This bulletin summarizes the exchange procedures, part numbers, and repair center information for the following components:
I. 1985-1988 DeVille and Fleetwood digital instrument cluster.
II. 1985-1988 DeVille and Fleetwood analog instrument cluster.
III. 1981-1985 Eldorado and Seville digital instrument cluster.
IV. 1986-1988 Eldorado and Seville digital instrument cluster and climate control/driver information center (CCDIC).
V. 1986-1988 Eldorado and Seville, and 1987-1988 Allante BCM EPROM and EEPROM.
VI. 1985-1988 Cimarron digital instrument cluster, 1987-1988 Allante digital instrument cluster and 1988 Allante analog instrument cluster.
VII. 1987-1988 Allante combination panel, tape deck, and left and right switch pods.
VIII. AC Delco Service Center Locations
Only exchange repair units from authorized service centers listed in this bulletin should be used for warranty repairs. The parts listed in the GM parts catalog are new parts for fire and theft repair only, not for warranty repair.
Sections I through VI contain instructions for repair of odometer units (NVM chips, EEPROMS, and odometer assembly). If you are unfamiliar with Cadillac policy regarding alterations of odometer mileage, refer to the Cadillac Service Policies and Procedures Manual, Section I.
Allante combo panel and tape deck procedures are covered in Section VII. Allante radio chassis and radio unit repair will be covered in a separate DSIB.
I. 1985-1988 DeVille and Fleetwood digital instrument cluster.
The digital instrument cluster in 1985-1988 DeVilles and Fleetwoods stores the season odometer mileage in a non-volatile memory (NVM) chip. The cluster and the NVM chip are serviced separately. If cluster replacement is necessary, the NVM chip must be transferred by the dealer from the inoperative cluster to the replacement cluster (refer to Figure 1 for NVM chip location.) Replacement clusters may be obtained through any of the AC Delco service centers listed in Section VIII of this bulletin using the following part numbers.

If the NVM chip requires replacement, the new NVM chip should be installed in the original cluster by the dealer. Replacement NVM chips may be ordered through any of the AC Delco service centers listed in Section VIII. The service center will require correct mileage information in order to program the replacement NVM chip.
For warranty purposes use Labor Operation N4180 at .6 hour for cluster replacement or NVM chip replacement.
II. 1985-1988 De Ville and Fleetwood analog instrument cluster.
1985-1988 DeVilles and Fleetwoods with the analog cluster require the odometer assembly be transferred by the dealer from the inoperative cluster to the replacement cluster. If the odometer is replaced, it should be ordered from GMSPO, using P/N 25054552, and a mileage sticker must be placed on the driver's door. Replacement clusters are available from any of the AC Delco service centers listed in Section VIII using the following part numbers.

Follow the procedure below to remove the odometer:
1. Remove the inoperative cluster following the procedures in Section 8C of the Deville and Fleetwood Service Information Manual.
2. Remove the two illumination bulbs from the gear selector indicator.
3. Remove the two screws attaching the gear selector indicator to the cluster housing and remove the gear selector indicator from the housing.
4. Disconnect the flex circuit connector from the cluster circuit board.
5. Remove the six screws attaching the clear lens to the housing. Remove the lens and black bezel.
6. Separate the housing from the black (speedometer face) component board by lifting the board straight off the lower dowel pins.
7. Turn the component board over and remove the two screws attaching the odometer frame to the housing, refer to Figure 2.
8. Before removing the odometer frame from the housing, grasp the drive link, refer to Figure 2, with needle nose pliers to keep the link attached to the trip odometer. Remove the odometer frame with the drive motor attached. The plier grip can be released and the drive link will remaine in place.
9. Turn the odometer frame over and remove the retaining clip from one end of the odometer shaft. With the clip removed, slide the odometer assembly toward the clip end and remove the odometer from the frame.
10. If replacing the cluster, reinstall the odometer frame onto the inoperative cluster.
To install odometer in the replacement cluster:
1. If using a replacement cluster, remove the two screws securing the odometer frame to the component board of the cluster and separate.
2. Install the odometer assembly into the frame and replace the retaining clip. Note the position of the groove in the odometer assembly and rotate the trip odomer drive link to that position before installing the odometer frame onto the component board. To reinstall the odometer assembly onto the component board, engage the drive link with the groove of the odometer assembly and slide the odometer assembly onto the drive link and locating pins of the component board.
3. Install the odometer frame to the component board and secure with two attaching screws.
4. Install the black (speedomenter face) compoonent board locating it on the dowel pins.
5. Install the balck bezel and lens and secure with the six attaching screws.
6. Connect the flex circuit connector to the internal circuit board.
7. Install the gear selector indicator and secure with two attaching screws.
8. Install the two gear selector indicator illumination bulbs.
9. Install the cluster assembly following the Service Information Manual procedures in Section 8C.
For warranty purposes use Labor Operation number N4300 at .5 hour for cluster or odometer replacement.
III. 1981-1985 Eldorado and Seville digital instrument cluster.
Exchange units for 1981-1985 Eldorados and Sevilles consist of the tube and circuit board assembly only. They are available through any of the AC Delco service centers listed in Section VIII using the following part numbers:

