of an intermittent headlight circuit. For example, there might be a temporary delay when you pull the headlight switch "ON," or the headlights might not light at all. If you experience these conditions, a gentle upward pressure on the headlight knob might light the headlights.

To prevent this condition from occurring, please contact your Cadillac dealer on or after the date shown below to arrange a service date to have your Cadillac inspected. Your dealer will check the headlight switch. If necessary, the switch will be replaced. This service will be completed at no charge to you.

Instructions have been sent to your Cadillac dealer. It is estimated that parts will be available May 8, 1986. The labor time necessary to perform this correction is approximately 35 minutes. Please allow your dealer additional time to process your vehicle.

Your Cadillac dealer is best equipped to obtain parts and provide service to ensure your Cadillac is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date and they do not remedy this condition on that date or within five days, we recommend you contact the nearest Cadillac Zone Office, either in person or by telephone. The Zone Office will assist you and the dealer in getting your vehicle corrected. The locations and telephone numbers of the Zone Offices are listed in your Warranty and Owner Assistance Information Booklet which is in your glove compartment.

After contacting your dealer and the Zone office, if you are still not satisfied we have done our best to remedy this condition without charge within a reasonable time, you may wish to write the Administrator, National Highway Traffic Safety Administration, 400 Seventh Street, S.