IV. 1986-1988 Eldorado and Seville digital instrument cluster and CCDIC.
The 1986-1988 Eldorado and Seville digital instrument cluster and climate control/driver information center (CCDIC) are available as exchange units from the authorized AC Delco service centers listed in Section VIII of this bulletin. Digital instrument clusters are exchanged as complete units and do not require removal of an electronic chip since the odometer memory is located in the BCM EERPOM. Odometer display problems should be diagnosed using Section 8D of the appropriate Service Information Manual. Refer to Section V of this bulletin for EEPROM removal and exhange procedures. Replacement units are available from AC Delco service centers using the following part numbers:

V. 1986-1988 Eldorado and Seville, and 1987-1988 Allante BCM EPPROM and EEPROM.
The BCM in 1986-1988 Eldorados, Sevilles, and Allantes use two types of PROM's, an EPROM and and EEPROM. Refer to the appropriate Service Information Manual Section 8D2 to distinguish between EPPROM and EEPROM locations inside the BCM.
The EPROM retains information pertaining to those systems controlled by the BCM (i.e., the ECC system, lighting, and displays). The BCM EPROM is serviceable and interchangeable with PROM's from the same model vehicles. New EPROM's are available from GMSPO.
The EEPROM stores information sepcific to the vehicle. This information includes the VIN, season odometer mileage, and body style. Unlike the EPROM, the EEPROM may not be transferred from one vehicle to another. Transferring EEPROM's between cars will result in incorrect odometer readings and possibly incorrect CCDIC messages.
Replacement EEPROM's may be obtained only by calling one of the following AC Delco service centers:

Replacement EEPROM's should be shipped to the dealer within 24 hours if the service center is called before 2:00 P.M. The following information must be given to the service center when calling to request a replacement EEPROM.
1. VIN
2. Is the vehicle U.S. or Canadian?
3. Is the vehicle a two or four door?
4. Mileage
5. Dealer code and mailing address.
In the event the exact mileage is not known, a replacement EEPROM may be obtained with either zero miles or the most recent known mileage. An EEPROM with zero mileage should only be requested when the vehicle mileage is not accurately known. An odometer replacement sticker with the approximate mileage must be installed on the driver's door when installing an EEPROM with zero miles. In some cases, the mileage may be read from the failed EEPROM by the repair center or Delco Electronics, if necessary.
The replacement EEPROM will be shipped to the dealer with a claim form originated by the service center. This form must be completed by the dealer and returned to the service center with the replaced EEPROM. One copy of the claim form should be retained and attached to the R.O. The remaining forms must be returned to the service center with the replaced EEPROM. Failure to return the replaced EEPROM with the claim form will result in a $200 core charge. Zones will be notified of any EEPROM's not returned within 60 days. (All returned EEPROM's are checked for proper mileage and the results reported to Cadillac.)
VI. 1985-1988 Cimarron digital instrument cluster, 1987-1988 Allante digital instrument cluster, and 1988 Allante analog instrument cluster.
Replacement instrument clusters may be obtained from VDO-Yazaki using the following procedure:
1. 2. VDO-Yazaki will request the following information:
A. Dealer code.
B. Dealer's shipping address.
C. Vehicle identification number.
D. Owner complaint or observed condition.
E. Diagnosis used to determine the cluster required replacement. VDO-Yazaki is staffed by trained technicians who will attempt to confirm the problem is cluster related and not car system related. The technician or shop foreman should be on-hand when calling to answer questions regarding the diagnosis.
F. If the problem involves the odometer, a mileage figure will be required. The replacement cluster will be shipped with mileage pre-set.
G. Purchase order number or account number.
H. Whether or not the repair is covered under warranty.
3. Cimarron Odometer: For digital instrument cluster problems that do not affect the odometer, the mileage memory chip must be transferred from the inoperative cluster to the replacement cluster by the dealer (refer to Figure 3 for NVM chip location.) If the problem involves the odometer, the inoperative cluster must contain the mileage memory chip when it is returned.
Allante Odometer: The Allante digital cluster does not contain a mileage memory chip. The mileage is stored in the BCM EEPROM, refer to Section V for EEPROM service. The Allante analog cluster contains an electromechanical odometer which is serviced with the cluster assembly. Replacement analog clusters will come with an odometer pre-set by VDO-Yazaki with the proper mileage.
4. VDO-Yazaki will ship replacement clusters C.O.D. freight collect for repairs that are covered by warranty via "next day service." The C.O.D. price will be the "Repair and Core Charge" listed plus freight.
5. Included with the replacement cluster will be a computer-printed form. To obtain the core refund, this form must be filled out completely and returned with the inoperative cluster to VDO-Yazaki in the shipping container to:

For repairs performed on Cimarrons or Allantes during the warranty period, dealers should submit a claim for the repair as follows:

The Allante analog cluster contains backlighting bulbs that are serviceable separately. Refer to Figure 4 for the location and specification of serviceable bulbs.
VII. 1987-1988 Allante combination panel, tape deck, and left and right switch pods.
If vehicle diagnosis leads to replacement of one of the parts listed above, use the followins procedure to obtain a replacement unit:

2. Dayton Speedometer Service will request the following information:

3. After receiving the replacement part, return inoperative part with a completed return authorization form in the original shipping box within 14 days via UPS. NOTE: Care should be exercised when packaging the cluster to prevent damage in transit. To complete the return authorization form, fill out the form, sign the form, attach the pink copy to the R.O., and return the remaining copies with the inoperative unit.
Failure to return the inoperative part with the claim form will result in the assessment of a core charge by Dayton Speedometer Service of $3000 for a combo panel or $375 for a tape deck or switch pod.
The combo panel tape deck and illumination bulbs are serviceable separately. The tape deck must be removed from the combo panel as described in the Service Information Manual when either is serviced. Also, the combo panel illumination bulbs listed below are serviceable:

For warranty purposes use Labor Operation N4150 at .9 hour for combo panel or tape deck replacement, N2000 at .2 hour for right switch pod replacement, and N2001 at .2 hour for left switch pod replacement.
VIII.AC Delco Service Center Locations.
Exchange units may be obtained by calling one of the authorized AC Delco service centers listed. Exchange units will be shipped from the service center via UPS within 24 hours of the request. Included with the units will be a memo billing in the amount of the core charge, a pre-addressed shipping label, and an ACD-1078 warranty form. The memo billing will be canceled when the inoperative unit is returned to the service center.
The service center will bill dealers directly for all out-of-warranty repairs and cancel the memo billing upon receipt of the failed unit. The ACD-1078 warranty form must be filled in completely by the dealer and all five copies of the form must be returned with the inoperative unit. It is important to describe, as completely as possible, the problem with the inoperative unit and when the problem occurred (i.e. all the time, only after two hours of operation, only on cold mornings, etc.) in the "nature of the problem" area of the form. NOTE: Failure to return the ACD-1078 warranty form of the inoperative instrument cluster to the service center within 30 days of the date of exchange unit was shipped may result in a repair fee or an instrument cluster replacement fee. When the dealer copy of the ACD-1078 form is returned to the dealer, it should be attached to the scrapping copy of the R.O.
Electrtonic instrumentation is fragile. To avoid shipping damage, the inoperative unit must be carefully packed in the reusable shipping container in which the exchange unit was received and returned to the service center immediately.
It is best to carry the exchange unit to the vehicle in the shipping container and carry the inoperative unit out of the vehicle in the shipping container. This will reduce the risk of damage to the exchange unit and guarantee that the inoperative unit is returned in the same container. Failure to return the inoperative unit in the original shipping container will result in a $10.00 replacement cahrge to the dealer.
